5. CMAP’s Formation
At the urging of local elected officials and
business leaders, two regional agencies
responsible for land use and transportation
planning were merged via state law in 2005 to
create CMAP.
CMAP’s mission is to plan comprehensively for
economic prosperity and quality of life.
CMAP is responsible for programming federal
transportation money and implementing the GO
TO 2040 comprehensive regional plan.

8. GO TO 2040 Implementation
Micro-level: CMAP’s Local Technical Assistance program
provides planning and small grant assistance to help
communities implement GO TO 2040 locally.
Macro-level: The Illinois Tollway’s $12 billion capital plan
features three of GO TO 2040’s five recommended major
capital projects and reflects our plan’s emphasis on
maintenance and modernization of the transportation
system.
GO TO 2040 is accepted as a new framework for future
prosperity by local business and civic groups (such as
World Business Chicago) and the region’s mayors (via the
Metropolitan Mayors Caucus).
