3. Vision 20: 2020 and the Housing
Sector
Provision of accessible and affordable housing one of the
Transformation Agenda and Vision 20: 2020 national imperatives.
Many advanced economies contribute between 30%-70% of the GDP to
housing. Financial System Strategy (FSS 2020) expects the Nigerian housing
sector to contribute no less than 20% to the GDP by year 2020.

4. NMRC: Nigerian Mortgage
Refinancing Company
• Launched by the president on 16th January, 2014 to
increase mortgage penetration in the Country in
collaboration with the Ministries Economy and Finance
• Created to enable up to 200,000 affordable mortgages
within five years.
• Facilitating action on the delivery of 10,000 housing
units to be supported by NMRC while Ministry of
Finance handles mortgage demand as a pilot scheme. A
Ministerial Committee is responsible for the logistics
behind the delivery.

5. Achievements-1
• Executed a total of 259 projects in various parts of the
country under the Millennium Development Goal (MDG)
programme covering public buildings & utilities (69
projects), construction/upgrading of access roads (56
projects), slum electrification (64 projects), and water &
sanitation (70 projects). Total cost N4,892,299,505.75.
• Working in partnership with the Presidential Technical
Committee on Land Reform (PTCLR) and other
stakeholders to ensure that landowners have secured titles
and bankable assets.
• On-going discussions with State Governors to reduce cost
of land title applications and turn around time for approval
to bring down house prices.

6. Currently establishing 150 fully serviced residential plots per site in 13 States across the
nation such as Kuje in FCT; Igbogbo, Osborne II in Lagos State; Gubio Road, Yola in

7. Oweto Bridge over River Benue in Nasarawa State
Major rehabilitation of roads across the country and the construction of the 2nd Niger Bridge, the Oweto Bridge
across the River Benue and the dredging of the River Niger to Baro in Niger State are currently being carried out and
the overall objective is to reduce man-hour lost in travelling, thus adding value to our nation's economy.

8. Achievements-2
• Ministerial Committee established to undertake inventory,
auditing and updating of all Federal Lands and Landed
Property databases in order to free underutilized lands for
housing development and optimise the use of all Federal
Government Landed Property. The Report of the Committee
was considered on Thursday, 21st August, 2014 for
implementation.
• Intensified efforts to update and upgrade the land database
management/processing system in the country through the
Federal Land Information System (FELIS).
• 3,798 Certificates of Occupancy granted; 1,756 granted
consents for the transfer of land titles; 3,787 serviced plots
created.

• Issuing Certificates of Occupancy for 635 core assets of
Successor Companies of PHCN. Core assets belong to
11 electric power Distribution Companies (DISCOS) in
Abuja, Benin, Eko, Enugu, Ibadan, Ikeja, Jos, Kaduna,
Kano, Port-Harcourt and Yola.
• Factory producing light gauge steel established at Kuje,
Abuja. Capacity: components for 2 housing units p/d.
15 people work on a twin block of 3 bedrooms and
build it in 10 days after foundation.
• Amended the PENCOM Act to enable the pension
funds invest in housing sector bonds.

16. FMBN: Federal Mortgage Bank
Nigeria
• Collaborates with the ASO Savings & Loans Plc to develop
144 mixed housing units of 1-3 bedroom apartments at
Lugbe, Abuja. Foundation laying ceremony took place on
Tuesday 24th April, 2012.
• Developed a loan window (using cooperative housing
structures) to expand mortgage financing to the non-salaried
informal sector. Launched Informal Sector Cooperative
Housing Scheme in Lagos on 5th December, 2011 to
address the housing finance needs of low income groups.
• FMBN operations being reviewed and consolidated through
an Institutional Strengthening Programme (ISP) to enhance
the role of the Bank as a secondary mortgage institution in
the financial market

17. Aviation Village Housing Estate, Abuja commissioned by the president
on 13th February, 2014. Consists of 270 well-built standard housing
units in a combination of storied flats and semi-detached bungalows.

19. The National Housing Policy and the National
Urban Development Policy
• Policies were approved by the Federal Executive Council (FEC) on
Wednesday, 20th June, 2012.
• Revised NHP aims to ensure that all Nigerians own or have access
to quality, safe and sanitary housing in healthy environments with
infrastructural services at affordable cost and secure tenures
• NUDP aims to promote a dynamic system of urban settlements,
which fosters sustainable economic growth, promotes efficient
urban and regional planning and development, as well as ensures
improved standard of living and well-being of Nigerians’.
• House of Representatives commenced the process of enacting a law
to enforce the provisions of the National Building Code in the FCT.
All the States of the Federation are expected to domesticate the
proposed Act of the National Assembly to ensure effective
implementation of the Code nationwide.

20. National Land Policy
• The land use decree of 1978 (now Land Act Cap L.5,
2004) redefines the existing land tenure system.
• Zero Draft developed by the Ministerial Committee on
National Land Policy and presented to the top
Management and various professional/regulatory
bodies under the Ministry.
• Inter-Ministerial Committee constituted to work with a
Consultant to further enrich the Zero Draft which will
be considered at a Stakeholders’Validation Workshop
planned for the 1st Quarter of 2015.

21. Efficient and Effective Land
Administration System
• Digitalisation of 12,500 analogue Cadastral Maps and
Plans.
• Carried out As-Built Survey of Federal Government
properties nationwide to facilitate the lease and
management of the properties to would-be allottees.
• Carried out Large Scale Cadastral Survey of properties in
Federal Low Cost Housing Estates, Sites and Services to
generate Title Deed Plans (TDP) for allottees in Taraba,
Abia, Oyo, Imo, Adamawa, Cross-River, Delta, Edo and
Lagos.
• Cadastral Survey projects executed for the Nigeria Shippers
Council property and the Industrial Training Fund property
in Katsina.

24. National Housing Survey
• Developed framework for conducting National Housing
Survey to establish whether Nigerians are adequately
housed or not. Survey will help with current housing
deficit statistics as opposed to current method of relying
on forecasts. Will help outline the necessary investment
to address this issue and make the sector more
sustainable.
• Undertaken by relevant stakeholders such as the
National Population Commission (NPC), National
Bureau of Statistics (NBS), the Central Bank of Nigeria
(CBN) and the Office of the Surveyor-General of the
Federation.
