1. CONCEPT NOTE AND OPERATIONAL FRAMEWORK EUROPEAN UNION-DARKHAN INNOVATION &
ENTRPRENAURSHIP HUB
WHAT IS EUROPEAN UNION-DARKHAN INNOVATION & ENTRPRENAURSHIP HUB
The Darkhan-Innovation and Entrepreneurship Hub (DIEH) will be an Independent Body of School of
Agroecology and Business, Mongolian University of Life Science, Darkhan City (SAB-MULS, Darkhan City) within
the Darkhan-Uul Provincial Administration to deliver the goals of innovation through intervention of education,
science, research, and diffusion of technology across province and in the regions of Mongolia. The Hub is
established under the Friendship Project, Co-funded by European Union, Innovation and Entrepreneurship Hub
will create alliance, coalitions, and partnerships to deliver long-term economic and prosperity goals of Province
of Darkhan- Uul beyond the lifetime of Friendship Project and partnerships.
OVERALL OBJECTIVE
To set-up, operationalise and deliver a long-term, permanent, institutional innovation and entrepreneurship
platform-European Union- Darkhan Innovation and Entrepreneurship (EU-DIEH) Hub and or Darkhan-Innovation
and Entrepreneurship (DIEH) Hub to lead start-up and innovation ecosystem in Bagh, Soum and Aimag to create
a regional and territorial economic development and prosperity through registration of new innovation activities,
product and services, start-ups, SMEs and corporations delivering jobs, green growth and sustainable prosperity.
SPECIFIC OBJECTIVES
1.To plan, initiate and establish Darkhan Innovation and Entrepreneurship (DIEH) Hub at School of Agroecology &
Business, Mongolian University of Life Science, Darkhan City to foster, nurture, with an objective to create a
culture of innovation and entrepreneurship in Darkhan-Uul Province through the scheme and programme of
sensitization, ideation, incubation, acceleration, and seed funding schemes.
2.To deliver diversity in innovation and entrepreneurship activities and products in Darkhan-Uul Province to create
more vigorous and vibrant innovation ecosystem and culture through the combination of education, research,
innovation, information system and collaboration to accelerate and scale up business creation and registration
services to promote economic development through new start up, SMEs and corporations in Darkhan City and its
provinces.
3. To boost and enhance the innovation capacity of startup through delivery of capacity building, mentoring,
networking, advisory, investment, physical space, R & D lab support and integration to international market.
The Hub will also intend to build their own capacities on social, tech, business innovation and entrepreneurship
by setting up alliances and partnerships with international innovation ecosystem to access tools, educations,
research, R & D and financial resources to support and accelerate the deployment of innovation strategies in
Darkhan-Uul and Other provinces of Mongolia.
4. To provide organisational and entrepreneurial support services for individual and organisations to accelerate
the economic growth of Darkhan-Uul Province and regions of Mongolia with focus in the priorities of
strengthening urban governance, ensuring social inclusion, improving resilience and greening of cities and
regions, fostering prosperity and innovations.
5. To work in synergies with INTER-REGIONAL DARKHAN-EU FORUM (IDEF) and act as a Think Tank with
Consulting and Advisory Support Service for DARKHAN-EU PROJECT PREPARATION INVESTMENT FACILITATION
CELL for Cluster Collaboration, matchmaking and to promote MAKE IN DARKHAN and INVEST IN DARKHAN
programme.
2. 6. To be launching pad for creating Sustainable Innovation Communities (SICs) covering good governance, social
inclusion, resilience, greening of cities, prosperity & innovations with sector critical to sustainable cities and
socioeconomic transformational challenges.
To organise and deliver cluster of innovation support services and scheme, including, ideation, hackathon,
bootcamp, incubation, acceleration, challenges, awards, fund raising, investor forums and international exchange
programme and exposure visits among countries to access market and finance for internationalisations.

HOW THE GOVERNANCE OF EUROPEAN UNION-DARKHAN INNOVATION & ENTRPRENAURSHIP HUB
WILL BE STRUCTRED:
For a Creative, innovative, and accountable governance structure SAB MULS will integrate the team with
different tiers. The Governing Board will be proposed and nominated which will provide strategic direction to
DIEH and lead the Sustainable Innovation Communities and DIEH Secretariat for the delivery of commitment
within FRIENDSHIP Project and for long -term Framework Strategy implementation up to 2030
The Headquarter of EU-DIEH will at School of Agroecology and Business, Mongolian University of Life Sciences,
University Street, 15th Bagh, Darkhan soum, Darkhan-Uul province, Mongolia.
TRANSITION PLAN FROM EU-DIEH TO EDIEC
The center is organized as part of the Nairamdal project and will be a project implementer throughout the project.
In terms of legal entities, it shall be an NGO at the School of Agro-Ecology and Business of the Mongolian
University of Life Sciences. The founders of EDIEC are the School of Agro-Ecology and Business of the Mongolian
University of Life Sciences and the “Friendship” project
Staffs for EU-DIEH
The center will be the primary unit implementing the “Friendship” project and will have seven staff members
during the project period in accordance with the main project contract. The job descriptions of the employees
shall be specified in the job description. A part-time consultant may be hired as a matter of urgency. The schedule
of part-time consultants will be regulated and be independent of project funding. The salaries of full-time
employees will be funded by the project during the project implementation period and financed by its operations
after the project completion. The advantage of the Friendship Project is expected that resource support will be
available for getting experience and consulting services from highly skilled professionals and entrepreneurs from
the European Union.
3. THE DIEH GOVERNANCE
The Board shall include representatives from the following organizations and businesses: The board consists of
7 members. The board aims to include representatives from the FRIENDSHIP project, government, private
sector, research organizations, professional associations, citizens, and universities.

It is planned that the RULE of NGO will regulate the rights and responsibilities of the board members
for EDIEC.
The EUROPEAN UNION-DARKHAN INNOVATION & ENTREPRENEURSHIP HUB, created within the framework of
FRIENDSHIP Project- Co-funded by European Union will ignite and catalyse Darkhan-Uul’s ability to innovate,
incubate, accelerate to create an ecosystem and culture for new and sustainable economic activities, businesses
and enterprises. The DEIH will be core of FRIENDSHIP Projects’ will be an Integral Part of IINTER-REGIONAL
DARKHAN-EU FORUM (IDEF) and will also work to implement the recommendations and plan based on Rapid
Assessment Report- Joint Area of Cooperation (RAR JAC). The Darkhan Innovation and Entrepreneurship Hub is
a flagship initiative of the FRIENDSHIP Project and will be institutionalised to create and Provincial Level (Darkhan-
Uul Province) ecosystem for nurturing innovation and Startups’ in the province that will drive sustainable
economic growth and generate large scale employment opportunities. The Provincial Government of Darkhan-
Uul through this initiative will aims to empower Startups to grow through innovation and design by announcing
and issuing suitable policy, incentives, and a facilitation cell. It is expected, within the FRIENDSHIP Project

4. implementation period, through collaborative engagement between EU Institutions and International expertise,
Darkhan-Uul Province will announce a more clear and detailed action Plan that will address all aspects of the
Startups’ ecosystem.
It is expected that the more enabling provincial and region-specific policies will accelerate local action on startup
ecosystem beyond FREINDSHIP Project and will intervene in governance, greening & resilience, social inclusion
and prosperity through innovation and smart urbanisation and industrial development.
The DIEH will be expanded to cover other provincial soum like: Orkhon, Darkhan, Sharyngol and Khongor and to
other regions and provinces of Mongolia in near and long-term. It is expected that DIEH will work for both Urban
and Rural Innovation to ensure access to equal economic opportunities and to protect the rural and nomadic
culture of Mongolia without undermining the aspirations of local communities.
The Action Plan is divided across the following areas: scouting and handholding support • seed funding and •
Industry- Government- Academia Partnership for economic development priorities.

environment, social and governance challenges of regional economic development.

To enhance and institutionalize the culture of sustainable competitiveness of the Darkhan-Uul Province
Economy aligned with green growth principle and localization of Sustainable Development Goals.
To provide a platform for multistakeholder engagement for accelerating innovation and
entrepreneurship through interregional cooperation among science, technology, education, research,
business, government, and citizens stakeholder.
WHAT IS SUSTAINABLE INNOVATION COMMUNITIES (SICs)
The DIEH will engage and set up multistakeholder partnerships representing science, technology, innovation,
business, and policy interface with particular emphasis on Government, private sector, research centre and
universities from Mongolia and International Partners. The SICs will be the catalyst for each SECTORAL
INNOVATION WORKSTREAMS
Each SICs will structured and planned and capacitated to deliver the product and services of entire innovation
chain. This shall include:

priority of Darkhan-Uul Province and other regions and provinces of Mongolia, shall include, climate,
sustainable manufacturing, Sustainable construction and building material etc.
Facilitating the ideation, incubation, acceleration, education and to catalyse the registration of new
companies in Darkhan-Uul Province.
Creating pool of entrepreneurs capable to create product and services to meet the domestic demands
and to make the product competitive for international trade and import
The Sustainable Innovation Communities will carry out activities with Oversight from FRIENDSHIP Project
Secretariat, IDEF- DIEH Governance and Advisory Team. The Each SICs will be structured to deliver science,
research, education, innovation, entrepreneurship, training and education programmes and steps of innovation
service, ex: incubation, acceleration, bootcamp etc.
5. OPERATIONAL & STRUCTRAL LINK BETWEEN DIEH AND SICs
The Sustainable Innovation Communities within the framework of DIEH, will work as Action Hub to
create, innovate, and boost the innovation in Darkhan-Uul Province with focus on specific thematic
priorities aligned with European Union Green Deal, Multiannual Indicative Programme of European
Union with Mongolia.
The DIEH will set up the innovation, research & education & entrepreneurship strategies for launching
the innovation cluster and activities aligned with objectives of FRIENDSHIP project and development plan
of Darkhan-Uul Province. DEIH will formulate framework strategies and if needed, agreement to
operationalise cooperation and delivery of innovation, entrepreneurship, and job in Darkhan-Uul
Province.
THE STRATEGY OF DIEH
The DIEH will be governed by its regulation constituted by SAB MULS in consultation with Darkhan-Uul Province
Municipality. The SAB MULS and Darkhan-Uul Province Municipality will outline the mission, framework
strategy, priorities and operational plan will be launched by end 2024 and shall be implemented during the
period of 2020-2030 with a provision of reviews during 2026 and 2028 and 2030.

The Darkhan Innovation and Entrepreneurship Hub (DIEH) will be an independent body, to be set-up with the

Business incubators are institutions that support entrepreneurs in developing their businesses, especially in the
initial stages. These are organizations geared towards speeding up the growth and success of start-ups and early-
stage companies. Incubation is usually done by institutions that have experience in the business and technology
world. It is expected that EU-DIEH will employ all resources, capacity to make suitable transition to serve all needs
to make transition into world class business incubation and will continually learn and excel through international
cooperation and partnerships.
Incubation support includes providing technological facilities and advice, initial growth funds, network and
linkages, co-working spaces, lab facilities, mentoring, and advisory support. They are often a good path to capital
from angel investors, government organizations, economic-development coalitions, venture capitalists, and
other investors. It is expected that EU-DIEH will broke partnerships and collaborations for delivering the goals of
incubation, acceleration, and internationalization of startups’
Most of the incubators have potential capital to invest in growth startups or have links to potential funding
sources. They provide access to compliance services from professionals such as accountants, lawyers, Intellectual
Property Rights (IPR) not to mention the invaluable mentoring and networking support available at the
incubation center, through the staff and other entrepreneurs at the incubator. The SAB MULS at Darkhan City
through the FRIENDSHIP Project will enhance its capacity to deliver full scale service as innovation and business
incubation hub.
DIEH will act as a catalyst for both regional as well as national economic development. DIEH will have options for
registering and branding them with following options: Academic institutions; Non-profit development
corporations; For-profit development ventures; Venture capital firms, and combinations of the above, based on
their strategies and future role they set for themselves. DIEH can operate in the actual physical space meant to

10. DIEH IMPLEMENTATION PLAN WITHIN THE PRIORTIES OF FRIENSDSHIP PROJECT
The DIEH will implement the commitment made through the agreement of FRIENDSHIP Project to deliver the
priorities aligned with Darkhan Innovation and Entrepreneurship Hub. Within the scope of signed agreement CSO-
LA/2021/428-390, the Secretariat of EU-DIEH and the team must deliver following tasks and shall report and

entrepreneurs in Darkhan City Province
30% of the entrepreneurs will be women.
The training will focus on 1) Maybe entrepreneurs, 2)
Wanna-be entrepreneurs, 3) Early start
entrepreneurs, 4) Up-start entrepreneurs and 5) Re-
start entrepreneurs
peer learning, sharing knowledge and know-how,
and mentoring. Participants will be able to generate
ideas, prepare business plans and take their
businesses to the next level
Business coaches and mentors both from EU and
Mongolia will be invited to give guidance and advice
on specific start-up challenges
The training programme will provide a platform for
networking, allowing entrepreneurs to discuss
common start-up challenges, share business ideas,
find potential partners and investors.
The training programme will encourage ‘Learning-by-
doing’ with practical experience and based on real-
life cases.
The project will procure institutional subscriptions to
key online courses.
In terms of duration, the training programs will be for
a 3 months’ time period and will be broken up into
different modules over different stages of the
startups as mentioned before.
An assessment of the training needs and startup
needs will be
assessed before a training programme tailored to the
needs of the startups. Needs assessment and training
modules will be prepared based on their respective
stage
Case study visits will be organised to a couple of EU
start up centres for exceptional social and tech
entrepreneurs

stage startups have potential to move to the next stage
of growth.
The project will be selected from 100 social and tech
entrepreneurs who have
attended the training programme. Out of which 10
candidates will be selected for supporting their work to
enable them to move to the next stage of growth.
An EU-Darkhan technical committee will be formed
where the candidates will pitch their ideas. Based on
the committee’s decisions, the candidates will be
selected for funding and further technical support.

90 candidates who participated in the training, active
efforts
will be made to seek funding and other networking
opportunities within Mongolia and in the EU
