The Open Government Review of Brazil (2020-21) will provide an evidence-based assessment of the country’s frameworks for and governance of open government reforms and their implementation against the ten provisions of the OECD Recommendation of the Council on Open Government (2017).

1. JULY 2020
MARCH 2021
The OECD will gather evidence
and insights through desktop
research, official questionnaires
addressed to relevant Brazilian
public authorities and
stakeholders, the Survey on the
Governance of Open
Government, and two fact-
finding missions.
JUNE 2021
The OECD and the Brazilian Government
will work on the preliminary findings and
draft report, which will then be reviewed
by the OECD Working Party on Open
Government and published according to
the official publishing process and
printed copies in English and Portuguese
at the end of 2021.
LATE 2021
The OECD will travel to Brazil to
launch the Review, present its key
recommendations, build
consensus around reform priorities
and establish an implementation
roadmap. This is followed by
capacity-building workshops for
key public officials and relevant
stakeholders as well as a study visit
to an OECD country for public
officials.
ASSIST
in the implementation of open
government strategies and
initiatives by assessing the
governance of open government in
Brazil and providing concrete
recommendations to support Brazil
in reaching OECD practices and
standards.
PROMOTE
SUPPORT AND

Background
In response to pressing challenges such as low levels
of trust and high levels of inequality, more and more
governments are adopting open government
principles and practices. Perceiving citizens not
simply as “users” but as active co-creators of
innovative government solutions, open government
contributes to a more efficient and effective policy-
making, which is centered on citizens’ needs and
benefits.
The Open Government Review will outline key
accomplishments, identify areas of reform and
formulate actionable recommendations to support
Brazil in fostering transparency, accountability,
integrity and stakeholder participation as well as the
protection of civic space in Brazil. The OGR of Brazil
will include chapters focusing on:
the enabling environment for open government
and the openness culture in the Brazilian public
sector;
the practical implementation of the open
government principles of transparency,
participation, and accountability;
the move towards an open state, and the private
sector’s contribution to open government.
The OGR will benefit from the OECD’s peer review
methodology and give Brazil the opportunity to
display its success stories to a global audience.
At the request of the Brazilian Government, the OECD
will conduct an OECD Open Government Review of
Brazil in 2020-2021 (“the OGR of Brazil”). Anchored
within a broader co-operation between the Brazilian
government and the OECD, the OGR of Brazil will
provide an evidence-based assessment of the
country’s frameworks for and governance of open
government reforms and their implementation against
the ten provisions of the OECD Recommendation of
the Council on Open Government (2017).
