EDGE monitoring improvement: performance degradation (27581)

— This feature describes a packet flow context (PFC) which implements

network; it replaces the Release 97 QoS implementation from BSS
V14.

QOS R97 End-of-Life (28817)
— This feature removes from the BSS the Nortel Rel,. 97 QoS
functionality introduced in V14. Rel. 97 QoS is replaced by the
QoS architecture introduced by the feature "Packet Flow Context:
GPRS/EDGE QoS Management Improvement (22860)."
— The following counters are deleted: 15029/1, 15029/2, 15029/3,
15029/4, 15077/0, 15077/1, 15077/2, 15077/3, 15078/0, 15078/1,
15078/2, 15078/3, 15079/0, 15079/1, 15079/2, 15079/3, 15031/4,

RACH 7F filter at the BTS (32648)
— This feature establishes a filter for the RACH that makes the BTS
ignore request messages with an establishment cause code of 7F.
The existing PCU counters no longer peg for the arrival of messages
with code 7F, and a new counter is created specifically for tracking
the number of decoded random access received by the BTS from
the MS with the value 7F.
— In Chapter 3, "Counters classes and observation types", applicable
sections are updated to include the new counter 1615.

SAIC MS management Itf change V16 (29045)
— This feature provides support for mobile stations that use Single
Antenna Interference Cancellation (DARP phase I).
— In Chapter 3, "Counters classes and observation types", applicable
sections are updated to include the counter 2097.
•
TDMA Based Counters (15405)
— This feature allows for the collection of performance data at the
TDMA level which previously was available only on the level of
TDMA class or cell.
— In Chapter 2, "BSS Observation Management Principles", Section
2.6, "Mobility class sensitivity counters" is updated to reflect the new
TDMA counters. Chapter 3, "Counters classes and observation
types," is updated to include the new counters that report on
performance data at the TDMA level. Information is added for new
counters 1173, 1174, 1830–1833, 1844–1847, 1855, 1856, 1968,
1969, 2097, 2100–2125, 2138–2144, 2150–2161, 2165, 2166, 2167,
2170, and 2171. The table "Raw counters configuration (all BSC)" is
also updated with all new counters introduced in this feature.

— This feature implements a power offset (above the Tx power
applicable for speech) to transmit the signalling bursts, which
increases the robustness of the signalling channels (FACCH and
SACCH) in the downlink direction.

1839/12, 1839/13, 1840/10, 1840/11, 1840/12, 1840/13, 2188/0,

Document restructuring
The existing counters reference document, BSS Observation Counters
Dictionary, 411-9001-125, has been split into four separate documents:

This document (Nortel GSM BSS Performance Management —
Observation Counters Fundamentals, 411-9001-133) contains all other
reference information previously contained in the 411-9001-125.
The counter definitions are now distributed among three documents,
organizing counters by network node and counter family. There are now
separate documents for counters measured at the OMC-R and PCUSN.
Within the observation counters dictionary, counters are now arranged into
chapters according to counter family.
•
Nortel GSM BSS Performance Management — Observation Counters
Dictionary, 411-9001-125, contains formal definitions for each
observation counter reported to the OMC-R by the BSC (including
counters measured at the BTS).
•
Nortel GSM PCUSN Performance Management — Observation
Counters Dictionary, 411-9001-211, contains formal definitions for each
observation counter measured at the PCUSN.
•
Nortel GSM OMC-R Performance Management — Observation
Counters Dictionary, 411-9001-212, contains formal definitions for each
observation counter measured at the OMC-R.

Observation counters terminology
Beginning in V16, this document redefines the terms family and type for
greater consistency with the way in which counters are used and presented
at the OMC-R.
•
The category formerly called class has been renamed family. It
indicates a related group of counters that describe events that reflect
a common subset of GSM functionality, for example AMR or Inter-BSS
handovers. The families have been redefined for better consistency
with the OMC-R GUI.
•
The category formerly called type has been renamed class. This field
specifies whether the counter is permanent or temporary, and whether
the counter is raw or synthetic.
Now that counters are organized by counter family in the observation
counter dictionaries, the tables of counters by counter family have been
removed from Chapter 3, "Counter class and observation types." This NTP
now contains a new Chapter 4, "Counter families." This chapter consists of
a table that allows the reader to find the counter family that an observation
counter belongs to, and to identify the NTP that contains the dictionary
entry for that counter.
Changes in default and configurable observation types
Effective in V16, the following counters are part of the ORT observation
group: 1747, 1747, and 1829.
Effective in V16, the following counters can be configured in the OGS
observation group, but for the BSC 3000 only: 1839 (all screenings), 1840
(all screenings). The section, "Raw counters configuration (all BSC)," is
updated accordingly.
Updates to GSM-R counters
In Chapter 2, "BSS Observation Management Principles", Section 2.6,
"Mobility class sensitivity counters" is updated to reflect the new TDMA
counters, and a new table lists counters applicable to 8W mobiles.

Introduction
This document, Nortel GSM BSS Performance Management — Observation
Counters Fundamentals, provides a formal description all observation
counters from the GSM access network that are under the management of
the OMC-R. This document also explains how to understand the observation
counters in the context of the observation management framework of the
OMC-R and how observation counters relate to different GSM call flow
scenarios.

Locating a BSS observation counter
The observation counters are documented in three separate observation
counter dictionaries, according to the network node that reports the counter
to the OMC-R.
•
Nortel GSM BSS Performance Management — Observation Counters
Dictionary, 411-9001-125, contains formal definitions for each
observation counter reported to the OMC-R by the BSC (including
counters measured at the BTS).
•
Nortel GSM PCUSN Performance Management — Observation
Counters Dictionary, 411-9001-211, contains formal definitions for each
observation counter measured at the PCUSN.

Nortel GSM OMC-R Performance Management — Observation
Counters Dictionary, 411-9001-212, contains formal definitions for each

1.3.2 MODE MODIFY procedure
This procedure is used to modify the coding/decoding/transcoding mode on
the dedicated cell channels used for sending speech or data.
It is also used when the MS initiates a call re-establishment request. In this
case, the BSC allocates a TCH for signaling and may use this particular
procedure to accomplish the transition from signaling to speech mode rather
than the general procedure which is much longer.

1.4.1 Overview
Each handover procedure performed in a cell requires two phases, a
selection phase and an execution phase.

selection phase: choice of the target cell (outgoing handover) or radio
channel (incoming or intra-bts handover)

execution phase: switchover from one radio channel to another

1.4.2 Accounting principles
To synchronize accounting, all the counters concerned by the same
handover request are incremented at the end of the procedure, except
for the counters used to tally repeated requests and refusals, which are
stepped up in real time.
The following diagram is an example of an outgoing handover requested by
cell N in BSS 1 that is refused by the first cell in the list (cell A in BSS 1)
and executed successfully in the second cell (cell B in BSS 2). It shows the
counters that are updated by the handover procedure.
1.4.3 Intra-bts handover procedure
In the intra-bts handover procedure, a dedicated channel is assigned
in response to a modify radio channel request sent by Level 1 (Layer 1
Management).

(1) A TCH resource is successfully allocated internally in the BSC software
on the target cell. Then the following counters are incremented:
•
1609/0 tchFrAllocatedTchAllocationTrZone (number of TCH/FR
allocated for traffic in the inner of outer zone of the cell)
•
1611/0 tchFrAveragedUsedTchAllocationTrZoneMoy/Max/Cum/Ech
(average number of TCH/FR used for traffic in the inner or outer zone
of the cell)
•
1812 allocatedCircuitTsMoy/Max/Cum/Ech (number of
TS allocations for traffic on circuit mode in the cell or
allocatedCircuitTsTrZoneMoy/Max/Cum/Ech (number of TS allocations
for traffic on circuit mode in the inner or the outer of the cell
(2) The counter incremented depends on the channel mode used (speech
or data):
•
either 1197/0 (FR) or 1197/1 (EFR) for speech
•
1709 and 1705/n (n=0 to 6) for transparent data
•
1710 and 1707/n (n=0 to 2) for non transparent data

(3) When the STOP_MEASUREMENT message for the TCH channel is
received, if the BTS reports measurement counters, the BSC increments
1198, 1199, 1600, 1622, 1623, 1624, 1625, 1626, 1805, 1806, 1807, 1808
and 1809/n
(4) ASCI counters are optional since they are related to the GSM-R
functionality.
(5) When the deallocation of TCH is successfully performed in the
originating cell, the following counters are decremented:
•
1812 allocatedCircuitTsMoy/Max/Cum/Ech (number of
TS allocations for traffic on circuit mode in the cell or
allocatedCircuitTsTrZoneMoy/Max/Cum/Ech (number of TS allocations
for traffic on circuit mode in the inner or the outer of the cell
•
1746 tchFrAveragedUsedMoy/Max/Cum/Ech (average number
of TCH/FR used in the cell) or tchFrAveragedUsedTrZoneMoy/Max/Cum/Ech (average number of TCH/FR used in the inner
or outer zone of the cell)
•
1611/0 tchFrAveragedUsedTchAllocationTrZoneMoy/Max/Cum/Ech
(average number of TCH/FR used for traffic in the inner or outer zone
of the cell)
