4. Fishing (80%) is the major source of livelihood, 10% are engaged in farming, and 10% are hired laborers.
Common fishing gears are gill net, hook and line and mid water gill net.
 the average family ependiture is 1,000- 2,500/month.

5. Blast fishing has stopped since the implementation of the CEP program.
Sporadic cyanide fishing still occurs.
Overfishing is not a problem in the area due to some established alternative livelihood projects like aquaculture, livestock raising and farming.
Possible reasons for the decrease in live coral cover were the typhoon that hit Ilocos Norte.

6. Likewise the NGO’s, academe, stakeholders etc. are also engaged in activities such as planning, community organizing, research, technology transfer, information sharing investment & training program.

7. Out of nine (9) Municipal coastal areas in the province of Ilocos Norte namely: Badoc, Currimao, Paoay, Laoag City, Bacarra, Pasuquin, Burgos, Bangui, and Pagudpud, there are already five (5) Municipalities established mangrove plantation.

13. The mangrove area has a natural stand of 23 hectares. In 2010 the Provincial Government of Ilocos Norte in coordination with DENR through Upland Development Program (UDP) planted 8,500 mangrove in 17 hectare area. While in 2011 another 3,000 mangrove was planted by PGIN & DENR through National Greening Program consisting of 6 hectares.

14. The said area was already saturated with mangrove . This plantation is being managed by a Peoples Organization called Davilla Coastal Resource Management Association (DACORMA). The role of ENRO is to protect, maintain the said plantation and provide technical assistance to said PO’s.

The PGIN plays a vital role in the delivery of coastal resources management as a basic service of the local government involves monitoring and evaluation of both governance processes and system as well as implementation of the strategic action programs of the mangrove management. It is undertaken to tract changes in key administrative and socio-environmental variables.

27. In support the wealth of life. Hence, it is imperative that these resources be given emphasis in every Provincial development plan for their proper management, conservation and protection.
