1. Fisherman killed in disputed waters
Taiwan strongly protests and condemns the shooting attack on Taiwan fishing boat Guang Da
Xing No. 28（廣大興28號）by a Philippine government vessel in waters 164 nautical miles
southeast of Eluanbi, which resulted in the death of one Taiwan crewmember, as well as
serious damage to the boat. The government demands that the Philippine government issue
an official apology, arrest the perpetrators and offer just compensation.

3. Why are the Taiwanese so furious about this violent attack?

The incident happened in the EEZ OF TAIWAN, NOT in the Philippines territorial sea.
この事件は排他的経済水域で発生した事件であつてフィリピン領海で発生したのではない.
事件發生在台灣的經濟海域，而不是菲律賓領海。
어민총격 사건은 필린핀의 영해가 아닌 대만 경제수역에 발생한 것이다.
ps. A nation’s territorial waters extend at most 12 nautical miles but its EEZ (exclusive economic
zone) extends 200 nautical miles. As the Taiwanese fishing boat’s activity was limited within
Taiwan’s EEZ, the Philippine government had no right to force it to leave.
注:領海為12海哩,專屬經濟海域為200海哩，我國暫定執法線為政府機構會出面執行權利的海域，
避免爭端，因為兩國專屬經濟海域有重疊。但能執法的海域仍然為200海哩，
事情還在"專屬經濟海域"內，仍可執行捕魚作業並沒有入侵到菲律賓"領海"，故不能執行武力驅離
비고: 영해범위는 12해리로 확장되며 배타적경제수역범위가 200해리로 확장된다. 양국간
배타적경제수역범위가 중첩되지만 어선활동은 이 배타적경제수역에 해당한다. 이번 사건은
배타적경제수역내에 발생한 것이다. 즉, 대만어선은 활동가능범위네 활동한 것이뿐이며 필리핀 영해 친입
안했다. 필리핀에게 강제로 쫓겨내는 권한이 없다.

Philippine coast guard chased and HUNTED for the UNARMED Taiwan fishing boat for an
hour,
leaving the boat with at least 45 bullet holes, most of which are concentrated at
the cabin .
The fact shows that the shots fired were aimed to MURDER those Taiwanese crew
members.
However, the Philippine National Government claimed that this attack is
"unintentional" ,
using the word "regret" instead of a formal apology.
フィリピンの武裝船が台湾漁船を攻擊し,台湾漁船に四十五発も弾丸を射撃した.
弾丸はキャビン集中して射撃されていた.明らかに不法であり,
船員を死に致うす悪意の意図が強い.しかも台湾漁船が逃げるした後を一時間も追撃した
菲律賓海岸警衛隊追趕和獵殺手無寸鐵的台灣漁民船一個小時，
在船上至少有45個彈孔，大多數集中在客艙，顯示開槍旨在謀殺那些船員。
但菲律賓政府公開表示此非蓄意且只表示遺憾!
필리핀 경비정은 1시간동안 계속 비무장 대만어선을 추격했고 45발의 총알을 발사하였다.
총알은 캐빈에 집중히 사격되어있어 아주 분명한 불법행동이다.
대만 어민을 학살하려는 악의적인 의도가 강한 것이 분명하다.
뿐만 아니라, 비무장 대만어선이 총격을 피하고 도망간 1시간후에도
계속 추격했다.그러나 필리핀 정부가 이런 학실행위가 의도적으로
하는 해동이 아닌 사고라고 했으며 전혀 사과없이 유감스럽다고만 했다.

14. The accusation that Taiwan's fishing boat rammed the vessel of the Philippine Coast
Guard
so they are forced to open fire is totally unfounded,
since there are no marks indicating any collision on the surface of Taiwan's boat.
Ballistic evidence already showed the shots were fired FROM BEHIND, not from the front.
有關台灣漁船撞擊菲國警衛隊船隻導致其必須開火驅逐的指控為誤，
因為台灣漁船上沒有任何的撞擊痕跡。
且彈道證據表明，因為他們是從背後開槍，而不是從前面。
대만어선이 필리핀 경비정에 충돌하려는 비난은 전혀 사실이 아니다.
탄도에 의하면 필리핀 경비정은 전면이 아닌 뒤에서 총격을 한 것이다.
The attitude of Philippine Officials towards this incident is frivolous and perfunctory!
事件後,フィリピン官僚は笑顔でジャーナリストに対し不実の発表をし,
いささかも自分の国民の行動を恥ともせず台湾を国家として,尊敬してもいない.
對這一事件，菲律賓官員的態度輕佻和敷衍！
이번 사건에 대하여 필리핀 당국의 태도가 아주 경솔하고 완전 회피적이다!

15. The Philippine National Government refused
to let Taiwan be involved in the investigation of this incident,
And Taiwan's investigation team which flew to
the Philippines is even ignored by the Philippine government.
菲律賓國家政府拒絕讓台灣參與這一事件的調查，台灣飛到菲律賓調查小組，菲律賓政
府甚至忽視。
필리핀 당국은 대만이 사건조사에 참여하는 것을 거부했으며
대만에서 필리핀 현지에 파견한 조사팀도 무시하였다.
The action of the Philippine National Government is inhumane and without
justice.
Until today the President of the Philippines STILL HASN'T issued
an apology to Taiwan in any formal public occasions.
The Philippines government doesn't admit the mistake in their report.
In this report they even use such words like "bad guys" to describe the
innocent victims.
菲律賓政府的行動是不人道和不正義。
但是，直到今天，菲律賓政府仍未在正式場合向台灣道歉。
更甚至菲律賓不只不認錯，他們在書面報告用這樣的話，如“壞人”來形容無辜的受害
者。
필리핀 정부의 조치는 아주 비인도적이고 정의하지가 않다.
아직은 필리핀 정부가 여태까지 여전히 공식사과를 하지 않다 !
더 과한 것은 필리핀쪽이 잘못을 인정하지 않은 뿐만 아니라
조사리포트에서 무고한 피해어민을 “나쁜 사람”으로 표현했다.
