Objectives
Indonesia WRAN/TVWS Pilot Project
To conduct pilot for terestrial wireless broadband
connectivity by means optimizing idle spectrum with
cognitive radio technology in rural area. In specific the
pilot aims to evaluate three aspect of rural terrestrial
wireless broadband deployment, first technical and
operation, financial and economic, business model, and
policy & regulation

To obtain a lesson learnt two distinct test-bed
characteristics will be developed, first at rural areas with a
limited VHF/UHF band available, second at rural area with
a vacant VHF/UHF spectrum. These two test-beds indicate
a distict characteristics and implication to regulatory and
licensing issue, technical constraints, financial and
economic impact

Technical Recommendation
The new regulation should address the issue of
spectrum allocation for USO, introduction of
potential use of dynamic spectrum allocation, new
option for licensing scheme.
We suggest to use VHF Band that now didn’t used
by national television (free to air) in Indonesia
In the future, we can use WARP (Wireless Open-
Access Research Platform) under open source
project with a scalable and extensible programmable
wireless platform, built from the ground up, to
prototype advanced wireless networks.
