This proposal recommends reinstating trash bins at employee desks to improve recycling behavior and office aesthetics. An analysis was conducted including employee and cleaning staff interviews and surveys. Key findings showed most employees are satisfied with shared recycling bins but some find it inconvenient and dislike trash buildup. A multi-department team recommends allowing employees to request 0-2 desk bins that will be emptied daily, and launching an awareness program using reminder cards for those mixing recyclables and trash. The proposal estimates one-time costs of $152,000 for bins but annual savings of $225,468 from reduced employee trash handling time.

WHY THIS IS HERE
I am often presented with completely heinous proposals. They are too long, too detailed or not
detailed enough, focus on the wrong points, or simply fail to ever get to the point. In an effort to
improve the baseline, this is just an example of how I’d personally like to see administrative
proposals presented.

ANALYSIS METHODOLOGY
• Interviews with employees and mini-surveys
• Interviews with cleaning staff
• Site Surveys and visual inspections
• Multi-department workstream did focus groups and
structured brainstorming
KEY FINDINGS
• Most employees are satisfied with the current state
(shared recycling bins in pantries and no trash bins
under desks), but a significant minority are actively
unhappy
• Inconvenient
• Trash build-up on desks & office aesthetics
• Despite good intentions of the current program, the
ultimate goal of recycling is being undermined
today by a few bad apples (in the recycling bin).
When people put non-recyclables into the recycle bin,
the whole bin is trashed as non-recyclable (cleaning
staff will not sift garbage for us). We need a system
that reduces the team impact of individual bad
decisions
Workstream Recommendation
• Employees may opt to have 0, 1, or 2 desk-based bins,
that will be cleaned by cleaning staff daily, but they must
actively requisition the bins. Default will remain 0 bins.
• Awareness program needs to be launched to encourage
the right behavior.
• Cleaning staff will be issued business cards with standard
note to the effect of, “Noticed you could be recycling
better. Please Do The Right Thing!” that they can put on
the keyboards of associates who are mixing recyclables
and non recyclables in their desk-based bins. We’ll track
the number of cards being distributed monthly to gauge
whether this mechanism is successfully guiding behavior.
However, we will not track who received cards.
