I prefer the second variant, as the “Upload Content” section can be omitted by the user and “Confirm” section is
obligatory.

with appropriate and relevant content of various types (text, photos, videos, documents). “Empty” memorials will be
blocked till they are filled up with content. Memorials with inappropriate content or duplicating the existing ones will
be put offline and then deleted.”
