There are three options for the legal structure of I.I.I
 A Trust managed by a group of Trustees and co-sponsors
 A Private Venture run and managed like a company, but with a
focus on social upliftment rather than private profit only
 A PPP venture that is jointly owned and managed, and draws upon
• The Government for Hard Infrastructure Provisioning, umbrella
sponsorship and influence resources for socio-economic facilitation
• The Private enterprise for ‘Business Management’ of the entity with
qualified goals of ‘Return’ and Output accountability
Each of the above has its merits and
pitfalls. It is important to maintain
neutrality of interest

 Determine a ‘Bounded Space’ for piloting III. This could be a state in
the country, with a proper understanding with its political
leadership and bureaucracy
 Find an ‘executive sponsor’ for III in that Bounded Space

 Create a Strategic ‘Plan’ with a 20 year horizon, where ‘return’ is
measured both in financial and non-financial terms
 Kick-off the III
