2. 1. The Council of Arab Electricity Ministers of the League of Arab
States has adapted the Arab EE Guideline during their 26th
Executive Office meeting that took place in Cairo on 23 November
2010.
2. This Guideline is based on the EU directive 2006/32/EC on energy
end-use efficiency and energy service known as Service
Directive .
3. It is a 10 year framework program that requires:
¡ setting of long term/short term indicative energy efficiency targets
¡ and the preparation and implementation of National Energy Efficiency
Action Plans (NEEAPs).

3. 4. The process of translation, adaptation and adoption of the EU
directive into the Arab EE Guideline took two years.
5. This Guideline was circulated to the Ministers for National adoption
according to Article 13 of the Guideline.
6. Article XII of the guideline states that:
¡ the RE/EE Expert committee set up in accordance with the
decision of the Council of Arab Ministerial Council for Electricity
No. 127,
¡ and the committee's work groups shall be responsible for
monitoring the implementation of this guideline in coordination
with regional and international institutions and specialized
research centers.

4. 7. The LAS EE Working Group during its 2nd meeting that took place in
Khartoum on 23 November 2011 included the following resolution:
a) Request the Technical Secretariat (Energy Department) of the Council of
Ministers to coordinate with RCREEE and MED-ENEC to conduct a study on
the availability of training and certification of energy managers and energy
service providers and to propose a relevant regional program to be circulated
to the members of the EE Working Group in order to have it finalized and
presented for approval during their next planned meeting during the 2nd half
of 2012.
b) Organize a workshop to present the available experiences relating to
national programs for the certification of energy managers and auditors for the
purpose of supporting the study mentioned above.
c) The above mentioned workshop is to be organized during the 1st half of 2012
and to have the study finalized by end of June 2012.

5. 1. Conducts an energy audit against a fixed fee. Delivers a report with
recommendations and pulls out.
2. As in case 1. In addition implementing no cost/low cost measures if are available
3. As in case 1 conducts an energy audit and details recommendations by an
investment grade report (IGR) that may also include engineering design
4. As in case 3 an energy audit and prepares an IGR. In addition SP assists in
establishing an improved data collection, recording and analysis system.
5.Vendor ESCO, selling, leasing or even operating their own high energy efficiency
equipment.
6. As in case 5, but the performance contract has a clause about guaranteed savings.
7. Complete engineering design for recommendations and invests under a
performance contract.
8. Contract for delivery of energy based on a true ESCO model.

7. ü To improve the awareness of the Arab EE Guideline and its
different articles
ü To give the participants a feel of certain pre-requirements
that needs to be in place once a country decides to
implement measures relating to energy managers, energy
audits and energy efficiency performance contracting.
ü To present the available experiences relating to national
programs for the certification of energy managers and
auditors for the purpose of supporting the study.
ü To finalize TOR for the MED-ENEC study

8. Article I: Purpose
(B)Creating the appropriate conditions for the development and promotion
of a market for energy services in addition to the delivery of other necessary
measures to improve energy efficiency to end-users.
Article II: Scope of work:
Ø providers of services to improve energy efficiency,
Ø energy suppliers, energy distribution systems operators, energy selling
companies,
Ø and energy end-users,

10. It requires each government to make sure that the public sector:
v is under this Guideline. Sample measures are listed in annex B
v select two mandatory measures from a list in Annex C, requiring
energy-efficient public procurement, energy audits, energy
performance contracting,….

11. v do one or more of the following:
1. Offer competitively priced energy services to customers
2. Offer their customers competitively priced energy audits, and/or
energy efficiency improvements
3. Make equivalent finance to delivering the above available to fund
energy audits

12. Governments to ensure the availability of appropriate qualifications,
accreditation and certification schemes for the:
v providers of energy services,
v energy audits
v and energy efficiency improvement schemes.

13. Governments to make available the required financial resources to support
and implements it energy efficiency programs and other measures for
promoting energy efficiency as well as improving the market for energy
efficiency services (i.e. energy efficiency subsidy funds)
Governments to ensure the availability of efficient,
high-quality energy audit schemes that can be
carried out in an independent manner by ESCOs
and Distribution Co. These should identify energy
efficiency improvement measures

14. Qualification and certification schemes are needed
to regulate the market and protect consumers.
It becomes a must to insure transparency and
prevent misuse especially when:
Ø public money is used as incentive
Ø or in fulfillment of a legal obligation.
