In aniline the basicity is due to the resonance effect ,which is +R effect.In orthochloro aniline
and meta chloro aniline exist two kinds of effect which are resance effect and inductive effect
.We know that chlorine withdraws the electrons through inductive effect and releases electrons
through resonance effect. The resanance effect is more at ortho position and less at meta
position.Through resance effect basicty will increase and which will high for ortho chloro aniline
than meta chloro aniline.But inductive effect also play in both ortho and meta chloro aniline,this
also decrease the basicity of both.Hence aniline is more basic ,then ortho chloro aniline and least
basic is meta chloro aniline
