My name is MR.SUMETHA SUEBCHAT as Cooperative
Technician of the Cooperative Promotion Department (CPD) since 1987
At present, I am working at Cooperative Business Development Group ,
Pattani Provincial Cooperative Office with responsible for giving guidance
and promoting all types of cooperatives in Pattani Province especially for
marketing development of agricultural cooperatives and farmer groups
Pattani Provincial Cooperative Office is a local office under the
Cooperative Promotion Department, Ministry of Agriculture and
Cooperatives.
In general, provincial cooperative office is responsible for
supervising and promotion all types of cooperatives within its respective
areas. Its function is divided into 3 groups and 1 section and mobile unit as
follows:-
1. General Administration Section
2. Cooperative Establishment and Promotion Group
3. Cooperative Business Development Group
4. Cooperative Management System Development Group
5. Cooperative Mobile Unit
At present , In Pattani Provincial Cooperative Office. Types of
cooperatives in promoting the 5 categories
1. Agricultural Cooperative
2. Fisheries Cooperative
3. Consumer Cooperative
4. Thrif and Credit Cooperative
5. Service Cooperative
3. B. General Information of the Country
Thailand has a land area of 513,115 sq. km. bordered by
Malaysia (South), Myanmar (North and West), Laos (North and East) and
Cambodia (Southeast).
Thailand is a warm and rather humid tropical country. The
climate is monsoons, marked by a pronounced rainy season lasting from
about June to October and a relatively dry season for the remainder of the
year. Temperatures are highest in March and April and lowest in December
and January.
Thai is the national language and English is widely understood
in cities. Population is approximately 65 million (2005). Buddhism is the
national region of 90%. Islam, Christianity, Hinduism and others are
embraced by the rest of the population.
4. The official national language, spoken by almost 100 percent
of the population is Thai. Other languages are Chinese and Malay. English
is also widely spoken and understood, particularly in Bangkok and other
major cities.
Thailand is governed by a constitutional monarchy with a
parliamentarian form of government.
GDP (as of 2005) per capita is US$ 8,100. Labour force
engaged in agriculture sector is 42.6% (2005).
Thailand's capital, known internationally as Bangkok but to
Thai as Krung Thep (City of Angels) sprawls over an area of some 1,500
square kilometers on both sides of the Chao Phraya River. Established in
1782 by King Rama I, founder of the Chakri Dynasty, Bangkok has been
the home of the Royal Family ever since. Today, Bangkok is home to over
6 million people. Here also are located all government ministries, the police
and military headquarters, the Supreme Patriarch of the Buddhist faith, the
most prestigious universities and schools, the best medical facilities,
important international organizations, and the greatest collections of art,
museums, newspaper publishers and television stations.
In Thailand, businesses are open Monday to Friday from
8.30 a.m. to 5.00 p.m. (with an hour for lunch between 12.00 - 01.00 p.m.)
Shopping centres and supermarkets are generally open from 10.00 a.m. -
09.00 p.m. daily.
5. Pattani Provincial Cooperative Office
Pattani Provincial Cooperative Office is one of 75 Provincial
Cooperative Offices under the Cooperative Promotion Department which
is responsible for supervising and promoting all cooperative within their
respective areas and Ya Ring Aquaculture Production, Ltd. is included. Its
function of the Office is divided into 3 groups and 1 section and mobile
unit as follows:-

4. Cooperative Management System Development Group
5. Cooperative Mobile Unit
In 1999, all fishermen in Ya Moo Sub-district, Ya Ring District are
facing with economic crisis of raising “Kra Pong” ( lates calcarifer) and low
price of their production. Therefore, the Pattani Provincial Cooperative
Office in collaboration with government agencies concerned encourage
them to join as cooperative and then established as Ya Ring Aquaculture
Production Cooperative, Ltd. in May 2001.
The main activities of Pattani Cooperative Promotion Office is to
develop cooperative management system by emphasizing on integration of
activities of the cooperatives in order to respond the needs of members
and increase their income as well as promoting women and youth groups
in cooperatives and educating them how to improve their quality of lives
and provision loan fund for cooperative business as well.
6. Ya Ring Aquaculture Production Cooperative, Ltd.
Pattani Province
Background Information
Ya Ring Aquaculture Production Cooperative, Ltd. is located at
173/3 Moo 1, Yamoo Sub-district, Ya Ring District, Pattani Province
94150 .The Cooperative was registered on 17 May 2001. In the initial stage,
there are 360 members/household and 44,550 of share capital.
Business Activities
1. Credit business : The Cooperative will provide fund for
members in order to buy fish seed and fish feed with no interest.
2. Purchasing business: The Cooperative will provide raw
materials such as fish seed and fish feed for members according to their
needs.
3. Marketing business: The Cooperative will collect aquaculture
production from members for sale at reasonable prices with private
company and also guarantee scheme for members production.
4. Deposit business: The Cooperative will provide deposit
services for members.
5. Occupation Promotion Services: The Cooperative also
provide services for 10 vocational groups in order to generate their
supplementary income for households as follows:-

Problems and Obstacles
The main problems of the Cooperative are as follows:
1. Lack of member participation
2. Lack of liquidity of its operation
3. High cost of raw materials
4. Lower of quality of water resource
Recommendations
In order to develop on aquaculture production for cooperative
members and fishermen in our ASEAN members countries, the Ya Ring
Aquaculture Production Cooperative, Ltd. has some recommendation as
follows:
1. To promote cooperation on data collection on spicy of
aquaculture among ASEAN countries
2. To Share knowledge base on aquaculture production and
new technique improvement parallel with local wisdom of our countries
3. To encourage marketing for processing aquaculture
production development
