2. LACA’s Proposal for 2009
Our aim is to contribute to the Global Plan of Resource Mobilization as follow-
up of the pilot plan developed from September to December
The annual Operating Plan of LACA has been revised and adjusted, therefore
it is articulated with programmatic actions, and is the compensation of the
budget resources within a context of the global financial crisis.
We want to identify points of complementarity and synergy with the proposals
of the other Area Organizations of the world movement.
We want to thank and value the support and accompaniment of YMCA USA
and Canada as well as the executive team of the World Alliance.
3. To develop the institutional capacity focused on the
mobilization of resources in at least ten Movements
according to a set of 10 critical benchmarks, achieving
the involvement of volunteer leaders in all National
Movements, the improvement of their management
systems and governance, the number of local Associations
running capital campaigns of fundraising programs should be
doubled, and the amount of resources raised should be
increased.

4. -To finalize the diagnose of institutional capacity
- To formulate the Regional Plan for the development of the institutional capacity from
the national plans,
- To carry out the workshop of the Sub Region Mesoamerica, in Guatemala on the
topics of resources mobilization and governance.
- To carry out the II Summit for Volunteer and Staff leaders, “Constructing a legacy:
Governance and Resources Mobilization, April. Montevideo, 60 participants from 15
National Movements”
- Intensive workshop on Fundraising in Mexico (May/June)

5. - E-course on the Internet, Concepts and techniques for the Mobilization of
resources July to September
- To participate with a delegation of 10 staff leaders and volunteers at the
NAYDO conference in Dallas, due to the generosity of YMCA of the USA
- To accompany and facilitate the start of financial campaigns in Chile and Peru
-To accompany and support the development of fundraising initiatives in
central American and the Caribbean, according to their social and cultural context.

6. To construct a system for the management of knowledge,
monitoring of results and impacts from the practices of the
social and educative areas, with a special focus on youth,
make the visibility and positioning possible before donors
and decision-makers.

7. - To carry out three training workshops on methodology of
systematization and construction from the practices,
-To train 10 tutors out from the people who finished the process,
-To systematize with the orientation of specialized tutors on a virtual
platform, 30 new social and educative practices with the same
methodology
-To promote the systematization of practices directly related to
HIV/AIDS, migrants and youth citizenship,

8. -To develop the virtual Observatory of social practices of Latin
America and the Caribbean, offering the access to a database
which will contain all the collected and systematized practices.
-- To collect basic information of social and educative practices
from all the YMCAs through an accessible instrument related to the
virtual observatory
- External audit about YMCA RELEVANT PRACTICES.
- To produce and edit two technical publications as the result
of the analysis of cross-cutting topics identified in the practices of
youth,

Objective 1
To develop the institutional capacity focused on the mobilization of resources in at least ten Movements according to a set of 10 critical benchmarks, achieving
the involvement of volunteer leaders in all National Movements, the improvement of their management systems and governance, the number of local Associations
running capital campaigns of fundraising programs should be the double, and the amount of resources raised should be increased.
To finalize the diagnose of institutional capacity with the consultancy of José Acevedo. Participation of 10 Associations. To formulate 10 national plans for the development of the institutional capacity.
- To formulate the Regional Plan for the development of the institutional capacity from the national plans, identifyig a high complementarity of supplies and demands taking the maximum advantage of the available resources. We will present the first version of this plan in June.
- To carry out the workshop of the Sub Region Mesoamerica, in Guatemala on the topics of resources mobilization and governance. 40 participants representing all the Associations of the Sub Region: Boards of Members, General Secretaries and Technical teams. February.

To accompany and support the development of fundraising initiatives in central American and the Caribbean, according to their social and cultural context.
Objective 2
To construct a system for the management of knowledge, monitoring of results and impacts from the practices of the social and educative areas, with a special focus on youth, make the visibility and positioning possible before donors and decision-makers.
To carry pout three training workshops on methodology of systematization and construction from the practices, in Mexico, Guatemala and Ecuador, training 50 people, among staff from programs and
projects from 8 National Movements.
- To train 10 tutors out from the people who finalized the process, they should be interested on being tutors of other peers.
- To systematize with the orientation of specialized tutors on a virtual platform, 30 new social and educative practices with the same methodology according to the Network of systematization of social and
educative practices, with cost of about US 280 and 3 months of work.
- To promote the systematization of practices directly related to HIV/AIDS, migrants and youth citizenship, identifying and partially financing in those cases where the YMCAs have very relevant practices, and do not have the necessary resources for the systematization.
To develop the virtual Observatory of social practices of Latin America and the Caribbean, offering the access to a database which will contain all the collected and systematized practices. Geographic allocation of all the practices (by country and city) using the Google maps.
- To collect basic information of social and educative practices from all the YMCAs through an accessible instrument related to the virtual observatory
- External audit about YMCA RELEVANT PRACTICES. To identify according to key benchmarks (impact, innovation, capability of replication, resources mobilization, production and edition material to share in a PDF format.
- To produce and edit two technical publications as the result of the analysis of cross-cutting topics identified
in the practices of youth, these should be shared through the Observatory.
