This framework provides officers with a single pathway to obtain two qualifications, PSP41404 Certificate IV in Government (Statutory Compliance) and PSP41504 Certificate IV in Government (Investigation), through 21 units of competency instead of 30. Officers can apply for recognition of prior learning to have their skills assessed against the standards and potentially forego some training. The assessment includes a portfolio of evidence, conversation with a workplace assessor, and potential skill demonstrations. If gaps are identified, flexible gap training will be provided. Upon successful completion of the process, the qualifications will be issued.

2. Dual Qualification Framework
This framework has been structured to provide officers with a single
pathway to obtaining both PSP41404 Certificate IV in Government
(Statutory Compliance) and PSP41504 Certificate IV in Government
(Investigation) through successfully completing 21 units of competency
instead of the 30 required if the qualifications were done individually.
These qualifications cover the competencies required by officers
responsible for ensuring statutory compliance with the requirements of
the legislation, regulations ad government and organisational policy
and carrying out investigations where necessary.
3. Recognition of Prior Learning (RPL)
The framework provides for RPL assessment which enables individuals
to forego training and move directly into having their competencies
assessed against the standards specified.
Given that many of the officers are highly experienced, it is envisaged
that RPL will be strongly supported making the dual qualification
extremely viable.
4. What is Recognition of Prior Learning?
Recognition of Prior Learning (RPL) is an assessment process aimed
at confirming and recognising the skills and knowledge gained through:
• formal training;
• on on-the-job; or
• life and work experience.
5. Assessment structure
Assessments will be broken down into two parts:
Part 1 - Certificate IV in Government (Statutory Compliance)

9. Step 1 Provide information of your skills and experience
You will also be provided with a self assessment questionnaire to self
determine your own level of experience and knowledge and help us to
identify if there are any gaps in training skills and knowledge.
You will also be asked to put together a Portfolio of Evidence to support
your application.

11. Step 1 Provide information of your skills and experience
You will also need to supply contact details of work referees who can
verify your skills and experience.
If in doubt, ask. We are here to help you through this process and if you
are unclear about anything, or feel uncertain about the assessment
process, speak to your nominated assessor in confidence so that you
can put in place a strategy that will work for you.
12. Step 2 – Conversation with the workplace assessor
An assessor will review the information you have provided and begin to
match up your skills to the units/subjects in the qualification.
You will then be given the opportunity to have a conversation about
your skills and knowledge.
Where possible, the conversation will be conducted in the workplace or
a work related environment so that you can draw upon this environment
if necessary eg provide workplace documents to demonstrate your
skills.
13. Step 3 – Demonstration/Observation
During the conversation, you may be asked to demonstrate application
of your skills and knowledge (eg accessing the Incident Complaints
Management System (ICMS) and entering a complaint, locating
policies on the Intranet etc).
The assessor will also verify your level of skills and knowledge with a
third party who has observed your performance in practice in a range of
circumstances over a period of time.
14. Step 4 – Further steps
The assessor will provide you with timely feedback regarding your
progress and identify if there are any skills gaps which require further
training.
Gap training is likely to be provided via flexible e-learning modules or
one on one support from a subject matter expert such as the Regional
Investigations Leader.
15. Issuing of qualifications
Upon successful completion of the process, the qualification will be
issued by the department’s Organisational Learning and Development
Branch.
The program will be run over two years and the timeframe for
completion will vary depending on the existing levels of skills and
knowledge of each officer.
16. Timeframes
Timeframes for the scheduling of the assessment will be negotiated
with the Regulatory Training Team and Regional Leader to
accommodate operational requirements.
