This document describes optimizing an urban traffic control system through data collection, determining phasing sequences and optimal cycle times, and setting offsets between intersections. It involves collecting traffic counts, travel times and queue lengths across 5 intersections (I-1 to I-5). Optimization determined the cycle time (120s), phase splits and offsets between intersections to provide progressive green bands and minimize delays. The proposed system uses smart cameras and microprocessors at each intersection, with fixed-point communications to a traffic control center for centralized optimization.
