10. What is a NIS?
• National Information Systems (NIS) were first
realized as a “‘a coherent array’ of
information subsystems with the capacity to
intercommunicate” – [Aines, 1968].
• A NIS should be a coherent system that takes
many forms. It is not an ultimate
computerized information system.
– Planning is the essential element – not
computing – [Lytle, 1978].
• NIS has become an “e-government, or the
'computerization of administrative systems'
– In other words, has reached the point that one
click takes care of everything through the
internal affair connection.”
[Jung-hyup, 2010]
11. NIS in ST&I = CRIS
• In S&T the demand for a NIS was realized as early as 1967,
when there were already 300 information services for
searching abstracts [Skolnik, 1967]
• In a ST&I system, such "subsystems" are also known as
Current Research Information Systems (CRIS) –
– “any information tool dedicated to provide access to and
disseminate research information” [www.eurocris.org]
• Who and what does a CRIS:
– “A CRIS records the R&D activity either funded by or carried
out by an organisation, or within a thematic or subject area.”
– “Typically it covers:
• projects, people (expertise),
• organisational structure,
• R&D outputs (products, patents, publications),
• R&D events and
• R&D facilities and equipment.”
[Eurocris organisation, 2006].

• Each CRIS is developed according to the public

• All current CRIS were based on past public
management decisions.
• The sponsor agency must be aware that

Hidden Relationships for the term “Plataforma Lattes”
Networking Analysis. Another possibility is to reveal hidden connection among knowledge terms
freely informed by the National S&T platform. Words used by the S&T community to describe their
professional activity form a hidden web of concepts that can be revealed by means of network
analysis. The example shows how the expression “Platforma Lattes’” is conceived by the Brazilia
S&T community regarding other terms.
36. Knowledge Systems Example: automatic semantic analysis
Mapping knowledge. A search by a single term shows how the knowledge has been developed in related
areas. This example detaches the term “knowledge” in the Brazilian national innovation systems
(considering the 600.000 curricula). It can be seen four nucleus of studies: pedagogy of knowledge,
philosophy of knowledge, knowledge management and artificial intelligence.

ScienTI Network - International Network on Information Sources and Knowledge
for the Management of Science, Technology and Innovation
International View. In 2001 an agreement between CNPq and PAHO allowed the translation of
Lattes systems into Spanish and its try version in 5 Latin American Countries. In the end of 2001
Portugal joined the cooperation. In December 2002 a meeting in Florianópolis, Brazil created the
ScienTI Network with eleven countries. Since then we’ve been working on building up national
platforms and make them connected by means of web services.

41. National ST&I Information Platforms Brings a New Scenario to
Scientometrics
ScienTI makes it possible to create new
scientometric indicators and most
importantly new approaches to study
national innovation systems
ScienTI Indicators. One of the new possibilities brought by ScienTI Network is to provide scientometric
methods with new data, standardized an coming from several countries. In the following we present some
of these possibilities, consisting on a pilot study conducted by PAHO and RICYT.
42. Example: Researchers in Health By Gender and Age
RICYT and PAHO Studies. Based on the national curricula databases from Brazil and
Colombia, RICYT (www.ricyt.org) and PAHO (www.paho.org) have developed a new set of
indicators. The following is a comparison between the gender distribution in both countries
regarding researchers in health. There is a hidden phenomena of the unbalanced interest in
Brazil by women.
43. Example: Researcher’s Knowledge Domain Flow
RICYT and PAHO Studies. Another example is the study of how many experts have been
studied (F – stands for “Formación” or Academic Degree), acted (A – stands for “Actuación”
or Professional Activity) and produced (P – stands for “Producción” or Intellectual production
such as papers, reports, software, etc). There is a similar behavior indicating that the great
majority remains connected to their education area (either acting or publishing in health)
