Legitimacy : does not fall from heaven government must cultivate the respect and willing obedience of its citizens the widespread feeling among the people that the regime’s rule is rightful.

Participation: As people become more educated .they demand to have a say in their governance this feeling typically starts with the better off. Distribution : is never fully settled . it concerns the classic questions of who gets what? Once the citizens are participating in election they often want to change the distribution of the nation’s income in their favor
