The following are necessary parts of the electronic system:
-Creation of a search engine
1.All functions of the system must function 98% of the time or more:
2.All library systems must be by user opinion considered “easy to use” or “fairly easy to use”
by a majority of testees
3.All pages in the Electronic system must load within an average of 5 seconds
4.Search engine should be be rated as “very useful” by majority of testies
Work to meet standard:
1. We run tests and improve programming until the systems function 98% of the time
2. We will design the system to work within 3 page changes or less for the initial search and
have instructions labeled on the search engine
4. The system must make finding books much easier than before and bring the average time it
takes to find a book down by at least 100%
To measure if standards are met:
- We will measure the search time (vs. the old non-electronic search time)and page changes of
the system
-Creation of a library database
1.All functions of the system must function 98% of the time or more
2.Library data base must have at least 100TB of storage
3.Library data base must store title, author/artist/director, date of release, style, related documents
and cover photo of the document
4.All pages in the Electronic system must load within an average of 5 seconds
Work to meet standard:
1. We run tests and improve programming until the systems functions 98% of the time
2. A 100TB hard drive will be purchased and install
2. To measure if standards are met:
-We will measure the response times
- Manager will sign reports on database characteristics and inspect the system personally to see if
storage requirements are met and functionality is met
- Popularity Sorting

Other Fuctions
Work to meet standard:

To measure if standards are met:
- We will measure the time of page loading and conduct surveys on ease of use
Quality assurance of electronic systems:
- For all electronic systems, a weekly report will have to be filed containing in detail the quality
standards that need to be met and the progress they have made in meeting those standards (against
the amount of time there is left)
-The project manager will personally sign a form stating that he has inspected the quality, progress,
and method of installation of each electronic function twice a month. The first inspection will be on
the 15th of each month. The second will be unannounced.
Non-electronic system functions:
-Tansferal of data:
1. The implementation of system should not disrupt the daily operations of the library
2. Less than 5% of transferred information should have to be reworked later on
To measure if standards are met:
-All work will be scheduled off opening hours of the library and the manager will call
library to make sure no one works during hours
-We will conduct tests on 2 percent of imput information to see what percent much is
5. incorrect
Quality Assurance procedures:
-The team working on the transferal of data will file a report every week on the progress of the data
transferal.
-The project manager will inspect and sign a form stating that he has inspected the data transferal
twice a month
-New Card Standards:
1. New cards must be able to fit into a standard 4x 2.5 in. wallet pocket
2. Cards must contain a scannable barcode and computer registry number
3. Cards must cost less than 1 euro to produce
4. Cards must contain a 2x 3 in. photo of the patron
To measure if standards are met:
-We will have conduct checks to see if the cards meet the requirements twice a month during
their production
Quality Assurance:
-The team working on the design and creation of the cards will file a report every week on its
progress.
-The project manager will inspect and sign a form stating that he has inspected the card design and
creation process twice a month
-Library Kiosk Standards:
1. Kiosks must all be maid of heavy weight aluminum
2. The screen of all kiosks must be made of a non-cracking/splintering material
3. Kiosks must all be painted the same shade of black
4. Kiosks must not block the access to books or areas of the library
5. Kiosks must be made with material than poses no tangible health risks to the public
Work to meet standard:
1. We will order only heavy weight aluminum
6. 2. We will avoid using glass and plastics and try to use a touch material or safety glass
4. We will mark the areas where kiosks will be blocking aisles
To measure if standards are met:
-We will have conduct checks to see if the kiosks meet the requirements once a week during
their production
Quality Assurance:
-The team working on the kiosks will file a report every week for the project manager to sign on the
progress kiosk design and fabrication
-The project manager will inspect and sign a form stating that he has inspected the kiosks personally
twice a month
-Other project standards:
- The no. of librarians to be involved in the project at any one time should not compromise the
required number of librarians needed at any one time for the operations of the library
Work to meet standard: We will make sure at least 3 librarians are working at the library at all times
before asking for their assistance
- Implementation of self service kiosks can not be done during the opening hours of library
-3 self service kiosks will be installed in the library
- Sufficient training needs to be provided to librarians
Work to meet standard: We will give three 45 minute courses to the librarians
Quality assurance:
-Project manager will call library after supposed 45 minute courses are finished to make sure they
have been conducted.
-Overtime must be limited within 20% of the normal operating cost
To measure if standards are met:
- we will stop giving overtime hours to employees if the 20% mark is hit
7. -All library internet connection and wifi must be “secure” and not open to outside parties
Work to meet standard: we will make sure that all connections are protected and inacessable for
outside parties
To measure if standards are met: we will test the security and inscription of the system
Quality Assurance:
-The project manager will inspect and sign a form stating that he has inspected the connection
progress twice a month
-All diagrams are to be made with Argo Uml
-All programming is to be done with C++
-For every 1000 lines of programming script there should be no more than 4 errors/bugs
Work to meet standard: we will rewrite programming repeatedly to get as close to the mark as
possible
To measure if standards are met:
- We will have weekly tests to see how many errors in script there are.
-New user cards must cost less than one euro in production cost for the library
Work to meet standard: We will use only highly rated low cost materials, and take all card photos in
the library.
To measure if standards are met:
-We will perform cost checks on the orders twice a month during the production of the cards.
Quality Control:
1. The Project Manager will sign 3 quality reports at each quarter of the projects progress (ex. 25%
done 50% done etc.) stating that the quality of all functions are competitive with industry standards
2. The Project Manager will hold a meeting at least once a month with a representative from each
function of the system to discuss possible ideas and implementation strategies for improvement (ex.
order steel for kiosks in whole sale vs. as needed for more quality and lower costs)
8. 3. Once a month the Project Manager will weigh which projects need extra resources for improved
quality based on reports received.
