PROGRAM
1. Executive Issues:
Navy CYP contracts with the National Association of Child Care Resource & Referral Agencies
(NACCRRA) to provide 40 hours of free respite care to EFMP families with category IV or V
Exceptional Family Member (EFM) children and their non-EFM siblings living in 5 homestead
locations and 50 independent locations:
o Jacksonville, FL
o Bremerton, WA
o San Diego, CA
o Norfolk, VA
o Naval District Washington (NDW), DC
2. Background:
EFMs have complex needs that cannot be met utilizing typical in-home care. The program is
designed to offer parents in-home care with specialized providers trained to meet the individual
needs of the EFM so parents can feel safe leaving children in in-home care to run errands, go to
medical appointments or just get a chance to reconnect with their spouse.

Provide enhanced referrals for eligible families
Provide eligible families with choice of 4 types of respite care:
In children’s home care (most popular)
Licensed FCC home care
Licensed child care centers
Special facilities
Provide Navy parents with trained, screened providers
Monitor care to ensure it is working for families
