11. Historical Background
In 1974, the North Shore Regional Vocational School
District failed to pass a referendum vote which would have
funded 15.5 million dollars for the construction of a new
regional vocational school with a 90% Federal/State
reimbursement rate.
Failure of that referendum forced the school district to rent
space in a former shoe factory in Beverly for the next 20
years.
At that time, 25 out of 26 Regional Vocational School
Districts opted to construct new schools.
The only new Vocational Technical school to be
constructed since 1977 is Worcester Tech which opened 3
years ago in the Fall of 2006.

2004: Legislature approves & Governor signs Ch. 463 of
the Acts of 2004, authorizing a formal merger process.
2005: Temporary Oversight Board established to oversee
planning, development, and feasibility study process.
2008: MSBA eligible costs established at $125 million for
a 1,440 student and 370,000 sq. ft. school.
2009: State Treasurer’s Office/Mass School Building
Authority (MSBA) commits to $77.5M.
2009: Governor’s Office/Division of Capital Asset
Management (DCAM) tentatively commits to $21.1M.

23. Moving Forward
Summer/Fall 2009: Public presentation of the project
to potential member communities.
2009: Obtain community votes of support by 12/15/09
of communities representing 75% of the 2004 NS Tech
Foundation Enrollment.
2010: The new school district is formed and the design
and bidding phases of the project are completed.
2011-12: Projected construction phase of project.
2013: School projected to open in September of 2013.
