The EU ETS Directive is the centrepiece of the European Union’s climate policy. It has created the European Union’s Emissions Trading Scheme (EU ETS), which is a unique and quite com-plex system.
The EU ETS establishes a scheme for greenhouse gas emissions allowances trading within 31 European countries. Its functioning is based on a “cap and trade” principle, which sets a cap on the total amount of greenhouse gases that can be emitted by all participating installations. Within the cap, companies receive or buy emission allowances which they can trade with one another as needed.
Today, the EU ETS covers almost half of EU’s emissions and is part of the daily life of a large number of companies.
The EU ETS Directive represents the backbone of EU’s action against climate change, but it also works in combination with several other pieces of legislation in a delicate balance.
Our European system has very much evolved during the last 15 years. The existing legislation operates until 2020. It has set a greenhouse gas emissions reduction target in line with EU’s 2050 low carbon economy roadmap. The time has also come to discuss the post-2020 period and the European Commission will soon put forward a new proposal with a 2030 emissions reduction target.
Being the first one to have been setup, the European scheme is analysed and taken as exam-ple in other regions of the world where emissions trading starts being implemented.
This course aims at giving a presentation of the EU ETS Directive, the main features of the sys-tem, the balance with other pieces of EU legislation and at offering perspectives for the on-coming review of the scheme.

Sustainable development is a global political concept, a normative framework for aligning human well-being with the well-being of the natural environment over the long-term. As a political concept, sustainable development remains contested. The UN Sustainable Development Goals (SDGs) might appear to be clear and unambiguous goals for political and business decision makers, yet there is a central contradiction at their core: economic growth driven through investments and market forces is intended to help us achieve a more sustainable development, yet the consequences of economic growth in the past have create global ”un-sustainabilities” when it comes to climate change, loss of biodiversity but also economic inequalities within and across countries. From its beginning, the modern sustainable development discourse had a complicated relationship with growth, as can be seen in the first report to the Club of Rome titled ”Limits to Growth“, through the Brundtland Report’s understanding of sustainable development and some mild questions about the sustainability production and consumption patterns of the global north, all the way to our current notions of a green economy and green growth. Over the past decade and half, the alternative discourse on ”décroissance”, on degrowth or postgrowth, has gained traction in a variety of European countries and also made interesting connections to southern movements like Buen Vivir in South America or Radical Ecological Democracy (RED). In this contribution we will seek to understand the contradictions between sustainable development and economic growth, the limits to green growth, and the alternative perspectives for human, social and natural well-being degrowth can offer us. Dès sa conception, le projet ayant donné naissance à SNCF Connect a pris en compte les valeurs du numérique responsable à travers une démarche d’amélioration continue notamment sur :

* son accessibilité
* sa dimension sociétal (partenariat Un Rien C’est Tout, Diversité et inclusion)

Si nous prenions en compte les leviers RSE dans la construction d’applications utilisant les principes agiles en quoi cela révolutionnerait notre connaissance de ce framework et son application ? La RSE et l’Agilité partage en leur cœur la notion de l’adaptation.
Dès sa conception, le projet ayant donné naissance à SNCF Connect a pris en compte les valeurs du numérique responsable à travers une démarche d’amélioration continue notamment sur :
* son empreinte carbone
* son accessibilité
* sa dimension sociétal (partenariat Un Rien C’est Tout, Diversité et inclusion)
L’objectif de ce REX est de partager comment nous avons intégré cette démarche dans notre quotidien, et surtout comment maintenir ces objectifs dans la durée : il ne s’agit pas d’une opération « one shot » pour obtenir un label Argent avec Greenspector, organisme indépendant de mesure de notre performance énergétique ou réussir un audit d’Accessibilité.
Il s’agit avant tout de mettre nos compétences et nos savoir-faire au servir de nos valeurs citoyennes.
On parle beaucoup de la transformation de nos produits. Pour qu'ils soient plus respectueux de l'environnement, les déchets sont désormais pensés dès la phase de fabrication. Mais qu'en est-il pour les logiciels? En effet ils ne consomment que par le matériel, ne génèrent pas de déchets, pourtant les principes d'éco-conception du produit s'appliquent de la même façon.
Les premiers retours d'expérience montrent que cette démarche donne des gains environnementaux et économiques très intéressants.
L'objectif de cette présentation est de présenter les 10 bonnes raisons de mettre en œuvre l'éco-conception dans le domaine des logiciels, que ce soit dans le web, le mobile, les objets connectés ou l'informatique de gestion.
Kaliterre a développé une solution unique : Greenspector(r) pour mettre en œuvre l'éco-conception logicielle de manière facile et intégrée.

GWALENN, l’outil régional numérique de coordination de la région Bretagne, est basé sur la solution logicielle innovante Médiateam, de la société Médialis, partenaire Gfi Informatique.
A ce jour, cette solution Médiateam est une des solutions opérationnelles qui connait le plus fort taux d’appropriation, qui plus est dans un délai court.
Dans un premier temps, le module dossier de coordination a été mis en production avec différentes fonctionnalités comme un dossier administratif, des fiches de suivi, un agenda ou encore la génération automatique des plans personnalisés de santé et plans de service individualisés.
D'autres fonctionnalités seront intégrées prochainement comme le module guichet d'orientation, le portail partenaire ou encore l'outil d'évaluation multidimensionnelle des MAIA.

Malheureusement, il n'existe pas de méthodologie commune pour ces estimations et chaque acteur compte un peu ce qu'il veut !
