lingual” school programs in the acquisition of
English as an L2
• A model of good practice to challenge and improve
existing and future play and developmental
projects for children.

24. General Comment on Article 31
A General Comment
• A General Comment elaborates on the meaning of an aspect
of UNCRC that seems to require further attention.
• 13 General Comments have been issued since the adoption
of UNCRC in 1989.
• Sent to192 States Parties who have ratified UNCRC.
• States Parties - required to submit progress reports 5 years
IPA www.ipaworld.org
• IPA has been invited to take a lead role in the organisation
of the development of the General Comment on article 31.
• The UN Focal Group (FG) has been named.
• A structure for input and opinion is being developed.
• A working group will be established to work closely with FG
