enough staff.

◦ This solution fails as a fundamental part of the problem: staff is unavailable.
4. Integrating libraries and lab facilities, making the librarians custodians of both.
◦ This solution fails because of an unfair workload on a single individual; it then
becomes impossible to successfully achieve both tasks.
