Call for Proposals for
Research Grant in Geospatial Information Science & Engg. (GISE)
NRDMS/ NSDI Divisions, Department of Science & Technology, Govt. of India
The Department of Science & Technology (DST), Govt. of India announces a call for
proposal for short term research in the area of Geospatial Information Science and Engineering
with particular reference to Geospatial Interoperability. The proposals should be centered on
the standards defined by the Open Geospatial Consortium (OGC). Insights gained in the
research are expected to contribute to the development and application of Spatial Data
Infrastructures (SDIs) being set up under DST's NRDMS/NSDI Initiative.
Open Geospatial Consortium (OGC)
The Open Geospatial Consortium (OGC) is an international voluntary organization set up
in 1994 to help evolve geo-spatial data and process standards through a consensus amongst its
members. In the OGC, more than 400 commercial, governmental, nonprofit and research
organizations worldwide collaborate to encourage development and implementation of open
standards for geospatial content and services, data processing and sharing of geospatial
information. Most of the OGC standards depend on a generalized architecture captured in a
set of documents collectively called the Abstract Specification, which describes a basic data
model for representing geographic features. Atop the Abstract Specification, members have
developed and continue to develop a growing number of specifications, or standards to serve
specific needs for interoperable location and geospatial technology, including Geographic
Information Systems. DST has been a primary member of OGC since May 2004.

Description
This call for research proposals is limited to Indian researchers affiliated to Indian academic
institutions. The grant is available to support the best research proposals each of one-year
duration.
The topics of interest include (but are not limited to) the following:
1. Domain specific Spatial Data Infrastructures including data models, applications and
services based on OGC standards and their benchmarking/ evaluation. Domains may
include Hydrology, Land Administration, Transportation, Disaster Management etc.
2. Sensor network representational models and their implementation with SensorML.
• Integrating sensor networks and grid computing in sensor-grid computing is like giving
‘eyes’ and ‘ears’ to the computational grid. Real-time information about phenomena in
the physical world can be processed, modelled, correlated and mined to permit on-the-
fly decisions and actions to be taken on a large scale. Within SensorML, all processes and
components are encoded as application schema of the Feature model in the
Geographic Markup Language (GML) Version 3.1.1. This is one of the OGC Sensor Web
Enablement (SWE) suite of standards.

3. UML modeling support to City GML and automatic translation from UML to City GML
• Incorporating 3D Geo-Objects Into an Existing 2D Geo-DatabaseNew 3D data type and
topological operations for Geo-DBMS
• Representing and exchanging 3D City Models with CityGML
• Find out alternative ways of querying City GML Models including xQuery
4. Augmented Reality markup language (ARML) and Key-hole Markup Language (KML)
• Understanding Data Modelling, Storage Technologies & Data handling of ARML
• Identifying differences between GML, KML & ARML from a defined set of application
requirement
5. REST vs SOAP
how to create RESTful API to existing OGC Services
• Development of new RESTful APIs for new services
6. GIS Cloud for developing and deploying GIS Applications based on OGC standards
7. Formats for 3D representations and their comparison from the viewpoint of semantic
equivalences and differences.
• KML/Collada, PDF, CityGML, Sketchup, Revit, IFC, GeoDB, OpenFlight, Oracle, VRML,
DirectX
8. Meta data models for terrains that help capture and expose features in the terrain that one
can search. For example, is there a cave opening on any face of this mountain?
• Understanding WCS & analysis of Raster data using WCS 2.0
Any other location based application or service implementation will be considered under the
Research Grant.
Eligibility criteria and conditions of award
• Principal investigator of the proposed project should have a full-time position at the
institution/ university where the study is to be hosted.
• Proposed research should contribute to the development and application ofOGC
standards. The proposal should clearly bring out the benefits of the study towards these
goals and the overall requirement of setting up of SDIs in the country.
• If awarded, funding should be spent solely to conduct research described in the
proposal at the Principal investigator's discretion.
• If awarded, the PI will be required to build a proof of concept or a prototype that will be
demonstrated at the OGC TC meeting to be held at IIT Bombay during Dec 2013. Further
the models and code must be packaged and made available for public use along with
the necessary documentation.
• Other terms and conditions of the grant will be the same as those followed in the
implementation of R & D proposals of DST, Government of India.
Evaluation process
The applicants will have to submit research proposals in full that will be peer-reviewed to select
projects for financial support as per the existing mechanism of DST, Government of India.
Submission procedure
The proposal should be submitted in the DST-prescribed format to the Head, NRDMS,
Department of Science & Technology, Technology Bhawan, New Mehrauli Road, New Delhi –
110 016 as a single PDF file attached to e-mail sent to psa@nic.in or psanrdms@gmail.com prior
to the indicated deadline. Place "GISE Research Grant Call" into message subject line.

Deadlines
Proposals for Research Grants will be reviewed three times a year with funding decisions made
approximately within a month/ month and a half from the review date. Deadline for receiving
the proposal is: 30 July 2012

Open Geospatial Consortium (OGC) The Open Geospatial Consortium (OGC) is an international voluntary organization set up in 1994 to help evolve geo-spatial data and process standards through a consensus amongst its members. In the OGC, more than 400 commercial, governmental, nonprofit and research organizations worldwide collaborate to encourage development and implementation of open standards for geospatial content and services, data processing and sharing of geospatial information. Most of the OGC standards depend on a generalized architecture captured in a set of documents collectively called the Abstract Specification, which describes a basic data model for representing geographic features. Atop the Abstract Specification, members have developed and continue to develop a growing number of specifications, or standards to serve specific needs for interoperable location and geospatial technology, including Geographic Information Systems. DST has been a primary member of OGC since May 2004. For more information : http://www.opengeospatial.org/standard Description This call for research proposals is limited to Indian researchers affiliated to Indian academic institutions. The grant is available to support the best research proposals each of one-year duration. The topics of interest include (but are not limited to) the following: 1. Domain specific Spatial Data Infrastructures including data models, applications and services based on OGC standards and their benchmarking/ evaluation. Domains may include Hydrology, Land Administration, Transportation, Disaster Management etc. 2. Sensor network representational models and their implementation with SensorML. • Integrating sensor networks and grid computing in sensor-grid computing is like giving ‘eyes’ and ‘ears’ to the computational grid. Real-time information about phenomena in the physical world can be processed, modelled, correlated and mined to permit on-the- fly decisions and actions to be taken on a large scale. Within SensorML, all processes and components are encoded as application schema of the Feature model in the Geographic Markup Language (GML) Version 3.1.1. This is one of the OGC Sensor Web Enablement (SWE) suite of standards.
  • 2. • Building a Sensor Ontology 3. UML modeling support to City GML and automatic translation from UML to City GML • Incorporating 3D Geo-Objects Into an Existing 2D Geo-DatabaseNew 3D data type and topological operations for Geo-DBMS • Representing and exchanging 3D City Models with CityGML • Find out alternative ways of querying City GML Models including xQuery 4. Augmented Reality markup language (ARML) and Key-hole Markup Language (KML) • Understanding Data Modelling, Storage Technologies & Data handling of ARML • Identifying differences between GML, KML & ARML from a defined set of application requirement 5. REST vs SOAP how to create RESTful API to existing OGC Services • Development of new RESTful APIs for new services 6. GIS Cloud for developing and deploying GIS Applications based on OGC standards 7. Formats for 3D representations and their comparison from the viewpoint of semantic equivalences and differences. • KML/Collada, PDF, CityGML, Sketchup, Revit, IFC, GeoDB, OpenFlight, Oracle, VRML, DirectX 8. Meta data models for terrains that help capture and expose features in the terrain that one can search. For example, is there a cave opening on any face of this mountain? • Understanding WCS & analysis of Raster data using WCS 2.0 Any other location based application or service implementation will be considered under the Research Grant. Eligibility criteria and conditions of award • Principal investigator of the proposed project should have a full-time position at the institution/ university where the study is to be hosted. • Proposed research should contribute to the development and application ofOGC standards. The proposal should clearly bring out the benefits of the study towards these goals and the overall requirement of setting up of SDIs in the country. • If awarded, funding should be spent solely to conduct research described in the proposal at the Principal investigator's discretion. • If awarded, the PI will be required to build a proof of concept or a prototype that will be demonstrated at the OGC TC meeting to be held at IIT Bombay during Dec 2013. Further the models and code must be packaged and made available for public use along with the necessary documentation. • Other terms and conditions of the grant will be the same as those followed in the implementation of R & D proposals of DST, Government of India.

Evaluation process The applicants will have to submit research proposals in full that will be peer-reviewed to select projects for financial support as per the existing mechanism of DST, Government of India. Submission procedure The proposal should be submitted in the DST-prescribed format to the Head, NRDMS, Department of Science & Technology, Technology Bhawan, New Mehrauli Road, New Delhi – 110 016 as a single PDF file attached to e-mail sent to psa@nic.in or psanrdms@gmail.com prior to the indicated deadline.
