That is completely the wrong terminology to use to describe it.

The New York Times, Associated Press, Tribune Corporation,
McClatchy, Hearst,Washington Post, and a host of other media
companies formally suggested that the use of drones in to
collect news should be a fully protected First Amendment right.
January 12, 2015 CNN announced Monday it has come to an
agreement with the Federal Aviation Administration:
The news network will be allowed to test drone systems for
news-gathering.
