IFLA ARL Webinar Series | Held online on October 11, 2023 Open science is a new concept that has introduced new ways on how scholarly output has been created, managed, stored, and distributed to the global society. Research and academic institutions have implemented open science initiatives that aim at enhancing academic excellence and addressing societal challenges through knowledge creation and dissemination. Academic and research libraries are being influenced by the open science movement to reposition and reengineer their functions and roles. They are developing open science initiatives that aim at transforming research, teaching, and learning as well as leveraging on digital technologies that enhance transparency and easy accessibility of data, information and knowledge that is shared, redistributed, and reproduced. The presenters discussed academic and research libraries’ engagement in the open science movement and shared insights on how their individual libraries have developed and implemented open science policies and effective strategies on embracing open science agenda. What is Open Science and what role does it play in Development?
The talk begins with a review of current understanding of open science and its alleged role in providing new opportunities for addressing long-standing development challenges. I then introduce the newly launched Open and Collaborative Science in Development Network, funded by IDRC Canada, and in collaboration with iHub Nairobi, Kenya. The rationale, funding modalities, and the short and long term objectives of the network will be discussed.
But what is open science?
Open Science refers to making scientific research and data accessible to all levels of an inquiring society. It encompasses initiatives related to open access publishing, open data, citizen science, collaboration tools, reproducibility, and enabling better incentives for scientists. The document discusses how discussions of open science evolved from earlier concepts of open source, open access, open data, and e-science/data-driven discovery. Abstract
The internet era, large-scale computing and storage resources, mobile devices, social media,
and their high uptake among different groups of people, have all deeply changed the way knowledge
is created, communicated, and further deployed. These advances have enabled a radical
transformation of the practice of science, which is now more open, more global and collaborative,
and closer to society than ever. Open science has therefore become an increasingly important topic.
Moreover, as open science is actively pursued by several high-profile funders and institutions, it
has fast become a crucial matter to all researchers. However, because this widespread interest in
open science has emerged relatively recently, its definition and implementation are constantly
shifting and evolving, sometimes leaving researchers in doubt about how to adopt open science,
and which are the best practices to follow.
This article therefore aims to be a field guide for scientists who want to perform science in the
open, offering resources and tips to make open science happen in the four key areas of data, code,
publications and peer-review.
The Rationale for Open Science: Standing on the Shoulders of Giants
One of the most widely used definitions of open science originates from Michael Nielsen [1]:
“Open science is the idea that scientific knowledge of all kinds should be openly shared as early as
is practical in the discovery process”. With this in mind, the overall goal of open science is to
accelerate scientific progress and discoveries and to turn these discoveries into benefits for all. An
essential part of this process is therefore to guarantee that all sorts of scientific outputs are publicly
available, easily accessible, and discoverable for others to use, re-use, and build upon.
As Mick Watson has recently wondered, “[...] isn’t that just science?” [2]. One of the basic
premises of science is that it should be based on a global, collaborative effort, building on open
communication of published methods, data, and results. In fact, the concept of discovering truth by
building on previous findings can be traced back to at least the 12th century in the metaphor of
dwarfs standing on the shoulders of giants: “Nanos gigantum humeris insidentes”1.
While creativity and intuition are contributed to science by individuals, validation and
confirmation of scientific findings can only be reached through collaborative efforts, notably peer-
driven quality control and cross-validation. Through open inspection and critical, collective

Openness in Scholarship: A return to core values?
The debate over the meaning, and value, of open movements has intensified. The fear of co-option of various efforts from Open Access to Open Data is driving a reassessment and re-definition of what is intended by “open”. In this article I apply group level models from cultural studies and economics to argue that the tension between exclusionary group formation and identity and aspirations towards inclusion and openness are a natural part of knowledge- making. Situating the traditional Western Scientific Knowledge System as a culture-made group, I argue that the institutional forms that support the group act as economic underwriters for the process by which groups creating exclusive knowledge invest in the process of making it more accessible, less exclusive, and more public-good-like, in exchange for receiving excludable goods that sustain the group. A necessary consequence of this is that our institutions will be conservative in their assessment of what knowledge-goods are worth of consideration and who is allowed within those institutional systems. Nonetheless the inclusion of new perspectives and increasing diversity underpins the production of general knowledge. I suggest that instead of positioning openness as new, and in opposition to traditional closed systems, it may be more productive to adopt a narrative in which efforts to increase inclusion are seen as a very old, core value of the academy, albeit one that is a constant work in progress.

This document describes the Resources for Scientists in Partnership with Education (ReSciPE) program, which provides professional development workshops to scientists engaged in education and outreach. The goal is to help scientists understand best practices in science education so they can more effectively communicate with students and the public. The introductory workshop focuses on inquiry-based learning and shows scientists how to teach scientific concepts through hands-on activities. Evaluations found the workshops increased scientists' willingness and ability to participate in education. The research also provides a framework to guide the professional development of scientist educators.

Openness in Scholarship: A return to core values?
The debate over the meaning, and value, of open movements has intensified. The fear of co-option of various efforts from Open Access to Open Data is driving a reassessment and re-definition of what is intended by “open”. In this article I apply group level models from cultural studies and economics to argue that the tension between exclusionary group formation and identity and aspirations towards inclusion and openness are a natural part of knowledge- making. Situating the traditional Western Scientific Knowledge System as a culture-made group, I argue that the institutional forms that support the group act as economic underwriters for the process by which groups creating exclusive knowledge invest in the process of making it more accessible, less exclusive, and more public-good-like, in exchange for receiving excludable goods that sustain the group. A necessary consequence of this is that our institutions will be conservative in their assessment of what knowledge-goods are worth of consideration and who is allowed within those institutional systems. Nonetheless the inclusion of new perspectives and increasing diversity underpins the production of general knowledge. I suggest that instead of positioning openness as new, and in opposition to traditional closed systems, it may be more productive to adopt a narrative in which efforts to increase inclusion are seen as a very old, core value of the academy, albeit one that is a constant work in progress.

This document describes the Resources for Scientists in Partnership with Education (ReSciPE) program, which provides professional development workshops to scientists engaged in education and outreach. The goal is to help scientists understand best practices in science education so they can more effectively communicate with students and the public. The introductory workshop focuses on inquiry-based learning and shows scientists how to teach scientific concepts through hands-on activities. Evaluations found the workshops increased scientists' willingness and ability to participate in education. The research also provides a framework to guide the professional development of scientist educators.

Libraries have a foundational mission to contribute to the right to information and education, serve communities on the margins and provide safe spaces for the vulnerable. Their role extends beyond merely advocating for social justice, diversity and inclusion but they are spaces where social justice struggles are fought and are themselves active participants in the social justice arena.
Academic libraries provide access to spaces and information to university students and staff irrespective of religion, dis/ability, race, political beliefs, social standing and class with many extending their services to unaffiliated users from the local communities. That way, they democratize access to information for all persons.
This webinar accentuated the contributions of academic and research libraries as advocates and actors in the social justice arena. Presenters shared their perspectives and actions taken to address issues of social justice, diversity and inclusion in various academic and research libraries. We hope that their actions will be replicated or customized by other libraries so together, libraries create even stronger impact.

The United Nations 2030 Agenda outlines a plan for achieving a better and more sustainable future for all. The primary goal of the Agenda, via the Sustainable Development Goals (SDGs), is to transform the world. Since its launch in 2015, the 17 SDGs have become embedded in the research agendas of institutions of higher education. The academic library has become an eminent partner in supporting its institution achieve its SDGs ambition.
This presentation, Australian university libraries and the UN SDGs: a mission for change, explores Gerald Beasley’s assertion that sustainable development needs to have a stronger place in academic librarianship, and the SDGs provide an excellent framework for librarians to think about their collections, services and spaces in those terms.
