Desired Results and Basic Standpoint towards Systemization   (1) Desired Results   1) Reduction of Manufacturing Cost   ・ Increasing standardization ->Expansion in scope ->More economical   ・ Reducing Ratio of Packaging cost against manufacturing cost  3% ->1.5% (= reduce  Mfg cost by 1.5% )  ・ Proving effectiveness of control system   ・ Proving cost effectiveness of regional returnable container ->Promote participation by service provider  2) Reduction of Logistics Lead time   ・ Production (exporter) ~ consumer (importer) ave 25->24days (possible to reduce by 0.5~1day)   ・ Cycle reduction: Packaging->Transportation->Receiving->Unpacking->Re-packing->Line  4) Upgrade level of Logistics Management   ・ Introduce effective logistics management system through the opportunity of setting new control system   ・ Base up on logistic management ability of local Japanese enterprises  3) Smoothness in Custom Clearance System of each Country   ・ Prepare for tax free re-export system of returnable container      ・ Free custom clearance issues  ( establish tax free custom clearance system ) 5) Contribution to Environmental Conservation     Returnable container can last an average of 7~10 years, and using recycle material. As for carton box,    re-cycle ratio is less than 50% in SE Asia, with high import of recycled paper from Japan. Therefore,     we can conclude that returnable container is much more environmental friendly.      9 J FRONT

  1. なぜ日本の経済産業省(METI)が、タイの物流高度化対策を支援しているのか、このセミナーの場をお借りして説明したいと思います。
  2. 【日本とASEANの経済関係について】  まず、最初に(1)をご参照下さい。日本と世界各国の貿易関係(輸出、輸入額)をみると、日本の最大の貿易相手国は未だにアメリカでありますが、その次にくるのが ASEAN 10カ国となっています。 特に、右の図(2)で示されているように、日本と東アジア地域の貿易関係をみると、中国の台頭がめざましいものの、1998年では「中国」と「ASEAN」ともに貿易額のバランスがよくとれている状態となっています。 また、1990年は日本からASEANへ一方的な輸出超過でしたが、1998年ではASEAN、中国から日本への輸出も急増しています。 今回のデータは1998年のデータを使用しているため、この図には結果が反映されていませんが、タイから日本への輸出例をあげてみます。日本ではホンダの自動車「シティ」は生産されていません。日本国内で走っている「シティー」は、全てアユタヤの工場で作られたメードインタイランドの車を日本に輸出しているものなのです。残念ながら日本人は「ジャズ」のデザインの方がすきなようで、東京の町中で「シティ」を見かける機会は少ないのが残念です。
  3. 次に日本からアジアへの直接投資について説明します。  日本の製造業による東アジア地域への海外投資にはめざましいものがあります。  ②の棒グラフを見て頂ければ、日本企業の海外展開の対策がよくわかります。日本企業は「安い人件費」、「ASEAN各国の投資優遇政策」などを考えて、デジタルカメラなど一部最先端技術を用いる製品製造を除き、生産拠点をアジアへ移転させています。日本国内では、技術水準の高い基幹部品、技術開発を行うという棲み分けを積極的に行っています。  1995年当時の海外生産主力製品は、カラーテレビ、VTRだけでしたが、2001年ではほとんどの製品をアジアで製造しており、特にHDD、DVDなどは生産拠点をアジアへ移したよい例です。  先月、私が日本で購入したシャープ製のDVDプレーヤーは「メードインマレーシア」でした。タイでも「ソニー」、「パナソニック」といった日本ブランドの製品はたくさんありますが、「メードインジャパン」の製品をさがすのは難しいと思います。  このような現象は、日本の製造業が「生産拠点をアジアに移した」ことを証明しており、この「アジア・シフト」にともない、日本から東アジアへの直接投資額も大幅に増えているのが現状です。
  4. 以上のように、日本とASEANの経済関係は年を追う毎に密接な関係となっています。このため、アジア経済危機の際もタイをはじめとするASEAN諸国に対して、日本が積極的に経済支援を行った理由の一つもあります。 一方で、日本とASEANの貿易・投資関係が密接な関係になり、この関係を維持・発展させていくためには、アジア経済におけるビジネス環境に関する問題が浮上してきました。 その例を挙げると、①法律・行政手続きの透明性の欠如、②知的財産権の侵害、③外国投資に対する規制、④時間のかかる税関手続き、⑤廃棄物処理に関する政策や設備の欠如、⑥高度に訓練された技術者・経営者の不足 といったことです。
  5. これらの問題を解決していくため、また、アジア全体が更なる継続的な成長を実現するためには、貿易及び投資環境の更なる改善へ向けた努力を継続していくことが最も重要であります。 ここでは、問題を解決するための3つの課題を提示しています。 一つ目の課題は、ヒト、モノ、カネの移動に関する自由化です。ここでは、① AFTA や AICO に代表されるような「関税の撤廃又は低減」といった市場統合を議論する上で重要なポイントとなっています。②では、よりスムーズなモノの流れ、③でサービス分野の自由化、④ヒトの更なる交流拡大、に分けることができます。 二つ目にはビジネス活動の円滑化の課題です。この課題を解決するには、投資ルールに関する規制緩和と規制・制度のハーモナイゼーションが重要になります。 最後に、経済成長の持続力があります。そのため、金融分野の再編成及び環境とエネルギー問題への取組みは必須となる訳です。
  6.  ここまでは、ASEANの状況を話しましたが、次に日本の現状をお話しします。  日本ではようやく景気回復のきざしがみえてきたところですが、ここ数年来、国内景気対策が最優先とされており、経済協力の予算についても年々縮小傾向にあります。 このような状況の中で、経済産業省(METI)は、「少ない経済協力のための予算をいかにして効率的に活用するか」をテーマとした諮問委員会を設置し、経済協力を行う地域を「東アジア」に、また協力分野を限定する政策を行うよう指針を受けました。  具体的には、 ① 貿易・投資円滑化のための制度整備とその運用の適正化、②環境・省エネルギーに配慮した経済システムの整備、③産業人材・インフラ整備、という3つの協力目標を定めました。 その中でも、「知的財産権の保護」、「基準認証の制度整備・共通化」、「物流の効率化」、「環境・省エネルギー」、「産業人材育成」という、5分野を重点的に支援していく政策を打ち出し、現在展開しているところです。 これで、本日の「物流高度化セミナー」を経済省がサポートしているかがわかって頂けたかと思います。 次に、重点5分野の一つである「物流の効率化」について、もう少し詳しく説明します。                        
  7.  これまで物流に関係する経済協力は、空港や港湾整備、鉄道・道路網の整備といったハード面でのインフラ整備を中心として行ってきましたが、リードタイム(製品をどうやって早く輸送させるか)、どうやって輸送コストを安くするかといったソフト面での協力は殆ど行われませんでした。  ここ20年でASEANの民間企業の活動は飛躍的に変貌をとげました。世界各国を相手に取引をするといったグローバル化が進み、また製造業ではトヨタの「カンバン」で代表されるように、ジャストインタイム(たくさんの在庫かかえないで物を生産することにより、製造コストを下げるという理論)を採用する企業が多くなってきました。物流に対する産業界の関心も、旧来のハード面の支援に加えて、ソフト面を含めた一体的な効率化を求めるようになりました。    このような背景の基で、経済活動のニーズにあうソフト面を中心とした 「物流の効率化への経済協力」を行うことになったのです。ソフト面といっても協力の範囲が広いため、通関を含めた域内の物流の迅速化・効率性向上のため、物流が製造業の競争力強化に不可欠という理解を促すことを目的とし、具体的には、 ① 物流コストを低減させるためのコンサルタント(物流管理士)の育成、 ②物流部門の情報化や貿易(通関)手続きの電子化によるリードタイムの縮小、③ASEAN域内の物流ルート構築、④輸送パレット・コンテナの規格の標準化 の実現化に向けた協力を進めています。
  8. 経済産業省では、先に(5)で説明しました「重点5分野」の協力事業を推進するための、専門家派遣制度(JEXSA)があります。今回のセミナーでスピーカーとなる「Mr.KAKUTA」、「Mr.AWAMOTO」もこの専門家です。この制度に加えて、アジア地域における物流効率化などの活動を支援する目的で、2004年度から新たに開始したパイロット・プロジェクトを「 J-Front 」と呼んでいます。 まず、最初にその効果を見てもらい、有用性を理解してもらうことから始め、将来的に制度化に結びつけていくことを企図して実施しているのが、このパイロット・プロジェクト J-Front です。 事業終了後に得られた成果は、ジェトロを通じて広く皆さんにもお知らせすることになっています。従って今日ここでは簡単な事業の紹介だけさせて頂きます。
  9. 最初にご紹介するのは、 ASEAN 4カ国(タイ、マレイシア、インドネシア、フィリピン)に製造工場を持つ日系企業が実施する、リターナブル・ボックスと呼ばれる貨物運搬器具(パレット)の標準化と在庫管理システム構築事業です。この事業ではタイにこのリターナブル・ボックスの輸出センターを設けて、4ヶ国間で循環使用されているリターナブル・ボックスの流通管理を実施します。 (資料の右側にリターナブル・ボックスの写真があります。荷物を入れない場合はコンパクトになります。)
  10. 事業の成果としては、以下のことが期待されています。 主要な成果としては、「リターナブル・ボックスの標準化の提案と標準化に当たっての考え方」「リターナブル・ボックスを対象とした ASEAN 4ヶ国間の在庫管理・再配置システムの開発」「リターナブル・ボックスの利用によるロジスティクス・レベルの改善」「繰り返し使用するために環境に優しいこと」「梱包コストの削減」等があります。
  11. 次のご紹介するのは、耳の早い方は既にご存じかもしれませんが、タイからラオス経由ベトナム間の双方向におけるモノの流れを、トラックを利用した陸上輸送を実施し、そのリードタイム(輸送時間)を計測し、商業可能性を実証するプロジェクトです。
  12. 現在、タイーベトナム間の貨物の輸送は、主として海運によって行われています。この所要時間がおおよそ8日~10日と言われています。 これを実際にトラックで輸送する場合、輸送時間の短縮につながるのではないかというのが、この事業における仮説となっています。
  13. このプロジェクトでは、東西経済回廊と呼ばれるルートを通過することになっていますが、未だ一部未開通の部分があることから、今回はアユタヤーノンカイービエンチャンーサバナケット(実際はゼノ)ーラオ・バオーハノイというルートになっています。実際にどの程度の所要日数になったか、サバナケットにおける架橋事業終了後に、更にどの程度輸送時間が短縮されることになるか、ご興味のある方は来年ジェトロが行う成果発表にご注目下さい。
  14. 最後に物流人材育成に関するパイロットプロジェクトです。 タイでは、 SCM に対する関心が産業界を中心として比較的高いと聞いています。しかし、 SCM を構築する上で避けて通ることが出来ないのが、ロジスティクスです。ロジスティクスは、 SCM の基礎であり、これなしに SCM を実現することは不可能と言っていいでしょう。しかし、タイには具体的にロジスティクスを実践する人材育成を行う研修カリキュラムが存在していません。日本には、今日午後にお話しして頂くことになっている日本ロジスティクスシステム協会が体系的な研修カリキュラムを提供しています。 このプロジェクトでは、日本のロジスティクス専門家の知見を活用して、タイにおける初めてのタイ語版教材を使用してロジスティクス人材育成カリキュラムを構築しようとする事業です。
  15. 特にこの事業で対象としているのは、製造業に焦点をあてたロジスティクスであり、また経営者が行う理論的な内容のみならず、現場での実践が可能となるようなカリキュラムが目指されています。既に来週からこのカリキュラムによる研修が実施されることになっています。今回、残念ながら参加することが出来なかった企業においても来年にはこのカリキュラムを利用することが可能になると考えています。 経済産業省としては、アジア地域の物流効率化が確実に達成できるように、各国の実情に併せて事業内容を検討し、その支援を行っています。
  16. 最後になりましたが、タイでの物流高度化事業の実施にあたり、協力を頂いているTNSC、ジェトロバンコクセンター、JILSに対して、また専門家である角田さん、あわもとさん有り難うございます。 また、経済省の物流高度化支援事業が、タイの「物流効率化マスタープラン作り」に少しでも貢献できればと願っております。 これで私からのお話しは終了しますが、・・・・・・・・コップン・マーク・クラップ!!?
