IN SCT: “Cash transfer” component
• The Improved Nutrition through Integrated Basic Social
Services and Social Cash Transfer (IN-SCT) is pilot is a 3-year
pilot within the umbrella of PSNP4 covering 6000 HHs
• Designed to promote integrated delivery of social services and
targets TDS and PDS component of PSNP
• Soft-conditionalities for Temporary Direct Clients to attend PNC
and ANC care, BCC sessions & for PWs to attend BCC sessions
3. IN SCT: “plus” component
What
• BCC sessions on ante & post natal care, child growth
monitoring, IYCF, immunization etc. by HEWs for TDS & PWs
• Linkage to Nutrition & Health services for TDS & PDS
• Nutrition sensitive agricultural activities for PW, TDS & PDS
• Birth registration for TDS & PDS
• Schooling for children of TDS & PDS
Why
• To make PSNP Nutrition sensitive
• These services are prioritized in Govt. Policies (SP Policy, NNP
& HSTP)
• Services that can be delivered at decentralized levels
• Improve access to basic services.

Institutional arrangements
• Programme delivered through MoLSA, MoANR
and MoH
• Multi-Sectoral Coordination structures exist at
all levels to support service delivery
• A Case Management MIS is developed to
facilitate linkage to social services
• DWG platform exists for regular updates on
the implementation & to facilitate scale up.

• Robust Impact Evaluation
• Increased Linkages to Basic Services
• Enhanced Capacity of MoLSA to manage PDS
• GSD and Nutrition Mainstreamed in the entire PSNP

Scale-up and Way forward
• Lessons & elements of IN SCT incorporated into new ISNP pilot interventions
and inform the PSNP5 design
• SNNPR currently scaling up the IN SCT activities to 3 more Woredas (fully
government funded)
• GSD trainings were implemented in all new CiNUS woredas in 2018 and PSNP
• SWs engagement related to effective case management of PDS and TDS
clients may become solid part of PSNP5 PIM
• Nutrition sensitive social protection and cash plus is part of the national
agenda and national social protection policy
