Nigeria is an oil producing nation which have been relying heavily on oil revenue for its economic well being. Oil depletes and its price can crash making dependence on oil as a mono means for the country’s future futile. Information and communication technology (ICT) on the other hand has impacted the economic growth of various nations such as India. ICT seems to be a key factor in stimulating the development of a country’s productivity across most sectors of the economy and ensuring global competiveness and a move to a New Economy. This Paper examines if a causal relationship exists between ICT and economic wellbeing (GCI) and if ICT can offer a way forward for Nigeria to move from oil based to service and product based economy. The paper also conducts an empirical analysis to find out if oil producing nations experience better growth against ICT innovative nations using 10 countries. The results of the analysis support the believe that ICT led development and of the existence of a causal link between ICT and economic growth and non-existence of a causal link between oil production alone and economic development.

This document describes a location-based tracking system that uses SMS and GPS to minimize the number of SMS transmissions while maintaining location tracking accuracy. It proposes a method called Location-Based Delivery (LBD) that combines SMS and GPS. LBD uses location prediction based on speed and bearing to estimate future location, and only sends SMS updates if the actual location differs from the predicted location by more than a dynamic threshold. This threshold is adjusted based on speed to maintain accuracy while reducing SMS messages. Simulations show LBD significantly lowers SMS transmissions compared to other methods while keeping location accuracy within acceptable ranges.

The document proposes an illumination-robust face recognition system using local directional pattern (LDP) images and two-dimensional principal component analysis (2D-PCA). It extracts LDP images from face images as inputs to 2D-PCA for feature extraction, instead of using LDP for histogram feature extraction like previous works. Experimental results on the Yale B and CMU-PIE databases show the proposed approach achieves higher recognition accuracy than PCA and LBP-based methods, demonstrating its effectiveness in handling illumination variations. The maximum recognition rates are 96.43% for Yale B and 100% for CMU-PIE illumination sets.

applications and hence this review is mainly emphasized on the discussion of growth, efficiency and
applications of low melting organic NLO benzophenone crystals in order to improve their structural and
physical properties. To grow bulk and good quality benzophenone crystals by various techniques adopted has
been discussed such as slow evaporation method, Microtube-Czochralski method, and Vertical Bridgman
method. It is acknowledged that the size and the efficiency of the growing benzophenone single crystal varies
with that of the techniques we are using has been discussed below. The SHG efficiency of pure benzophenone
crystal also been compared with the standard KDP crystal. Also optical transparency behaviour of the
benzophenone crystal has also been reviewed.

The goal of quality assessment (QA) research is to design algorithms that can automatically
assess the quality of images in a perceptually consistent manner. Image QA algorithms generally
interpret image quality as fidelity or similarity with a “reference” or “perfect” image in some perceptual
space. In order to improve the assessment accuracy of white noise, Gauss blur, JPEG2000 compression
and other distorted images, this paper puts forward an image quality assessment method based on phase
congruency and gradient magnitude. The experimental results show that the image quality assessment
method has a higher accuracy than traditional method and it can accurately reflect the image visual
perception of the human eye. In this paper, we propose an image information measure that quantifies the
information that is present in the reference image and how much of this reference information can be
extracted from the distorted image.

Health care information systems are aimed at facilitating the smooth running and interoperability of the health care
delivery processes to ensure efficiency and effectiveness; however, the complexity, heterogeneity and diversity of the health care
sector especially in Kenya poses serious challenges especially in relation to integration of the systems. There is a large disconnect
between the public and private health care delivery systems characterized by fragmentation of services, locally within hospitals
(among primary, secondary and tertiary health care settings) and across different health care centers. This research is aimed at
examining the adoption of integrated healthcare information system in Nairobi County; Kenyatta National Hospital represents the
public sector and The Mater Hospital the private sector. A sample size of 100 users on information system from the two hospitals
picked from the primary secondary and tertiary levels were selected and questionnaires administered to them. Data was analyzed
through descriptive statistics with the aid of SPSS. The results of the study indicated that there was a huge disparity between
healthcare information system adoption in the public and private sectors with the private sector’s adoption being at an advanced
stage. The major barriers to adoption including social political barriers, financial constraints and technical/technological barriers
also presented.

Wireless Sensor Network (WSN) consists of very large number of sensor nodes which are deployed close to the area which
is to be monitored so as to sense various environmental conditions. WSN is a data-driven network which produces large amount of data
and also sensor nodes are energy-limited devices and their energy consumption is mainly associated with data routing. Therefore it is
necessary to perform redundant data aggregation so as to save energy. In this work data aggregation is achieved with the help of two key
approaches namely Clustering approach and In-network data aggregation. These two approaches help to save energy and thereby
increasing the lifetime of the network. The proposed work has some key features like reliable cluster formation, high data aggregation
rate, priority of packets, minimized overhead, multiple routes, reduced energy consumption which enhance the network lifetime. The
performance evaluation of the proposed approach is carried out using Network Simulator- version 2
