Overview
Lockheed Martin Information Systems and Global Services provides the
Bureau of Indian Affairs (BIA) National Geospatial Resource Center (NGRC)
technical support for:
    •Geographic Information Systems (GIS) activities
         •ESRI Enterprise license administration
         •Help Desk
         •Training
         •Mapping services
         •GIS data services
         •Database design and management
         •Applications
    •Office of Trust Services Initiatives, managed by OCIO-IA

NGRC Mission


The BIA‟s National Geospatial Resource Center was established in January
2007 to centralize and standardize geospatial-related data sources and business
processes. The NGRC is also intended to create a vital forum to share, engage
and collaborate on geospatial information, programs, processes, techniques and
available training programs throughout “Indian Country.”

The NGRC is also charged with providing geospatial support services in Geo-
system integration and establishing and maintaining the Enterprise Spatial Data
Clearinghouse for the BIA.

ESRI Enterprise Licensing
NGRC participates in the
DOI Enterprise License
Agreement (ELA) with
ESRI, providing the
industry-standard GIS
software to qualified
applicants at no-cost.

In 2009, the program
distributed approximately
$10.7M worth of software
to BIA and Tribal entities,
saving the BIA over $9.3M.

 •$10.7M (GSA) ESRI software
  distributed
 •87% of ELA participation was Tribal,
  an increase of 6% over 2008
 •ArcInfo license level continues
  as the most popular distributed,
  offering users the most functionality
 •ArcEditor license level 2nd
 •ELA streamlined process 2010

GIS Helpdesk
As a requirement of the ESRI
ELA, NGRC provides Tier I &
Tier II GIS helpdesk support
for any user in the GIS
community. Tier III support
(ESRI callback) is also
provided through the same
helpdesk. In addition to
Service Center GIS incidents,
the GIS helpdesk also provides
support to tribes. The GIS
Helpdesk saved the BIA over
$1.75M in 2007 & 2008.

  •1,296 Helpdesk calls serviced
  •25% increase over 2008 (998)
       •User community awareness
       •Internet reconnect
  •71% of Helpdesk tickets were Tribal,
   compared to 63% in 2008
  •All incidents logged in to DB
  •Participation in ELA streamlining

ESRI Authorized Training
NGRC offers basic and advanced ESRI authorized Training at no cost to eligible students.
Students must be employees of Federally Recognized Tribal Entities or BIA. Training is
conducted a the NIPTC in Albuquerque, as well as coordinated Tribal / BIA Agency
locations.

ATP Courses are increased in duration by 1 day over those available directly through ESRI.
History has shown with our unique customer-base, this added day of training is imperative.
     •ArcGIS Desktop I (3 days)
     •ArcGIS Desktop II (4 days)
     •ArcGIS Desktop III (3 days)
     •Working with ArcGIS Spatial Analyst (4 days)
     •Building Geodatabases (3 Days)
The NGRC Training Staff has also authored basic and advanced courses.
     •GIS Orientation (1 day)
     •Map Design with ArcGIS (4 days)

ESRI Authorized Training
CY 2009 Accomplishments
   •311 students trained (82 BIA, 229 Tribal)
   •38 classes conducted (19 field, 19 NIPTC, 6 TRAINN initiative)
   •NGRC instructors successfully upgraded to ArcGIS Desktop series
   •Tribal training at Mashpee Wampanoag (newest recognized Tribe at the time)
   •Successfully updated NGRC-authored courses to latest ArcGIS version
   •Pursuing new advanced ATP authorizations (Intro to ArcGIS Server)
   •NGRC Training Staff has a unique arsenal of ATP authorizations
   •Training Staff awarded „Top 5 Performer‟ multiple times by ESRI
   •$400K - $500K annual savings to BIA and Tribes over ESRI costs

providing prompt, courteous
technical expertise. Map
design, data creation and
hosting, image processing,
GIS application hosting,
and workflow design are the
services provided.
Trust Tract Reconciliation
(TTR) is the 2010 focus.

CY 2009 - 2010 Accomplishments
  •Indian Lands map update
  •Researched and mapped over 4M acres of land status trust tracts
  •Approximately 200 Land Title Map requests were verified
  •Updates and additions to legacy enterprise GIS datasets (BIA
   schools, agencies, IT zone data, FRTE names and lands.
  •OTS TTR emphasis 2010
      • RMT Natural Resources – convert from hard copy to GIS data
      • RMT draft enterprise data sets for Rocky Boy‟s Reservation
        and Blackfeet Reservations.
      • Began coordinating support for GPL LTRO for creation of accurate
         trust tract data sets

Applications
NGRC maintains a current web
portal (intranet) with pages for the
respective functions, as well as an
area for the latest software
patches and downloads for the
GIS community. The NGRC also
maintains a web page at
www.bia.gov. Additionally, we
maintain enterprise applications
for others to host or provide them
as hosted applications within the
BIA.

database administration
team specializes in Oracle,
ESRI ArcSDE, and ESRI
Image Server, but other
database skills are available,
as well. Our systems team
specializes in Microsoft
operating systems, as well
as Citrix environment.

Dawn of a New Information Age Overview Lockheed Martin Information Systems and Global Services provides the Bureau of Indian Affairs (BIA) National Geospatial Resource Center (NGRC) technical support for: •Geographic Information Systems (GIS) activities •ESRI Enterprise license administration •Help Desk •Training •Mapping services •GIS data services •Database design and management •Applications •Office of Trust Services Initiatives, managed by OCIO-IA -2-

Dawn of a New Information Age NGRC Mission The BIA‟s National Geospatial Resource Center was established in January 2007 to centralize and standardize geospatial-related data sources and business processes. The NGRC is also intended to create a vital forum to share, engage and collaborate on geospatial information, programs, processes, techniques and available training programs throughout “Indian Country.” The NGRC is also charged with providing geospatial support services in Geo- system integration and establishing and maintaining the Enterprise Spatial Data Clearinghouse for the BIA. -3-

Dawn of a New Information Age ESRI Enterprise Licensing NGRC participates in the DOI Enterprise License Agreement (ELA) with ESRI, providing the industry-standard GIS software to qualified applicants at no-cost. In 2009, the program distributed approximately $10.7M worth of software to BIA and Tribal entities, saving the BIA over $9.3M. -4-

Dawn of a New Information Age ESRI Enterprise Licensing CY 2009 Accomplishments •$10.7M (GSA) ESRI software distributed •87% of ELA participation was Tribal, an increase of 6% over 2008 •ArcInfo license level continues as the most popular distributed, offering users the most functionality •ArcEditor license level 2nd •ELA streamlined process 2010 -5-

Dawn of a New Information Age 2009 Incident Breakdown by Functional Area GIS Helpdesk As a requirement of the ESRI ELA, NGRC provides Tier I & Tier II GIS helpdesk support for any user in the GIS community. Tier III support (ESRI callback) is also provided through the same helpdesk. In addition to Service Center GIS incidents, the GIS helpdesk also provides support to tribes. The GIS Helpdesk saved the BIA over $1.75M in 2007 & 2008. -6-

Dawn of a New Information Age GIS Helpdesk CY 2009 Accomplishments •1,296 Helpdesk calls serviced •25% increase over 2008 (998) •User community awareness •Internet reconnect •71% of Helpdesk tickets were Tribal, compared to 63% in 2008 •All incidents logged in to DB •Participation in ELA streamlining -7-
  • 8. Dawn of a New Information Age ESRI Authorized Training NGRC offers basic and advanced ESRI authorized Training at no cost to eligible students. Students must be employees of Federally Recognized Tribal Entities or BIA. Training is conducted a the NIPTC in Albuquerque, as well as coordinated Tribal / BIA Agency locations. ATP Courses are increased in duration by 1 day over those available directly through ESRI. History has shown with our unique customer-base, this added day of training is imperative. •ArcGIS Desktop I (3 days) •ArcGIS Desktop II (4 days) •ArcGIS Desktop III (3 days) •Working with ArcGIS Spatial Analyst (4 days) •Building Geodatabases (3 Days) The NGRC Training Staff has also authored basic and advanced courses. •GIS Orientation (1 day) •Map Design with ArcGIS (4 days) -8-

Dawn of a New Information Age ESRI Authorized Training CY 2009 Accomplishments •311 students trained (82 BIA, 229 Tribal) •38 classes conducted (19 field, 19 NIPTC, 6 TRAINN initiative) •NGRC instructors successfully upgraded to ArcGIS Desktop series •Tribal training at Mashpee Wampanoag (newest recognized Tribe at the time) •Successfully updated NGRC-authored courses to latest ArcGIS version •Pursuing new advanced ATP authorizations (Intro to ArcGIS Server) •NGRC Training Staff has a unique arsenal of ATP authorizations •Training Staff awarded „Top 5 Performer‟ multiple times by ESRI •$400K - $500K annual savings to BIA and Tribes over ESRI costs -9-
  • 10. Dawn of a New Information Age GIS Services NGRC consists of a professional staff with years of seasoned experience in the industry capable of providing prompt, courteous technical expertise. Map design, data creation and hosting, image processing, GIS application hosting, and workflow design are the services provided. Trust Tract Reconciliation (TTR) is the 2010 focus. -10-

Dawn of a New Information Age GIS Services CY 2009 - 2010 Accomplishments •Indian Lands map update •Researched and mapped over 4M acres of land status trust tracts •Approximately 200 Land Title Map requests were verified •Updates and additions to legacy enterprise GIS datasets (BIA schools, agencies, IT zone data, FRTE names and lands. •OTS TTR emphasis 2010 • RMT Natural Resources – convert from hard copy to GIS data • RMT draft enterprise data sets for Rocky Boy‟s Reservation and Blackfeet Reservations. • Began coordinating support for GPL LTRO for creation of accurate trust tract data sets -11-

Dawn of a New Information Age Applications NGRC maintains a current web portal (intranet) with pages for the respective functions, as well as an area for the latest software patches and downloads for the GIS community. The NGRC also maintains a web page at www.bia.gov. Additionally, we maintain enterprise applications for others to host or provide them as hosted applications within the BIA. -12-

  • 14. Dawn of a New Information Age Systems Administration NGRC provides systems administration and database development and administration services. Our database administration team specializes in Oracle, ESRI ArcSDE, and ESRI Image Server, but other database skills are available, as well. Our systems team specializes in Microsoft operating systems, as well as Citrix environment. -14-
