A LONG-STANDING RELATIONSHIP OF INTERNATIONAL SISTER SCHOOLS
Mr. Masaharu Tatsuzawa, the Chairman of Tatsuzawa Gakkan Education Foundation,
Mr. Masaichi Tomisawa, the Principal of Morioka Chuo High School,
Principals, Teachers, Students, Ladies and Gentlemen:
Good afternoon to all of you!
It has been 10 years since our sister school relationship was first established between Bui Thi Xuan High School and Morioka
Chuo High School in 1998. I would like to express my warmest thanks to the principal, teachers, and students of Morioka Chuo
High School for developing a close friendship with our school over such a long period. Both schools have been making every
effort to organize as well as participate in many activities that promote opportunities for mutual exchange in culture, teaching and
learning between the two schools. Every year, we send our students to join the Chuo International Education Forum, which is
really a great opportunity for our students to learn more about the cultures and modern civilizations of not only Japan but also
many other countries joining this Forum. Yet, it is also our pleasure to welcome annual visits of the delegation from Morioka Chuo
High School on the occasion of our school ceremony, usually on March 26th. During these trips, we proudly introduce to your
teachers and students several special features of our Vietnamese culture and history.
The beautiful international sister school relationship that we have today comes from the common values that our countries,
Japan and Vietnam, focus on. One of them is the idea of getting to know each other, sharing, and living in harmony among
different nationalities in the world. Therefore, it brings us close together, the Vietnamese and Japanese people. Although every
culture is unique, Vietnam and Japan still have some similarities. Let me take two kinds of lovely flowers of the two countries for
example. In Vietnam, our people have a tradition of celebrating the Lunar New Year with peach blossoms called “Hoa Dao”
whereas Japan has cherry-blossoms that tourists from other places really want to see once in their life. As you know, these two
flowers are well-known for their extraordinary beauty and are typical symbols of each nation. Besides, there are many more
common things in the history and traditional culture of the two nations. Furthermore, we have the same opinion about culture and
education, the same hope for a peaceful and prosperous world where all people can live happily together under the same roof.
It is obvious that the friendship of Morioka Chuo High School and Bui Thi Xuan High School has been cultivated and
developed remarkably for the last ten years. In addition, many benefits have been obtained for both schools. The teachers and
students not only get a deeper understanding of another culture but also exchange experience in education and educational
management. Above all, the memory that we have about our foreign friends and sister schools will be unforgettable in our life.
After every international conference, each of us will somehow set a goal for ourselves and look forward to a bright future.
Henceforth, all of us will be more aware of the strengths of the international cultural relationship that we have been building up
and maintaining.
Ten years ago, when I first came to this beautiful city, Morioka, it was a little bit cold with plenty of air. Surrounded by
mountains and hills, the city scenery is really wonderful. Moreover, living in such a nice environment, people in Morioka have
become intelligent, friendly and kind. I am excited to recall all the sweet memories which you left in my mind.
Ten years has passed and witnessed the changes of the city as well as Morioka Chuo High School. They both become more
and more developed and modern. Students of Morioka are better and better at computer science, English and other activities. I
am very happy to see your progress and hope that you will get more and more achievements in the future. It is impressive that
after these forums, we can communicate, exchange and learn from each other in order to broaden our knowledge and reinforce
our achievements. The students who have participated in those forums would be ready to be the leaders of the 21st century,
since they have learnt about the global community in which people shall live peacefully, without wars and terrorism.
Finally, I would like to thank you very much for giving me the chance to be here, to express my heartfelt thoughts to you on
the anniversary of our 10-year sister school relationship. On behalf of Bui Thi Xuan High School in particular and Vietnamese
people in general, we hope that this harmonious relationship will be strengthened much more in the future. We believe that this
relationship shall expand to many other countries, to become a global friendship.

姉妹校締結１０周年
国際姉妹校交流永遠の友情
龍澤学館理事長龍澤正美様盛岡中央高校校長富澤正一様、教職員の皆様、そして生徒のみなさんこんにちは。
１９９８年にブイティシャン高校と盛岡中央高校との国際姉妹校の関係が始まってから１０年が経ちます。私は、この１０
年というとても長い間、両校が親密な友情を育んできたことに対して、盛岡中央高校の校長先生、先生方、そして生徒の皆さ
んに心から感謝を申し上げたいと思います。両校は、文化の相互交流を促す多くの活動に参加し、その中で得た知識を相互に
学び合い、教え合うだけではなく、それらをより高い次元に作り上げる努力も続けていると確信しています。
毎年、私たちは「CHUO国際教育フォーラム」に生徒を派遣しています。このことは、本校の生徒が日本だけではなく、こ
のフォーラムに参加している他の国の文化や文明を学ぶ、本当にすばらしい機会だからであります。また、毎年（通例３月２
６日に行われている）私達の学校行事に盛岡中央高校の代表団を迎えることも私たちの喜びです。この訪問中に、私達は誇り
を持ってベトナム独自の文化や歴史を先生方や生徒に紹介します。
私達が今日までに築きあげた、このすばらしい姉妹校の関係は日本とベトナムの両国の共通の価値観に負うものです。その
価値観の一つに相互理解を深め、それを世界中の国籍の違う人々に広め、かつ、知った事を分かち合い、調和して生活する
という考えがあります。その価値観が私達ベトナム人と日本人は親密にさせてくれるのです。すべての文化はそれぞれ独自で
はありますが、ベトナムと日本には共通するいくつかの類似性があります。例として両国の人々に愛されている二つの美しい
花を挙げると、私達には「ホアダオ」と呼ばれる桃の花で新年を祝う伝統があり、一方、日本には日本を訪れる観光客が
一生に一度は見てみたいと思うほど美しい桜の花があります。ご存知のとおり、この二つの花は、非常に美しい花として知ら
れているだけでなく、両国の代表するシンボル的存在の花なのです。その他にも、両国の伝統的な文化や歴史には多くの共通
点があります。
さらに私たちは教育や文化に同じ見解を持っていると思います。それはすべての人々が一つ屋根の下で、共に幸せに暮らし
ていける平和的で繁栄している世界を目指している点です。
この１０年間、盛岡中央高校とヴィティシャン高校の友情が大きく発展し深まっているのは明らかであり、同時に互いに多
くの恩恵を享受しています。教員や生徒は他国の文化を深く理解するだけではなく、実際的に、教育や教育経営の知識面での
交流もしています。
そして何よりも、フォーラムでの海外の友人との出会いや姉妹校で作った思い出は生涯の記憶として残ると思います。毎年
フォーラム終了後、私達は互いに、共に目指す未来を決め、明るい未来を待ち望んでいます。何年か続いた後、私達全員は、
今まで築き維持してきたフォーラムでの国際的な文化交流が素晴らしい業績に今よりももっと気付くときがあると思います。
１０年前、私が初めてこの美しい市、盛岡にきた時、空気が澄んでいてすこし寒かったことを覚えています。山や丘に囲ま
れた盛岡の風景は本当にすばらしく、そのような良い環境で生活している盛岡の人々は知的で友好的であり、親切でした。
みなさんが私の心に残してくれた楽しい思い出は、思い出す度に私をわくわくします。
１０年が経ち、盛岡市と盛岡中央高校の変化をずっと見てきました。双方ともにますます発展し、近代化されています。盛
岡の学生はコンピューター科学や英語に非常に優れており、他の活動においても一層進歩しています。私はみなさんの進歩を
見るのがとても楽しみであり、皆さんが将来ますます多くの業績をあげることを望んでいます。いつもフォーラム後、益々知
識を広げ、私達がこの素晴らしい行事から得られた事をより確かなものにするために、交流し、お互いから学び合うことがで
きることに感銘を受けています。このフォーラムに参加してきた生徒達は、２１世紀のリーダーになることでしょう。なぜな
ら彼らは、戦争やテロもなく、人々が平和に暮らせる地球規模の共同体について学んでいるからです。
最後に、国際姉妹校交流１０周年記念にこのような機会を与えていただいたことに感謝を申し上げます。ヴィティシャン高
校、そしてベトナム人の代表として、この調和に満ちた友情が今後、ますます深くなることを望んでいます。私たちはこのよ
うな関係が他の多くの国々まで広がり、国境を越えた友情になることを信じています。

Keynote Speech: “One World, One Dream”
Chairman Masaharu Tatsuzawa, Principal Masaichi Tomisawa,
Students and Faculty, Ladies and Gentlemen,

Good afternoon!
In the era of seeking global economic development and being short of resources, under the advocacy of
Chairman Masaharu Tatsuzawa, it’s far-reaching of Morioka Chuo High School to grasp the theme of environmental
protection. You educate students with the consciousness of environmental protection from their childhood, instill in
them the knowledge of environmental protection by enabling them to have discussions and communications with high
school students all over the world. In the last 10 years, you have invested a great amount of money. It’s your
perseverance that educated hundreds of talented students from different countries, contributing a lot to human
civilization. It’s really admirable. This year features the shortage of petroleum and food, therefore, we draw great
attention to the theme of this forum, “3s”. As we all know, our country has enjoyed economic development since our
opening and reform policy was launched 30 years ago. Especially for the last 10 years, we saw rapid economic
development in our country. Meanwhile, however, side effects occur. What follows are the lack of resources such as
steel and wood, environmental pollution such as air pollution and river pollution. In addition, some businessmen mine
for coal and forest stone illegally. A lot of chemicals are found in the industries of agriculture, aquaculture and food.
We are sure to be punished if we pollute our natural environment. Environmental pollution, which is a common issue
all over the world, will prevent us from sustainable development and do harm to our future generation. Realizing this
problem now, the Chinese government has put forward the idea that we should have sound and fast economic
development. “Sound” means we should build a resource-saving and environment-friendly society. Several days ago,
the Standing Committee of the National People's Congress passed the law on the promotion of a recycling economy.
I also notice that there is useful garbage in Japan. The law on promotion of recycling economy can not only solve the
problem of resource shortage but also the problem of environmental pollution. We have also discussed these ideas in
the last several forums. As a teacher, we can not change society directly. However, we can educate many students.
The personality, thoughts, cultural level and behavior of today’s students direct the development of our future human
society. High school students are at a critical age. It’s high time for them to develop mature world ideology and value.
It’s our sacred responsibility to help them to develop the consciousness of resource saving and environmental
protection, to learn some knowledge and skills of environmental protection, and to form a good habit of living
harmoniously with the environment and other people. For the last 10 years in succession, Morioka Chuo High School
has set up a platform for students all over the world to discuss this issue. Students and faculty from thirteen countries
are honored to be here to communicate with each other, to learn from each other, and to improve ourselves. On behalf
of all the guests, here I extend my sincere thankfulness to the host, Morioka Chuo High School.
With the obvious tendency of international education, the forum makes it possible for students to talk about the
problems of environmental protection and youth education, it also enable oversea students to learn Japanese culture,
to make friends with Japanese students, their parents and teachers, to display cultures of their own countries. The
forum, which looks as if a Confederation for students from all over the world, does the foundation work for them to
become a world citizen. We feel greatly honored to have held 29th Olympic Games in Beijing with its slogan of “one
world one dream”. To develop our world together in a faster, better and stronger way, people from generation to
generation need to make endless effort. All cultures need accumulation and communication, from which it gains
dynamism. Every participant here cherishes this opportunity because we can enlarge our knowledge, broaden our
view and make a lot of friends once we come here.
The Annual Morioka Chuo International Education Forum has become a world brand for international education.

基調講演「一つの世界、一つの夢」

尊敬する龍澤正美理事長先生、尊敬する富澤正一校長先生。そして、友人の皆様、生徒諸君、こんにちは。
錦秋の今日、私は光栄にも、盛岡中央高校主催の「第１０回国際教育フォーラム記念大会」に、出席する機会をいただきました。
皆様もご存知のように、世界は現在、経済の発展を求めていると同時に、一方で資源やエネルギーは、ますます乏しくなると言わ
れています。こうした厳しい時代に、盛岡中央高校は、龍澤正美理事長先生の指導の下で、「地球環境保護」という非常に見識の高
いテーマを選び、全世界の高校生に、交流と討論の場を提供されています。今回のフォーラムは、若い生徒諸君に、環境保護の重要
性に対する認識を深めさせ、かつ、その知識を習得させる、大変有意義な機会だと思います。
盛岡中央高校は、この１０数年来、このような国際行事等に対し、かなりの運営予算を組み、世界十数カ国から参加した優秀な生
徒たちに、熱心に国際理解教育を行っていると聞いています。このことは、世界の人類・文明に大きく貢献している、素晴らしい教
育的業績だと存じます。このステージから、このお仕事に携わっている皆様方に、心から敬意を表する次第でございます。
今年は、石油と食料資源が、ますます緊迫する年だと言われています。したがって、フォーラムのテーマである「３Ｓ」は、我々
の注目する最も大きな課題の一つと言えましょう。中国の改革開放政策が開始されてから、ちょうど今年は３０周年を迎えていま
す。この３０年間のうち、特に最近の１０年間に中国の経済が急速に発展していることは、皆様もよくご存知のことと思います。こ
の劇的な経済発展が同時に中国にもたらしたものが、水、石炭、天然ガス等の資源エネルギー不足と、鋼材、木材のような資源不
足、さらに大気や河川の汚染問題等であります。これらは経済成長のマイナス面から必然的に生じる困難だということを、私は指摘
したいと思います。
また、ごく一部の経済人は、法律を無視し違法な手段で、石炭や鉱石の採掘をし、森林伐採を強行しています。一方、農業や養殖
事業、食品産業では、人体に悪影響を及ぼす化学製品を大量に使用している事例もあります。自然を破壊すると、いつかは必ず、そ
の報いを受けることになります。これらの問題は、経済の持続的発展を阻害し、私たちの子供や孫の世代の健康と幸せに、危機をも
たらすものであり、中国だけではなくむしろ全世界が直面している課題だと言うことができるでしょう。
現在、中国政府は、これらの危機的な課題への取り組みをすでに開始し、経済は「又好又快」に発展しなければならないというこ
とを方針としております。「好」の意味するところは、資源節約・環境友好型社会の建設であります。また「快」はその速度を意味
しています。先日、中国全人代常務委員会では、「循環経済促進法」が採決されました。そこで近年、日本には「役にたつゴミ」が
あるというお話を聞き、とても興味深く感じました。このような循環経済という考え方は、資源不足のような喫緊の問題を解決する
ためには、たいへん有効だと私は思います。同時に環境汚染の解決にも役に立つということを、じつは以前に、このフォーラムで学
ばせていただいたことでもあるのです。
私たちは教師であるため、社会を直接に変えることはできませんが、多くの生徒を教育することはできます。今日の生徒の人格や
思想、また彼らの文化水準と行動や習慣等は、未来の人類社会の発展を大きく左右すると言っても決して過言ではないでしょう。こ
こにいる皆さん、高校生は、各人の心の中で世界観や価値観が形成される重要な節目にある年齢と言えます。彼らに、資源節約と環
境保護に対する意識を確立させることは、極めて重要です。換言すれば、小さい頃から、人間と環境、そして人間同士が共に協力し
合う、良い習慣を身に付ける技術と方法を習得させることこそが、私たち教師の神聖なる職務にちがいありません。
盛岡中央高校は、１０年連続して、このような地球上の核心的な課題を世界にアピールし、国際的な生徒のフォーラムにまで発展
させてきました。幸運にも１３カ国の教師と生徒たちが、この会場に集うことができたのは、お互いが交流し、学習し、向上する素
晴らしい機会だと思います。私は、招待者の皆さんを代表して、主催者側の盛岡中央高校に心から御礼申し上げる次第でございま
す。
さて、教育の国際化の動きは、ますます加速しています。今回のフォーラムでは環境保護と青少年教育問題について討論するほ
か、世界各国から集まった生徒が、日本文化に、じかに触れ合えると聞いています。日本人の生徒たち、教師たち、さらにホームス
テイの保護者などと、お友だちになれる好機です。各国それぞれの民族文化を披露し合うこのフォーラムは、高校生の国際的な交流
を促す「高校生の国連」のような存在だと思います。生徒たちは、「国際人」になるための忘れ難い思い出を作るにちがいありませ
ん。
北京は、幸運にも、今年、「第２９回オリンピック大会」を開催し、無事に終了することができました。今回のオリンピックのス
ローガンは、「一つの世界、一つの夢」でありました。世界は共に発展し、共に強くならなければなりません。そのためには、この
世代、そして次の世代の弛まぬ努力が必要です。文化は蓄積するだけではなく交流することも必要なのです。その交流の過程で、活
力が生まれるのです。フォーラムに参加した全ての生徒たちは、この機会を大事にすることでしょう。フォーラム終了後、きっと生
徒たちは、新しい知識を吸収し、視野を広めることができると思います。そして、たくさんの友人ができることでしょう。
盛岡中央高校主催のこの「ＣＨＵＯ国際教育フォーラム」は、すでに国際教育分野において、貴重なブランドになりつつありま
す。皆様のこのフォーラムが、さらに発展することを衷心よりお祈り申し上げます。

finding time to do all these interests can be difficult.
