presentation about the 11 storey building collapse, Porur, Chennai. Prime Shristi builders constructed the 2 buildings. one of them are collapsed during 2014 which is in under construction.

4. • An under-construction, 11-storey building get
collapsed in the Moulivakkam, Porur suburb of
Chennai.

5. • The collapsed building and the building next to it was
constructed by PRIME SRISTI HOUSING PRIVATE LTD.,
developer of the multi-storeyed building ‘Trust
Heights’, has been in the real estate business
for more than a decade.
• Trust Heights is located in Porur. Trust heights is a
living space created through twin eleven storied
Multistorey Apartment blocks situated on
Moulivakkam near Porur.
• Tower "The Faith" has four Multistorey Apartment of
2 bhk and Tower “The Belief” has 4 apts of 3bhk in
each floor.

• How they are going to rescue?
• What are the efforts done by the
government to save workers?
• What will be government move against the
builder?
• What about the investors?

10. Rescue work:
• On receiving the information about the
building collapse,
• Commissioner of Police, Tr. S. George, IPS.,
• Addl. Commrs. of Police Tr. Karuna Sagar, IPS.,
and Tr. Abashkumar, IPS., chennai,
• Senior Officers coordinated with District
Administration officers, Kancheepuram rushed
to the spot and arranged for rescue operation.

11. RESCUE OPERATION
• National Disaster Response Force (NDRF),
Arakonam,
• Tamil Nadu fire and rescue services, Chennai,
• Quick Reaction Team, Chennai,
• Special Action Group of Chennai City Police,
• Trained Commando police, Chennai,
• Medical Authority, Kancheepuram,
• Ambulance services, Kancheepuram,
• Dog Services, Chennai were worked in rescue
operation.

12. • More than 200 personnel from NDRF were
worked in the rescue operations.

17. • Rescue operations were held very seriously,
the wounded workers were admitted in Sri
Ramachandra Medical center, and treatment
were given to them in Intensive care unit
(ICU).

18. The workers....
Unorganised sector labour from other
state, who have since become back bone of
the construction industry.
Particularly in Tamil nadu construction
labour mostly from Odhisa, Bihar and our
neighbouring state Andra Pradesh for very low
salary.

20. • Chief Minister J.Jayalalithaa, who visited the
spot on Sunday evening, enhanced the relief
for the kin of victims hailing from the state
from Rs 2 lakhs to Rs 7 lakhs.

21. • Chief Minister of Andra Pradesh Shri.N Chandrababu
Naidu visited the collapse site and the hospital
where the injured were undergoing treatment.

22. • At last 61 construction workers
were killed in the incident, even
as 27 others were rescued alive in
a massive rescue operation that
went on for six days from June 28.

24. • Tamil Nadu minister for housing & urban
development R Vaithilingam, said his government
was not responsible in any way for the building
collapse.
• He said there was not even an iota of mistake on
the part of Chennai Metropolitan Development
Authority, the planning body that gave sanction to
the ill-fated project.

25. • In this connection,
• A case has been registered in Mangadu
PS for the offence of endangering life or
personal safety of others, causing
grievous hurt by act endangering life or
personal safety of others and culpable
homicide not amounting to murder
against the Prime Shristi Housing Pvt.
Ltd., Madurai.

26. • As there were several lapses emerged in
the course of investigation,
1) The Managing Director
of the Prime Shristi
Housing Private Limited,
Manoharan (60),

27. 2) Director Muthukamatchi s/o Manoharan,
3) Architect Vijay Bargotra (52),
4) Structural Engineer Venkatasubramani ,
5) Site Engineers Sankar Ramakrishnan (24) and
Duraisingam,
were arrested and remanded to judicial custody.

28. INVESTORS:
• There is no knowing fate of the 72 persons
who had paid for the flats in that ill fated
building.
• As for the investors, lawyers are veering round
to the view that they can expect relief only
from consumer tribunals.
• Whether ‘crashed’ builder will have the kind
of money to reimburse the investors – with or
without interest -- is another question.

29. • Even if he had the money, will the government
and the courts have the will to fast-track the
processes and ensure that the builders
coughed up the dues, remains to be seen.
• Worse is the case of investors who have
already taken bank loans, and will have to pay
the monthly EMI, too.

31. • To get techincal reason for this building
collapse,
• A 20-member structural engineering team,
comprising members from Indian Institute of
Techno-logy-Madras and Anna University,
inspected the building collapse site at
Moulivakkam.
• Led by Devdas Menon, professor of structural
engineering division, depar-tment of civil
engineering, IIT-M,

32. • C. Umarani, associate professor, depart-ment
of civil engineering, Anna University,
• Officials from the Public Works Department
and the Special Investigation Team studied
the site for three-and-a-half hours.
• The team went into details of composition of
steel structures, RCC struc-tures, concrete
technology and stability structures, and also
took samples.

33. • Preliminary investigation revealed that there
was no co-ordination between the Architect,
Structural Engineers and Site Engineers over
the execution of the residential project
developed by Prime Shristi Housing Pvt. Ltd
owned by Manoharan of Madurai.
• It also revealed that the structural engineer
did not supervise the execution of the project
periodically.

34. • The builder did not follow the norms
prescribed by the structural engineer.
• It also appeared that the builder executed the
project under the supervision of
inexperienced Site Engineers and the
Managing Director alone supervised the
execution, who does not have any technical
knowledge.

35. CONCLUSION:
• It was seen that because of the mistake done
by the builders, the building has collapsed.
• Due to their lack in the execution progress, a
severe structural damage was formed and
hence the building gets collapsed.
• As a civil engineer we have more
responsibilities for this society.
