The evolution and future of FSS and
MSS milsatcom data services

Overview:
In the pioneering days of satcom, mobile satellite
services (MSS) were synonymous with maritime satellite
services and the L-band, and fixed satellite services (FSS)
with data/VSAT links and the C- and Ku-bands. And in an
era of 9.6 kpbs terrestrial data modems the Inmarsat L-
band 64 kbps High Speed Data service would have
appeared to adequately address the current and future
mobile data requirements of the day. However, fast-
forward to the Internet era and operators are now
looking to satisfy both military and civilian user data
requirements of the order of tens or hundreds of
megabits per second – and not only to fixed installations
but to a multitude of mobile platforms such as ships,
aircraft and land-based users. These demands were
initially met on large, relatively-stable mobile platforms,
such as large ships and oil-rigs, by the use of C-band
satcoms but the development of increasingly
sophisticated antenna stabilisation and adaptive
coding modulation systems has enabled the successful
widespread use of Ka-band, with its associated high
data rates, for satellite communications across a range
of fixed and mobile platforms. So how do we now
distinguish between FSS and MSS for military use? Do we
still treat them as complementary capabilities or have
they converged to the point that they are barely
distinguishable services? This workshop reviews the
technical and regulatory historical factors influencing
the development of MSS and FSS services, explores the
relevance of these factors to milsatcoms today and
identifies the technologies that have made these
services possible.

how technical innovation has enabled satellite services,
both military and civilian, to evolved from the 9.6kbps
data services of 25 years ago to the multi-megabit per

About Michael Rupar:
Michael Rupar is the Branch Head for the Transmission
Technology Branch at the US Naval Research Laboratory
in Washington, DC. His 30 years of experience reaches
across the electromagnetic spectrum, from commercial
and military SATCOM and upper-Ka- band LOS
communications, to medium- and high-frequency
surface wave research in the high Arctic. His branch
address issues for the Navy and US Department of
Defense in satellite and wireless networking, voice and
signal processing and optical communications and
visualization. Mr. Rupar has fielded numerous experiments
with satellite and line -of-sight technology, as well as
conducting theoretical studies and analysis for J6, N6 and
the Office of Naval Research (ONR). Mr. Rupar also
participates in The Technical Cooperation Program
(TTCP) and is a participant & contributor to the
modernization effort for t he MIL-STD 188-164B for military
satellite communications (“Interoperability of SHF Satellite
Communications Terminals”). Mr. Rupar received his BSEE
from West Virginia University and his MSE in Electrophysics
from The George Washington University. He is a frequent
contributor and session chair for the IEEE MILCOM
conferences in the United States.
