Citizens can formulate questions and suggestions, rate existing questions and electoral programs, and comment on them. Candidates can answer questions, comment on suggestions, publish their electoral programs, and debate with citizens and other candidates on the Liberopinion platform. The platform was tested in the 2009 Portuguese elections, receiving 3000 unique visitors and 380 registered users. In the parliamentary elections, there were 118 questions, 43 proposals, and 1 active candidate. The local election in Viseu had 2 active candidates answering almost all the questions (97% of 33 total questions). While still in the early stages of adoption, the case study showed the platform's potential to improve interaction between candidates and citizens during electoral periods.
