constant relationships and recovery at its heart.

priority for all.
We want to see a new alignment of services and
professionals including the police, health, schools and local
authorities to protect and care for vulnerable children.

Changing the odds
Children in England grow up in a society that is deeply
unequal. We are committed to reducing inequality by
improving the odds for the most disadvantaged groups.
We want to improve the outcomes of all children and in
particular: those who are raised in poverty; who are
disabled; who have a mental health condition; or who are
in the youth justice system.

of investment in and a commitment to children
