GSMA IoT Course Final Project on Smart Policing IoT Integrated Solution For The Gambia. In this project, we proposed a novel policing method for the Gambia police force, which will integrated technology, particularly IoT with the conventional policing method to enhance performance and safe cost. Drones equipped with a digital/hd camera, motion sensor, 3G/4G module and GPS is used as the based technology.

6. Proposed Smart Policing IoT Solution
(What is Internet of Things (IoT)?)
The Internet of Things describes the coordination of multiple machines, devices and
appliances, connected to the internet through multiple networks.(GSMA)
The focus of IoT is in the configuration, control & networking via the internet of devices or
“Things” that are traditionally not associated with the internet, e.g. pump, cars and utility

9. Proposed Smart Policing IoT Solution
(Integrating IoT Solution with Conventional Policing to Enhance Performance , Save Cost)
(What are the technical requirements for the proposed solution ?)
Application Requirement Smart Policing IoT Solution
Network Area Wide Area + Local Area: Wide area is needed for the
drone and local area for each police station an option
Spectrum Dedicated + Shared :Dedicated spectrum is needed for the
wide area and shared spectrum for police stations
Battery Life Long Battery Life : The solution requires a long battery life
for the drones, at least between 1 to 2 hrs or more
Connectivity Cost Medium: For sustainability issue, connectivity cost should
range between medium to low.
Module + Device Cost Medium/Low: The device & module cost should be
medium to low to ensure quick market growth
Bandwidth Medium/High: A medium to high bandwidth is required
for video or image transmission
Connectivity Technology 3G/4G+Wi-Fi+GPS:3G/4G is needed for wide area network
coverage, Wi-Fi for police station, GPS for drones

Police Station A Police Station B Police Station C Police Station D Police Station E
Response to (Individual, Group, Community) Incidents or cases using the IoT Solution
Drones are equipped with Camera’s, Motion Sensors, GPS and 3G/4G Sim Card Modules
Database Server sitting on the Government Private Cloud
Police Headquarters can access the server to fetch
evidences captured by drones and act on them.
Police Stations will be seeing live images and videos of the scenes captured by the drones using a mobile app
(Access Via Internet)
Police Headquarters can access the
server to store important data related
to investigations, crime scene and etc.
(Access Via Internet)
11. Proposed Smart Policing IoT Solution
(Integrating IoT Solution with Conventional Policing to Enhance Performance , Save Cost)
(How does the proposed Smart IoT solution works?)
If an incident or a case is reported to the police station(s), then a drone will
dispatch first to have first hand information on the scene or be monitoring the
scene or be tracking the location of mobs/arm robbers, and a deployment team
will be sent later if need be.
The drones for the proposed IoT solution will be equipped with a 3G/4G SIM card
for images and video transmission, a digital/HD camera for capturing live scene
images and videos, motion sensor to detect activities, audio equipment for
communication between police & unsubs and a GPS receiver for localization and
tracking.
A surveillance system can also be deployed in strategic locations like highways,
stadiums, theaters, markets and streets with high crime rates that will be
capturing data and be sending them to the police database server sitting on the
Government private cloud for investigation and evidence gathering . This will aid
the solution.
12. Proposed Smart Policing IoT Solution
(Integrating IoT Solution with Conventional Policing to Enhance Performance , Save Cost)
(Proposed Business Model(s) for the Proposed IoT Solution)
Transactional Business Model (OR) Product-As-A-Service Business Model
In this model, The Gambia Police
Force will buy the IoT solution
from the IoT company as a one
off payment with some support
service features for devices such
as drones etc.
In this model, the IoT solution is
rented by The Gambia police force
from the IoT company and be
paying recurrent rental fess with
some support features for devices
such as drones etc.
For this proposed IoT Smart Policing Solution, The Gambia Police Force (GPF) can
adopt any of the two business models based on their financing requirements.
The GPF make the solution to be self sustaining, for example if a drone is deployed to
a scene the mobs/gang/criminal must have to be charged a meager fee to sustain it
13. Environment & Legal Consideration
Environmental Consideration Legal Consideration
When deploying the drones
in the proposed IoT solution,
Air Traffic procedures should
be considered to avoid any
interference with airplane
flight zones and operations.
When operating the drone
during the night, the lighting
issues should be considered
so as to ensure proper
operation during night.
Operational license of the
drones should be considered
and regulated.
How the images/video data
are store, how long should
they be stored and should
access them should be
properly defined and guided
by law to ensure that people
privacy are safeguarded.
Privacy by design should
also be ensured in all the
equipment to be used in the
proposed IoT solution.
Drones identification and
licensing scheme should also
be considered to avert other
drone users to imitate police
14. Cost Benefit Analysis
The Proposed Smart Policing IoT
Integrated Solution
The Gambia Conventional Policing
Solution
1. In this solution, drones can be deployed
to crime scene or targeted areas without
the fear of traffic congestion/delay or poor
road condition or the fear of police safety
of life.
1. In this solution, dispatched vehicles with
team of police officers are most of the
time challenged with poor road conditions
to targeted areas or traffic congestion and
safety of life.
2. More evidences can be gathered to
enhance investigation performance,
because drones can reach the crime scene
faster to capture more evidences and
criminals on the run can be located and
tracked by the drones better.
2. In most of the cases before the vehicle
dispatch arrived, the criminals can escape
and at first the police will be search blindly
to track and locate them, which cost more
time, money and energy, and also it’s
difficult to gather evidences.
3. This solution is cheaper, because the
cost of drone for each police station is
cheaper than the cost of car for each
station. The cost of internet for the whole
solution will be cheaper than the recurrent
cost of fuel for all vehicles.
3. The conventional policing is less
effective than the IoT proposed solution
and is costlier, considering that the
conventional policing requires
vehicles/moto-bike’s plus fuel and
miscellaneous financing to operate.
15. Recommendation & Conclusion
The Gambia Police Force (GPF) should start thinking to integrated technology such as the
one we proposed here (Smart Policing IoT Integrated Solution) with their conventional
policing method to enhance performance, save cost and execute their mandates better.
The Ministry of Interior should rethinking technology, particularly IoT as an ally in
ensuring national security and carve out robust policy framework that will ensure the
usage of technology in policing/security with clear road map of implementation, this will
help reduce crime rates and ensure law & order.
A legal review should also be considered to see whether the images/video’s captured
from scenes using the proposed IoT Policing solution can always serve as an evidence
during investigation and legal hearing and how to address the inherent privacy concern
of the proposed IoT.
In conclusion, Thank you !!!
