What is a Living Lab?
“A Living Lab is a user-centric innovation approach, built on
realistic activities and research where all relevant partners are
involved in open processes, with objective to generate sustainable
values for Living Lab partners and stakeholders”
(Bergvall-Kåreborn et al. 2009)

Urban Living Lab definition
“An Urban Living Lab (ULL) is a local place for innovative (nature-
based) solutions that aims to solve urban challenges and contribute
to long-term sustainability by actively and openly co-constructing
solutions with citizens and other stakeholders”

Communities Nature based solutions
What an ULL is NOT? (1)
 If the solution is not co-created with various stakeholders and citizens
 If the citizens are not actively engaged from early stage of innovation development
 If it doesn’t integrate social and technical aspect of innovation development
 If the innovation (NBS) is not being designed, developed and tested in real-life context
 If it doesn’t supports multi-stakeholder engagement
This project has received funding from the European Union’s Horizon 2020 research and innovation programme under Grant Agreement No. 730052 Topic: SCC-2-2016-2017: Smart Cities and
Communities Nature based solutions
What an ULL is NOT? (2)
 If it doesn’t strengthen democracy and citizen influence
 If it doesn’t provide new insights
 If it doesn’t provide a medium for co-production and sharing knowledge
 An ULL is not a testbed
 An ULL is not a network of infrastructures and services
 An ULL doesn’t necessarily need a building or a physical place

  1. Welcome to this session I am PhD researcher at LTU, User engagement expert at Botnia LL
  2. Welcome to this session I am PhD researcher at LTU, User engagement expert at Botnia LL
  3. Open Innovation Open processes, business models Socio-technical systems theory The interaction between humans and technology Participatory Design Co-creation, Lead-user innovation, Crowdsourcing Innovation management Methods and approaches to manage innovation (LLs are one of the more recent approaches) Stakeholder Theory Who should be involved, who are involved, how is the relation shaped, etc Innovation Networks Quadruple-helix approach
  4. This is what we have for method and how we use it. (Iterative process) Explore: In this phase needs, dreams and ideas are explored taking the strengths in a particular situation as starting point for new opportunities. Create: In this phase concepts, prototypes and innovations are co-created, designed and developed. Implement: In this phase concepts, prototypes and innovations are implemented and tested in real-world contexts Evaluate: in this phase concepts, prototypes and innovations are evaluated with a formative approach, looking for ways to improve
  5. Nowadays, 50% of population are living in urban areas
  6. Here the urban context is more highlighted All highlighted words are important and should be included In order to know what is an ULL, it is important to know what is not an ULL?
  7. Citizens are not factor but actor ULLs are not only social environments and not only technical ULL is not a physical Laboratory, but the whole city is a place for ideation, experimentation, evaluation If the process is closed and not all relevant stakeholders are involved
  8. People morally and ethically have the right to influence their destiny If the solution is not innovative All stakeholders produce the solution together The user should be involved in all stages not only in test and not in controlled condition
  9. The aim of presenting this table is to show that ULL concept is still not very clear Several studies have tried to define ULL These are a mixture of everything. Approach, aims, components, activities, benefits in different level. We should start with the key component then we know what must be included We don’t agree with all of these categorization because of they do not include all important features
  10. There are seven Key components Many project called themselves as ULL are not ULL because they don’t include all components
  11. These two first components are of importance in ULL comparing to LL We have talked with the cities who have their own ULL or plan to run their ULL According to the feedback that we got from the cities ULL must be supported by What is ULL vision and scope? What risks are associated with the process? How is the process for closing the project? Has the knowledge sharing process been successful? Are the results disseminated?
  12. Key stakeholders: City representatives Decision makers Sponsors Key activities: Provide new product-development processes Provide proficiency in practices (e.g. agile development), methods, and techniques. Coordination of innovation process Process of developing a good understanding of user preferences Key resources: Development and test methodologies User knowledge Business knowledge Technical knowledge User connection: Access to relevant user populations Channels to reach users Governance: Organisation type Management Responsibility Accountability
  13. Where is the physical setting? Who owns the setting? E.g. who can stop the process Who has access to it? Is it open or restricted? Which physical infrastructure is available? Streets, electricity, local transports, etc Which technical infrastructure is there available in the context? E.g. fiber, wifi, 4G, sensors What are the conditions that needs to be considered? E.g. damp, pollution, forest, etc What are the future plans for the context? Are there any and who has them? Who has the responsibility over the context? E.g. physical security Which activities does the environment currently support and for whom?
  14. What is the innovation? What is the aim of the innovation (what value does it create and for whom)? What will be experimented with? Who can experiment with the NBS? How can they experiment with it, which activities will they do? Who will benefit from the experiment? How will the results from the experiment be used?
  15. What kind of partner: Quadruple helix? How to motivate them? How to keep them? Where to find them? NGO, Students, Public channels   How to engage them? Participatory sensing, Focus group, Brainstorming, Serious games   How to motivate and keep them engaged? Winning the prize, Monetary incentives, Learning, Technology in return
  16. It is always quadruple helix approach that includes: Supportive tools, data collection and analysis methods, Engagement methods You should take into account key principles of ULL should be considered in different phases Explore Is it based on open calls? Is it disseminated in public channels? Does it stimulate creativity and support generating new ideas? Create/Design Is the value co-creation in collaboration between different stakeholders in design process is considered?   Implement Is the context that the innovation planned to be implemented a real-life context?   Evaluate Is the test plan open for citizens to participate? What ethical considerations during the test and evaluation process need to be handled?
  17. The last component is ICT-infrastructure What HW and SW are available and should be used
