• You should move threshold left down to zero level ("literacy level"): like
everyone can use Word, everyone should be able to use their data
• You might say threshold stops at certain level by Data regulations / Data
governance: BUT is not a vertical wall, it’s horizontal waterline based on
business reasons
• You can move people to left, instead of moving threshold to the right—and
that’s a valid strategy as well, though more costly
• You can move IT crowd to the top—and that’s a valid strategy as well
