The report examines the steep and historic expansion of U.S. health engagement in Africa, principally through the President’s Emergency Plan for AIDS Relief (PEPFAR) and the President’s Malaria Initiative (PMI), in the past decade. This dramatic shift in U.S. foreign assistance—spurred by the “exceptionalism” of HIV/AIDS—has rested on a consensus that substantial U.S. investments in health in Africa do indeed advance U.S. interests. They fulfill American humanitarian values by saving and enhancing lives; they strengthen health security against common and emerging threats; and they promote the stability and long-term development of vulnerable communities in low-income countries. Despite the achievements of U.S. global health programs over the past decade, challenges remain.

Officials dispatched thousands of police, firefighters, soldiers and government officials to search for survivors in an effort to keep loss of life as low as possible. Rescue efforts were hampered by landslides and roads which had already been closed as the result of heavy rain.
Social Media: Expand Your Reach
Find out how social media is being used to communicate, collaborate and engage colleagues, clients, and communities. Tools include: Facebook, Twitter and blogs. The first of a series of state-of-the-art reviews commissioned to mark Disasters’ 21st anniversary, this paper considers key publications on public health aspects of natural disasters, refugee emergencies and complex humanitarian disasters over the past twenty-odd years. The literature is reviewed and important signposts highlighted showing how the field has developed. This expanding body of epidemiological research has provided a basis for increasingly effective prevention and intervention strategies.

The most destructive tornado outbreak of 2014 killed at least 18 people in three states and hammered the suburbs of Little Rock, Arkansas over a 200-mile-long path. In all, at least 31 tornadoes were recorded. They formed late in the day, and were especially destructive in Arkansas because they struck as night fell. The peak tornado season is late winter through midsummer. But tornadoes can happen any time of the year when the atmospheric conditions are right. Lessons learned from tornadoes. Timely communication of critical inform-ation in the form of watches and warnings is essential for safety. Presentation courtesy of Dr. Walter Hays, Global Alliance for Disaster Reduction

NOTABLE SEVERE WINDSTORM EVENTS AND DISASTERS OF 2014. November 30th marked the official end of a quiet 2014 Atlantic Basin hurricane season. There were eight named storms, six of which were hurricanes, with only two (Edouard and Gonzalo) becoming major storms. The Atlantic basin, which includes the Gulf of Mexico and the Caribbean, produced the fewest tropical cyclones and fewest named storms since 1997. November 30th marked the official end of a very active 2014 Eastern Pacific hurricane season– the most active season since 1992.There were 20 named storms, the most in 22 years, peaking 2-3 years after El Niño . Of those named storms, 14 became hurricanes, with nine of them developing into major hurricanes. In general, meteorologists believe that El Niño conditions suppress hurricane activity in the Atlantic and increase it in the Pacific. A new study suggests that there may be a delayed reaction, with peak hurricane activity in the northeastern Pacific happening two or three years after an El Niño peak. Business cycles have four phases: expansion, peak, recession, and trough. Expansion is a period of economic growth where output, employment, and income rise. At the peak, the economy reaches full employment and inflation rises. The recession follows as output declines. The recession bottoms out at the trough, where there is a general reduction in economic activity. Theories of business cycles include endogenous theories related to monetary policy, investment, consumption, and psychology, as well as exogenous theories concerning external factors like wars.

LEARNING FROM GLOBAL DISASTER LABORATORIES PROVIDES A FRAMEWORK FOR GLOBAL DIALOGUE THAT IS THE FIRST STEP ON THE ROAD TO RESILIENT COMMUNITIES. A Framework For A Comprehensive, Inter-Disciplinary Dialogue On 21st Century Disasters And Disaster Resilience. A Disaster Is The Set Of Failures That Occur When The Continuums Of: 1) People, 2) Community (I.E., A Set Of Habitats, Livelihoods, And Social Constructs), And 3) Recurring Events (E.G., Floods, Earthquakes) Intersect At A Point In Space And Time, When And Where The People And Community Are Not Ready. Intersection Of These Continuums Is Inevitable. Some Intersections Will Cause A Disaster, And Some Won’t. Each Community Must Be Ready For The Inevitable Intersection That Will Challenge Its State Of Readiness. The document discusses a person who is daydreaming of something new and exciting but has their hat stuck on their bum. They have sought advice from others by calling everyone they know, travelled near and far looking to fulfill themselves, and even tried to be like John Lennon. However, they just realized while drinking an energy drink that their hat has been crushed by sitting on it with it still stuck to their bum.
More tropical storms and typhoons are expected during the 2014 season as a consequence of an increased El Nino effect in the Pacific. Neoguri is expected to become 2014’s first super typhoon on Monday. Okinawa will likely see the worst impacts from the storm Monday night with rainfall rates of 50 mm (2 inches) or greater per hour at times, sustained winds as high as 260 kph (160 mph) with occasional gusts of 315 kph (195 mph). Potential disaster agents (aka hazards) of a typhoon include the following:wind field [cat 1 (55 mph) to cat 5+ (155 mph or greater)]; debris; storm surge/floods; heavy precipitation/floods; landslides (mudflows); coastal erosion.
