The Urban Excellence Framework
The Urban Excellence
Framework™ is New Leaders for New
Schools' strong stance on the most
effective principal actions and school
practices for driving the kind of dramatic
change in urban public schools that will
be necessary to ensure that every student
is prepared for success in college, a
career, and citizenship.!
!
New Leaders is rooted in the unwavering
belief that this goal is both necessary and
possible through strong school
leadership. We have come to understand
that one of a principal's primary jobs is
to diagnose their school's needs and
match them to effective strategies that
drive student success. The UEF™
reflects our best understanding of what
that match looks like in our highest-
gaining schools.

School Diagostic Rubric
Diagnostic Overview: The learnings in
the Urban Excellence Framework (UEF) are
divided into five major categories that are
central to school improvement. Underneath
each category we find a subset of key
levers that leaders push to guide
improvement within their schools. Key
levers include multiple concepts, which
highlight more granular areas of focus
within the lever. The UEF describes how
principal actions and school practices
evolve and build across three stages of
development. These observable school
practices/structures serve as the foundation
of the School Diagnostic tool. !
!
The School Diagnostic is an assessment
tool that helps to guide a principal’s work
by assessing the school on critically
important levers in the UEF. This
assessment includes a strong diagnosis of
school practices within each lever and is
designed to reveal strengths and
inconsistencies. This diagnosis is essential
to an effective goal-setting and strategic
planning process, which ultimately leads to
school improvement measured by increased
student achievement and stakeholder
satisfaction.!

Similar to last year’s Performance
Meetings, Residents are required to
track Resident Minimum Requirements
and are asked to submit this information
four times during the Residency year.
Session attendance and assessment
completion information will be tracked
electronically into city specific forms.
One-on-one coaching support will be captured
with each Learning Meeting by conceptualizing
sessions in terms of ‘coaching treatment units’.
One treatment unit consists of a feedback
session in keeping with the above definition that
is less than 2 hours. There will be a field to
capture this information within the Qualtrics
link for each Resident’s Learning Meeting
reviews. APP Directors will be prompted to
indicate the number of one-on-one coaching
treatment units that were held since the last
Learning Meeting (or, in the case of the first
Learning Meeting, since the beginning of the
Residency Year).
Residents are required to attend all
scheduled virtual webinars.
35. Resident Minimum Requirements: APPD Guidance
What?
Similar to last year’s Performance Meetings, Residents are required to track Resident Minimum Requirements and are asked to submit this
information four times during the Residency year. Session attendance and assessment completion information will be tracked electronically
into city specific forms.
Why?
This information is collected for a variety of reasons, including Endorsement Decisions, Resident accountability, Program Evaluation, and
Funder Reporting. The responses that Residents enter into the electronic form are then reviewed by the APPD for accuracy once at the end
of 2014 Summer Foundations and during each Learning Meeting.
How?
Links to the electronic forms will be available to Residents on Canvas in respective Learning Meeting sections in advance of each meeting.
The form will list each in-person and virtual session and assignment that took place during the specific time period with a drop down menu.
Residents will select one of the following options based on their attendance / assessment completion. These responses will be collected
into a single Google Spreadsheet for each city. Links to these spreadsheets are at the bottom of this document.
In-Person and Virtual Session!
The list of options for each in-person or virtual session will include the
following:
• Attended - attended the entire session
• Made up session - missed the session bout attended approved
make-up session
• Missed - Did not attend the session or make-up the session
• N/A - not applicable
• no in-person session in that week
• for APP Intensive attendees only
Assignments!
The list of options for each assignment will
include the following:
• Complete
• Incomplete
Residents will be responsible for filling in this
information online, via Google Form, before each
Learning Meeting and once following the end of
Summer Foundations. Residents will be provided with
a document that lists each session and assignment to
assist them with their tracking.
