The start of STEK 1992
By the start of the STEK system we used a Bottom-up approach
The reason 95% are Small & medium Enterprises (SME) with an
average of 2 till 10 employees.
Most of the time the Boss of the company did the first assessment
The content of the Assessment:
• Theoretical 25 multiple choice questionnaire (0,5 hr)
• Brazing & Assembling (2hr)
• Refrigerant Handling (2hr)
• Installation Inspection (2hr) (since 2010)

Facts & Figures
• STEK: public private partnership (foundation) with
18 years of experience
• Certification of personnel: 24.000 diploma’s
• Certification of installers: 2000 stationary
• Auditing through independant bodies every 18/24
months (audit of installer and installations by end-
user)
• Assessment by STEK assessors
• No Training/Education: is for the free market
Thematic Meeting Hungary 19-10-11 20
21. Dutch Approach
Facts & Figures
High awareness about the environmental impact of RAC & heat pump
equipment by the industry sector, including certified installers, their personnel
and operators
Equipment quality improved. Equipment manufacturers and installers
increased the quality of both equipment (longer life cycle) and services
Operators/and-users benefit from a higher reliability of their systems and thus
higher productivity of their own activities
Lower operational costs for operators due to professional leak checks resulting
in direct refrigerant and spare part savings. Leak-tight equipment, ensuring
optimal refrigerant charge, also results in higher energy performance.
Higher quality education and training through assessment structure
Real leakage rate figures based on the refrigerant registration by certified
installers. Emission figures 3-5 % depending on refrigerant/application

22. Dutch Approach
Facts & Figures
• 8000 Active STEK-technician/year
• STEK fee for installers = € 500 per STEK-Technician/year
• Average yearly STEK installers fee: by 3 STEK
technicians € 750
• Overhead costs: € 125 per STEK technician
• Productivity: 1500 hours per STEK Technician/year
Result
STEK system costs per STEK
Technician/hour:
€ 0,33 (€ 500/1500hr)
