1. Learning and Development Roadmaps (LaDRs)
• A Learning and Development Roadmap (LaDR) is essential to a Sailor’s success and highlights the importance of
determining, early in a career, what their goals are and how to reach them. A LaDR outlines training and
education at each pay grade and provides guidance towards advanced educational opportunities, as well as
professional certifications. As Sailors progress through their career, emphasis on skill training diminishes while
professional military education gradually increases. They are what the name implies – a roadmap through the
enlisted learning and development continuum by which Sailors’ professional development is guided.
• LaDRs provide continuity and direction for Sailors in their career development from day one of their career through
Master Chief Petty Officer, and there is a LaDR for every enlisted rating. They guide Sailors with identifying
current, and projected future, enlisted training and education opportunities, including rate training, professional
military education (PME), advanced education initiatives and professional certifications. LaDRs not only provide
valuable information to Sailors, they also give mentors a document to refer to during career discussions. It is a
visual guide to track their career, and helps the Navy get the right Sailor, with the right training, in the right job, at
the right time.
• Command indoctrination is the perfect opportunity for leadership to introduce LaDRs to their new Sailors.
Introducing LaDRs early-on will result in every Sailor gaining baseline knowledge of his or her career progression
and assist them in setting realistic goals toward upward career mobility. The LaDR for each rating is organized
around significant career phases and enables targeted learning opportunities. They help Sailors remain current at
their pay grade, but more importantly makes them more competitive for future advancements.
• Sailors using LaDRs can properly chart out Navy-valued professional career goals. Each LaDR is sequenced to
meet growing and changing roles throughout a career. Sailors new to the Navy and early in their careers will find
that LaDRs provide a solid technical and analytical foundation that will support tactical and operational
competencies. As they become more senior, learning and development provides an increased strategic
perspective and more effective management and business practices.
• LaDRs provide a navigable, rate-specific guide to assist in the effective mentorship of Sailors. Having a written
guide that explains in detail what they needs at specific points in their career is an invaluable tool for Sailors and
their mentors. I encourage deck plate leadership to use LaDR’s during mentoring sessions and according to
OPNAV Instruction 1500.77 their use is required during Career Development Board’s.
• LaDRs can be accessed through Navy Knowledge Online (NKO). On the NKO home page select the "Career
Management" tab and navigate along the blue side banner, then select LaDR hyperlink.
• LaDRs are updated annually by the Naval Education and Training Command Learning Centers responsible for
developing and delivering the specific rate training. This year's update was completed September 2012. If you
