Historiku:
Më 2 Prill, 2020 prokurimi i PMPE-ve u mor nga Qendra në varësi të
Ministrisë së Mbrojtjes
Qendrës iu besua detyra për të prokuruar PMT-të bazuar në listën e
nevojave prioritare të institucioneve, si dhe për të siguruar ruajtjen e
PMP-ve pas dorëzimit të tyre
Më 21 Prill 2020, qeveria caktoi 45 milion Euro për prokurimin në fjalë
Deri në datën e përfundimit të auditimit, Qendra kishte nënshkruar 29
kontrata furnizimi për 38.9 milion Euro në total.

2) Nëse PMP-të janë prokuruar apo jo në përputhje me procedurën e
përcaktuar të prokurimit,

Gjetjet kryesore –
1) Procedura e prokurimit të përqendruar e vendosur në Ministrinë e
Mbrojtjes përputhet me kuadrin ligjor dhe udhëzimet e nxjerra nga
MF dhe Byroja e Monitorimit të Prokurimit, megjithatë
2) Procedura e vendosur e prokurimit përmbante dispozita të ngjashme
me Ligjin e "ngrirë" të Prokurimit Publik, duke rezultuar në një proces
të gjatë, të rëndë dhe burokratik (kontratat e nënshkruara 15-30 ditë
pas përzgjedhjes së furnitorëve)
3) Ministria e Mbrojtjes nuk arriti të modifikojë në mënyrë aktive
procedurën e përcaktuar fillimisht kur situata e sigurisë
epidemiologjike u stabilizua dhe tregu tashmë ishte në gjendje të
plotësonte kërkesën (ishte lënë pas dore fokusi tek "EEE"-të)
4) Për shkak të vonesave të imponuara nga procedura e komplikuar,
audituesit nuk morën siguri se PMPE-të ishin prokuruar bazuar në
ofertën ekonomikisht më të favorshme

ekziston për 3 vitet e fundit) dhe azhurnimi i Planit Kombëtar të
Shëndetësor i Fatkeqësive.
Azhurnimi i procedurës së prokurimit të përqendruar i zbatuar nga
Qendra për të siguruar aftësinë e sistemit për t'iu përgjigjur mjedisit
epidemiologjik që ndryshon vazhdimisht dhe për të qenë në gjendje të
sigurojë respektimin e parimeve të "EEE"-ve.

Hapat shtesë të ndërmarra nga Institucioni Suprem i Auditimit pas
përfundimit të 3 auditimeve të PMP-ve në sektorë të ndryshëm
(shëndetësia, mbrojtja dhe punët e brendshme)
Përveç dërgimit të raporteve individuale të auditimit tek subjektet e
audituara dhe tek Kryeministri, Institucioni Suprem i Auditimit ofroi
ndihmë për të parë të gjithë "fushën e lojës", për të konceptualizuar
gjetjet që të shërbenin si udhërrëfyes për rastet e tjera të emergjencave.
