Mental health has been in the news quite a bit lately. Dozens of U.S. states are currently suing Meta for contributing to the youth mental health crisis by inserting addictive features into their products, while the U.S. Surgeon General is touring the nation to bring awareness to the growing epidemic of loneliness and isolation. The country has endured periods of low national morale, such as in the 1970s when high inflation and the energy crisis worsened public sentiment following the Vietnam War. The current mood, however, feels different. Gallup recently reported that national mental health is at an all-time low, with few bright spots to lift spirits.
To better understand how Americans are feeling and their attitudes towards mental health in general, ThinkNow conducted a nationally representative quantitative survey of 1,500 respondents and found some interesting differences among ethnic, age and gender groups.
Technology
For example, 52% agree that technology and social media have a negative impact on mental health, but when broken out by race, 61% of Whites felt technology had a negative effect, and only 48% of Hispanics thought it did.
While technology has helped us keep in touch with friends and family in faraway places, it appears to have degraded our ability to connect in person. Staying connected online is a double-edged sword since the same news feed that brings us pictures of the grandkids and fluffy kittens also feeds us news about the wars in Israel and Ukraine, the dysfunction in Washington, the latest mass shooting and the climate crisis.
Hispanics may have a built-in defense against the isolation technology breeds, owing to their large, multigenerational households, strong social support systems, and tendency to use social media to stay connected with relatives abroad.
Age and Gender
When asked how individuals rate their mental health, men rate it higher than women by 11 percentage points, and Baby Boomers rank it highest at 83%, saying it’s good or excellent vs. 57% of Gen Z saying the same.
Gen Z spends the most amount of time on social media, so the notion that social media negatively affects mental health appears to be correlated. Unfortunately, Gen Z is also the generation that’s least comfortable discussing mental health concerns with healthcare professionals. Only 40% of them state they’re comfortable discussing their issues with a professional compared to 60% of Millennials and 65% of Boomers.
Race Affects Attitudes
As seen in previous research conducted by ThinkNow, Asian Americans lag other groups when it comes to awareness of mental health issues. Twenty-four percent of Asian Americans believe that having a mental health issue is a sign of weakness compared to the 16% average for all groups. Asians are also considerably less likely to be aware of mental health services in their communities (42% vs. 55%) and most likely to seek out information on social media (51% vs. 35%).

1. INFORME DE ANÁLISIS DE LOS FONDOS DE CULTURA DEL CNCA1
2012-2013
Los fondos concursables de cultura, son la principal herramienta de fomento con la que cuenta
Chile para promover su desarrollo cultural. Por ello, el OPC, como parte de su programa de
seguimiento de políticas públicas en la materia, publica el primero de sus análisis anuales sobre las
variaciones y principales cambios de este instrumento. El propósito es entregar a los agentes del
sector y a la ciudadanía información sistematizada y procesada sobre el comportamiento de estos
fondos.
También se pone a disposición de los investigadores e interesados las bases de datos y las matrices
de análisis utilizadas, para permitir nuevos cruces y exámenes.
1. Cobertura
En el 2012 la cobertura fue de un 11,6%2. Es decir, del total de postulantes, sólo un 11,6% se vio
beneficiado con financiamiento. Se postularon 10.204 proyectos y 1.188 de ellos se adjudicó
presupuesto.
En el 2013 la cobertura aumentó, principalmente porque se postularon menos proyectos: 8.660. El
17% de los que participaron lograron financiamiento, con un total de 1.473 proyectos ganadores.

el sitio web oficial de los Fondos de Cultura del CNCA. Se analizan los siguientes fondos: Fondart Nacional,
Fondart Regional, Fondo del Libro y la Lectura, Fondo de la Música y el Fondo Audiovisual. Se excluyen del
estudio el formato concursal Ventanilla Abierta. Es importante destacar que pueden haber modificaciones
posteriores a la publicación de los resultados.

2. Proyectos y montos adjudicados
Los proyectos adjudicados en el 2013 aumentaron en un 24% respecto al concurso 2012 y los
montos otorgados lo hicieron en un 14,6%.
2.1. Por fondos
El fondo que más creció este año en montos adjudicados fue el Fondart Nacional, con un aumento
del 28,9% respecto al 2012, seguido del Fondo del Libro con un 28,5%. El Fondo Audiovisual otorgó
un 13,4% más de recursos que en el año anterior y el de la Música un 10,6%. El Fondart Regional,
en cambio, disminuyó los montos adjudicados en el 2013 en un 2,1%.

3. En relación al porcentaje que representa cada fondo en relación al total de montos otorgados, se
ve que en el 2012, la proporción más grande de recursos se la llevó el Fondart Regional con el 27%
del total de los montos adjudicados, seguido del Fondo Audiovisual (23,8%), del Fondart Nacional
(23,1%), del Fondo del Libro (14,5%) y por último el de la Música (11,7%). En el 2013, en tanto, el
fondo con más montos adjudicados fue el Fondart Nacional, con el 26% del total de recursos. Le
sigue el Fondo Audiovisual (23,5%), luego el Fondart Regional (23%) y el Fondo del Libro (16,2%).
El Fondo de la Música nuevamente tiene la menor cantidad de recursos con el 11,3% del total.

2.2. Por regiones
En cuanto a la distribución de los montos otorgados por el Fondart Regional, en el 2013 el 25,9%
de éstos fueron a proyectos de la Región Metropolitana, el 15,4% a la Región de Valparaíso y el
10,9% a la del Biobío. Las regiones que recibieron menos recursos son las de Tarapacá y la de Los
Ríos, ambas con un 2,7% de los montos adjudicados.
En el 2013 la Región de Coquimbo vio disminuidos los proyectos ganadores en un 19% respecto al
2012 (de 21 proyectos adjudicados en 2012 pasó a 17 en el 2013). Esto implica un 23,8% menos de
recursos. También en Los Ríos disminuyeron los recursos en un 6,7% y en la Metropolitana en un
4%. El resto de regiones no presenta grandes variaciones.

2.3. Por disciplinas
El análisis por disciplina artística de las líneas de fomento de las artes del Fondart (Nacional y
Regional)3, arroja los siguientes resultados: El ámbito más beneficiado es el teatro con un 46,4% de
los montos adjudicados. Las artes visuales también tuvieron un protagonismo importante con el
23,2% y 77 proyectos ganados (más que el teatro que se adjudica 68 proyectos).

Estas líneas financian proyectos de creación y producción artística. Es preciso recordar que el Fondart
excluye la música, el audiovisual y la literatura que cuentan cada una con un fondo propio.

5. El folclor es el área que menos financiamiento se adjudica con sólo 0,2%. Si se comparan los
montos de los resultados 2013 con los del año anterior, se observa que este disminuyó en un
86,6%4.
Las artes circenses si bien obtienen un escaso 1,5%, crecieron con respecto al año pasado en un
131,5%. Las disciplinas que aumentan su financiamiento de forma importante en relación al 2012,
son la arquitectura (431,4%) y la artesanía (115%).
Otro ámbito con un porcentaje pequeño de asignación es la danza con un 6,6% que además baja
un 33,8% su financiamiento respecto al 20125. La fotografía y los nuevos medios también se
adjudican menos proyectos y montos menores en comparación al año anterior.

2.4. Por ámbitos
Las líneas dedicadas a la creación artística (ver Anexo 1) representan un 24,1% del total de los
recursos que se adjudicaron el 2013. Para el presente año se premiaron 461 proyectos dirigidos a
la creación por 3.700 millones de pesos. Estos montos aumentaron en un 13,2% respecto al
concurso anterior. Las líneas que más crecieron en montos este año son las dedicadas a la
investigación y a la formación con un aumento del 40,6% en los recursos adjudicados.

6. Las líneas de fomento a la industria creativa y a la difusión (ver Anexo 1) otorgaron en el 2013 la
misma cantidad de proyectos que las líneas de creación, pero con montos superiores. Los recursos
adjudicados aumentaron en un 14,8% respecto al concurso anterior.
Las líneas de fomento de la infraestructura cultural disminuyeron su financiamiento este año a la
mitad, pasando de 486 millones a 242 millones de pesos.
Las líneas de patrimonio y culturas indígenas aumentaron en un 15,2% sus recursos respecto a la
convocatoria 2012, debido al incremento en los montos de patrimonio, ya que la línea de
Desarrollo de las Culturas Indígenas disminuyó en un 15,4% los montos otorgados.

Las líneas dedicadas al fomento de las industrias creativas y a la difusión representan en el 2013 el
45,8% (7 mil millones de pesos) del total de recursos que se asignan, mientras que la creación
representa el 24,1% (3.700 millones de pesos). Les siguen en importancia los ámbitos de
formación e investigación (14,9%), patrimonio y culturas indígenas (7,5%) y fortalecimiento
institucional (6,1%). Infraestructura cultural se ubica en último lugar con un 1,6% del total de
recursos adjudicados.

2.5. Montos asignados
En cada una de las bases se indican presupuestos específicos por línea. Si comparamos la cifra
total comprometida y la adjudicada se observan diferencias. El 2013 las bases señalan un monto
total a repartir de 14.180.639.572 y se entregaron 15.645.268.717, es decir 1.464.629.145 pesos
más.
En un análisis más detallado vemos que hay líneas en las que no se otorgan el total de los montos
indicados por base, así como también otras en los que se entrega un monto mayor. Esto ocurre
más frecuentemente en el Fondart Regional. Por ejemplo, en la línea de Fomento de la Artesanía
de la convocatoria 2013 un total de 12 regiones no alcanzaron los montos destinados a ella e
incluso en algunas no hubo proyectos ganadores. Este fue el caso de Tarapacá, Antofagasta y
Coquimbo.
Lo mismo ocurre en la línea de Infraestructura Cultural del mismo fondo. La Región de Arica y
Parinacota no se adjudicó proyectos ni el 2012 ni el 2013. En el 2012, seis regiones no tuvieron
ganadores en esta línea6. Por el contrario, Antofagasta tuvo el 2013 un 354% más de
financiamiento para proyectos de infraestructura.
Otro caso similar se da en la línea de Desarrollo Cultural Regional del Fondart Regional donde la
Metropolitana subió un 454% y la de Los Ríos un 240% respecto de lo que se consignaba en las
bases.
Por otra parte, en el Fondo del Libro la línea de Fomento de la Industria y su Internacionalización,
en su primer año de funcionamiento (2012), gastó el 65,4% del monto comprometido, y en el año
2013 se pasó a modalidad Ventanilla Abierta. Otras líneas con baja asignación ese año fueron la de

Se observa que las líneas tienden a disminuir sus recursos en el concurso siguiente cuando no
logran entregar todos los montos comprometidos por bases o, al revés, los aumentan si los
recursos entregados fueron mayores a los definidos inicialmente. Lo que podría indicar que el
criterio de asignación final responde a factores como la demanda de financiamiento o la cantidad
de proyectos con puntajes altos.
2.6 Cambios en las líneas de los concursos
Algunos de los cambios que destacan en las líneas de concurso son:
El Fondart Nacional pasa de tener una única línea Fomento de las Artes, que antes agrupaba todas
las disciplinas que no cuentan con fondos propios7, a establecer 5 líneas distintas en el 2013:
Fomento de la Arquitectura; Fomento de la Artesanía; Fomento de las Artes de la Visualidad;
Fomento de las Artes Escénicas y Fomento del Diseño.
El Fondart Regional también contaba sólo con la línea de Fomento de las Artes para todas las
disciplinas, pero en el 2013 ésta se divide en Fomento de las Artes y Fomento de la Artesanía.
La línea de Desarrollo Cultural Regional del Fondart Regional, sufre una importante transformación
en el 2013. En el concurso 2012 el objeto era financiar “proyectos que generen, fortalezcan y
consoliden mercados para la producción local de bienes y servicios artísticos y culturales, en el
contexto regional, a través de acciones de comunicación, circulación, comercialización y
distribución”8. Para la convocatoria 2013, en cambio, la línea busca apoyar “proyectos que
fomenten la identidad regional”. También se abre la línea de Fomento del Mercado para las Artes
(que ya existía para el Fondart Nacional), la que financia “proyectos de difusión y comercialización,
circulación o emprendimiento”9.
Las líneas de investigación y formación se separan en todos los fondos excepto en el Fondart
Regional, creándose una línea específica para formación y otra para investigación. Además, en
esos fondos la línea de Becas, existente en el 2012, pasa a formar parte de la línea de formación
en el 2013, como una modalidad de la línea.
La línea de Fomento a la Industria y su Internacionalización del Fondo del Libro se pasa a
modalidad Ventanilla Abierta.
