Funciones de la MESA DE CONCERTACION.
En todas las instancias, las funciones de la Mesa de Concertación para la Lucha contra la Pobreza son:
- Promover un diálogo nacional para alcanzar la articulación coherente de los esfuerzos del Estado, Sociedad Civil y el Sector Privado destinados a la lucha contra la pobreza.
- Establecer los mecanismos de coordinación entre los sectores del Gobierno y de éstos con la Sociedad Civil, para lograr la transparencia, eficiencia y sistemas de información veraz y oportuna sobre la inversión social pública, en el marco de los objetivos sociales establecidos.
- Servir de espacio de coordinación para evitar la superposición de programas de ayuda social, para alcanzar una racional y oportuna utilización de los recursos comprometidos, y definir prioridades geográficas o temáticas para la asignación de los recursos.
- Servir de instancia de consulta para la formulación de planes nacionales, departamentales y locales referidos a políticas de desarrollo y promoción social, así como en la definición de las prioridades presupuestales.
La MCLCP enmarca su actuación en los principales contenidos de la Carta Social y los objetivos y funciones expresados en los decretos que le dieron origen, los cuales tienen fuerza de ley según lo establece la Ley Orgánica de Gobiernos Regionales.
En todas las instancias, los objetivos de la Mesa de Concertación para la Lucha contra la Pobreza son:
- Concertar las políticas sociales en una perspectiva de desarrollo humano con enfoque de equidad y de género.
- Lograr mayor eficiencia en la ejecución de los programas comprendidos en la lucha contra la pobreza.
- Institucionalizar la participación de la ciudadanía en el diseño, toma de decisiones y fiscalización de la política social del Estado.
- Maximizar la transparencia e integridad en la gestión de los programas de lucha contra la pobreza.
