2. INTRODUCTION OF VIJAYAWADA MUNICIPAL CORPORATION (VMC) :-
The Municipality of Vijayawada (Bezawada) was constituted on 1st APRIL, 1888 and was upgraded as a
selection grade municipality in the year 1960
The municipality was upgraded to corporation in 1981
With the merger of Gunadala, Patamata and Bhavanipuram village panchayats and two villages
payakapuram and Kundavari kandrika.
The total area of the corporation is 61.88 sq.kms. The city is divided into 59 political wards.
VMC upgraded to Greater Vijayawada municipal corporation in the year 2006.

He is the technical head of the Town Planning Section.
He offers professional advice to the Corporation in planning the
integrated and planned development of the city.
To ensure proper implementation of Building Rules, Zoning
Regulations, Layout Rules, and other Rules of Town Planning.
He is the technical head of town planning section in the zone / circle /
area allotted to him.
He has to initiate action for acquisition and alienation of lands.
He plays a key role in the enforcement of regulations relating to
layouts, Installations and advertisements.
He plays a key role in the enforcement of regulations relating to
construction of buildings.
To keep the land records in a proper manner in the Corporation.
6. BUILDING PENALISATION SCHEME (BPS)
The Andhra Pradesh Regulation and Penalization of unauthorizedly constructed buildings and
buildings constructed in deviation of the Sanctioned Plan Rules, 2015-MUNICIPAL
ADMINISTRATION AND URBAN DEVELOPMENT (MAUD) ANDHRA PRADESH.
The scheme is applicable in all 110 Urban Local Bodies including 13 corporations, Urban Development
Authorities and Capital Region Development Authority (except Notified Capital City Area villages) of the
state.
To penalize the buildings constructed unauthorizedly and in deviation to sanctioned plan as on
31.12.2014. Government has fixed different rates for commercial and non-commercial buildings. Buildings
below 100 square feet are exempted from the scheme.Objectives of Building Penalization Scheme
To penalize every building constructed unauthorisedly or in deviation of the sanctioned plan.
To bring all unauthorized constructions into planning fold.
To provide an opportunity to the owners of the buildings to regulate their unauthorized constructions
and deviations or face stringent enforcement action
7. ADVANTAGES OF BUILDING PENALIZATION SCHEME (BPS)
The constructed building with deviations to sanctioned plan or totally unauthorized will get
formal orders of regulation which will remove the uncertainty and threat of demolition and
will get the occupancy certificate which is mandatory as per Municipal Laws.
To bring all the unauthorized constructions into planning fold and to regulate the
development in urban areas.
To provide an opportunity to the owners of the buildings to regulate their unauthorized
constructions and deviations made to the sanctioned plan.
To provide relief to several persons who have purchased buildings without any knowledge
about the building regulations.
8. PENALIZATION NOT APPLY TO CERTAIN SITES
Encroachment on Government land or property belonging to Public undertakings, Andhra Pradesh
Housing Board, Andhra Pradesh Industrial Infrastructure Corporation, Urban Development Authority,
Local body, Endowments, Wakf Board
Land for which the applicant has no title
Surplus land declared under Urban Land Ceiling /Agriculture Land Ceiling/ lands resumed under the
Andhra Pradesh Assigned Lands (POT) Act
Prohibited areas under the Coastal Regulation Zone and such other environmentally restricted zones
Layout/Master Plan open spaces/Areas earmarked for Recreation Use in Master Plan/Zonal Development
Plan
Sites under legal litigation/ disputes regarding ownership of the site /building
Unauthorized constructions without any building sanction in unapproved /unauthorized layouts.
Buildings falling in ‘Capital City Area’ of Capital Region Development Authority Area.

10. TERMS OF REFERENCE (TOR)
AIM:-VMC seeks the services of qualified firms for preparing a Master Plan for Outdoor
Advertising, Street Furniture in the city i.e. signage's, bill boards, public convenience etc. in the
city.
OBJECTIVES:-
To maintain the uniformity, aesthetics, decency, social ethics and character of the city.
To discourage the visual clutter which may be done by increasing the space between the
billboards and in restricting large billboards to select areas of the city, like its commercial
hubs.
To ensure safety of inter and intra‐city traffic
To identify man‐made and natural heritage and to prepare systematic advertisement design&
specifications for heritage conservation as integral part of the city planning and development
