                                        Send Those Grades
As fall semester comes to a close you should fax your grade report to Pensacola if you used Navy Tuition
Assistance (TA).
The Navy holds each Sailor responsible for submitting a grade report.
After you fax your grade report check your SMART to see if the grade was posted to your TA account (DO
NOT CALL PENSACOLA). Call NCO if your grade doesn't appear on your SMART within 7 days.
The fax number to Pensacola is (850) 452-1149 or DSN 922-1149.
Be sure your grade report is a clean, bold copy containing your name. Contact NCO and we'll provide you
with a document reference number to write on the grade report; this helps Pensacola better identify who
you are and the grades in question.
You may fax your student copy to Pensacola; no special copies or official transcripts are necessary. Don't
waste time--fax your grades ASAP! This is part of the process that ensures NCO will be able to authorize
future TA applications without any glitches.


Use Any Partnership College You Want!

The Navy College Program Partnership schools (NCPDLP) offer rating-related degrees through distance
learning. Each Navy rating has a corresponding college/degree program specifically targeted for that
particular Navy occupation.

You may earn a degree from any NCPDLP college even if you don't have the applicable rating.
For example, there is nothing to stop a Machinist Mate (MM) from pursuing a degree meant for the Yeoman
(YN) rating. The worst case scenario is that the MM will have to take additional courses to fulfill degree
requirements that would have been met if the MM held the Yeoman rating or had completed the
applicable YN schools.

Even the technology and computer science degree programs are available to Sailors regardless of rating or
Navy training. As an example, the degree roadmaps for nuclear-trained Sailors include technology degrees
from Old Dominion University and Thomas Edison State College respectively.
While each school gives specialized credit for the completion of Navy Nuclear Power School, there's nothing
to stop a Sailor from pursuing either of these programs whether he's nuclear or conventional. The down side
is that a Sailor will have to complete a significant amount of coursework to make up for Nuclear Power
School.

There is no such thing as a quick bachelor's degree and the NCPDLP bachelor's degree programs are no
exception even if it's rating-related; these programs require a longer planning horizon and a lot more
patience. If you're pursuing an Associate Degree for advancement or a perk on your resume, it probably
isn't worth the additional coursework to earn an out-of-rating degree; under these circumstances NCO
recommends sticking with a rating-related Associate Degree to maximize your SMART credits.

The TRICARE Assistance Program (TRIAP) is just one of
several ways to get convenient, confidential help through
a licensed behavioral health counselor. Services are
available to any active-duty servicemember (ADSM) in the
U.S., their spouse, and other eligible family members 18
years of age or older.
All that is needed is a computer, webcam and the
associated software. TRIAP 'visits' are unlimited and include
assessments, short-term counseling and, if the TRIAP
counselor determines more specialized care is necessary,
referral to a more comprehensive level of care. For more

The Navy's Center for Personal and Professional Development (CPPD) is rolling out Modules 1 and 2 of the Leadership
Core Continuum (LCC) this month. LCC training is designed to meet the continuing process of training and developing
enlisted leaders in pay grades E4 through E6. They're designed for delivery upon selection to respective pay grades. In its
final delivery, LCC will consist of six modules with a phased roll-out plan. Sailors should expect availability of modules one
and two this December. Modules three and four will roll out in early spring 2010, and the final two modules (five and six)

                        Turning Mistakes into Stepping-Stones for Success
                                       By John C. Maxwell
                                                         The Big Idea

Failing forward tells you how to look at life’s setbacks and learn from your mistakes. If you haven’t failed at anything, it
means you haven’t really taken a risk at anything. Failures are only as bad as you perceive them to be. Life is much
better when you live, and try, and fail. Living requires failing every now and then. The basic steps to moving on and
failing forward are:

                   •Realize there is one major difference between average people and achievers. The difference
                   is in how they respond to failure

                   •Learn a new definition of failure.

                   •Remove the “you” from failure. Don’t take it personally.

                   •Take action and reduce your fear.

                   •Change your response to failure by accepting responsibility.

                   •Don’t let failure from outside get inside you.

                   •Say good-bye to yesterday.

                   •Change yourself, and your world changes.

                   •Get over yourself and start giving yourself.

                   •Find the benefit in every bad experience.

                   •If at first you do succeed, try something harder.

                   •Learn from a bad experience and make it a good experience. . . . . .

What’s the main difference between average people and people who achieve?

Regardless of family background, wealth, opportunities, morality, or hardships and trials, it is people’s perception of and
response to failures that sets achievers apart from the mediocre.

People are training for success when they should be training for failure. Disappointments are more prevalent and life is
full of them. The question is not if you will have problems, but how you are going to deal with them.

Mary Kay cosmetics is a company with more than 1 billion dollars in annual sales, employs 3,500 people, and empowers
500,000 direct-sales consultants worldwide. Mary Kay Ash survived her husband’s untimely death, right before the
opening of her business in 1963. She had taken a risk on her $5,000 life savings to start her own company, and despite

Read through these two lists and determine which one describes your approach to failure:

Failing Backward

Blaming others, repeating the same mistakes, expecting never to fail again, expecting to continually fail, accepting
tradition blindly, being limited by past mistakes, thinking I am a failure, quitting.

Failing Forward

Taking responsibility, learning from each mistake, knowing failure is a part of progress, maintaining a positive attitude,
challenging outdated assumptions, taking new risks, believing something didn’t work, persevering.

                     Questions / Answers Regarding Permanent Change of Station (PCS) Orders
Q: I hear that we are under a Continuing Resolution Authority (CRA). How does that affect my PCS orders? (or
            question to that effect).
A: Until the National Defense Appropriations Bill has been signed by the President, the entire Department of Defense
            is operating under a CRA. The CRA is scheduled to last through 18 December. For NPC, this means that
            PCS funding is allocated in small increments, limited to the amount obligated during the same period in
            FY09.
•           Funding received during FY09 allowed NPC to write PCS orders for the majority of Sailors detaching in
            October and many Sailors detaching in November.
•           The first CRA increment (through 31 October) allowed NPC to write orders for the rest of the Sailors
            detaching in November and many of those detaching in December.
•           Cash received under subsequent CRA increments will allow NPC to write orders for Sailors with
            detachment dates through March 2010.
•           Most Sailors scheduled to detach prior to 31 March 2010 should receive orders before Thanksgiving. Your
            Detailer will be the best source of information regarding the timing of when your specific orders will be
            released.
Q: How are PCS moves being prioritized?
A: While there is no one-size-fits-all, PCS priorities include:
•           IAMM/GSA moves.
•           Accession and separation moves.
•           Selected JPME/Graduate Education moves.
•           Organizational moves (homeport changes, BRAC funded moves, or anytime the entire UIC moves).
•           Selected readiness moves (vary by community).
•           Personnel undergoing nuclear power training.
•           Newly winged aviators to Fleet/FRS units.
Q: My shipmate and I are both scheduled to detach in March. Why does he have orders and I don’t yet?
A: Based on our priority strategy, there will be some variation in rotation timing. While we will work to keep the
            playing field as level as possible, there is no one-size-fits-all strategy that we can implement.
Q: I'm transferring from/to an OCONUS location and it takes 60 days for HHGs to ship. Will I get my orders in hand
            in time to ship my HHGs 60 days prior to PRD?
A: We will focus on making that possible and Detailers will make every effort to identify those personnel in need of
            orders for special circumstances.
Q: Will a delay in PCS orders affect my status on the housing priority list?
A: Housing priority is established when you detach from your command, not when you receive orders, so any
            paperwork (PCS orders or Letter of Intent) received before you detach will not affect your priority status on
            a housing wait list.
Q: Will the Navy continue to encourage no-cost moves?
A: Part of the Navy's approach to achieving the most efficient use of PCS funding is to PCS personnel to assignments
            within the same geographic area. Detailers will continue to maximize no-cost moves where possible and
            practical to support the needs of the Sailor and Fleet Readiness.
Q: If I’m in my detailing window should I apply for a job in CMS/ID?
A: Yes. You should still apply for jobs in CMS/ID.
Q: Can I DITY Move now and file a claim after I receive PCS orders?
A: No. Effective October 1, 2008, no PCS costs (which include travel and transportation of members and
            dependents, household goods shipments, DITY moves, dislocation allowance, separation travel, etc.)
            should be incurred by a service member until PCS orders are issued. In short, there is no mechanism to
            obligate any portion of PCS costs prior to actual orders being issued. You should wait until you have your
            PCS orders in hand as any expenses incurred prior to receipt of your PCS orders will not be reimbursed.

The Navy holds each Sailor responsible for submitting a grade report. After you fax your grade report check your SMART to see if the grade was posted to your TA account (DO NOT CALL PENSACOLA). Call NCO if your grade doesn't appear on your SMART within 7 days. The fax number to Pensacola is (850) 452-1149 or DSN 922-1149. Be sure your grade report is a clean, bold copy containing your name. Contact NCO and we'll provide you with a document reference number to write on the grade report; this helps Pensacola better identify who you are and the grades in question. You may fax your student copy to Pensacola; no special copies or official transcripts are necessary. Don't waste time--fax your grades ASAP! This is part of the process that ensures NCO will be able to authorize future TA applications without any glitches. Use Any Partnership College You Want! The Navy College Program Partnership schools (NCPDLP) offer rating-related degrees through distance learning. Each Navy rating has a corresponding college/degree program specifically targeted for that particular Navy occupation. You may earn a degree from any NCPDLP college even if you don't have the applicable rating. For example, there is nothing to stop a Machinist Mate (MM) from pursuing a degree meant for the Yeoman (YN) rating. The worst case scenario is that the MM will have to take additional courses to fulfill degree requirements that would have been met if the MM held the Yeoman rating or had completed the applicable YN schools. Even the technology and computer science degree programs are available to Sailors regardless of rating or Navy training. As an example, the degree roadmaps for nuclear-trained Sailors include technology degrees from Old Dominion University and Thomas Edison State College respectively. While each school gives specialized credit for the completion of Navy Nuclear Power School, there's nothing to stop a Sailor from pursuing either of these programs whether he's nuclear or conventional. The down side is that a Sailor will have to complete a significant amount of coursework to make up for Nuclear Power School. There is no such thing as a quick bachelor's degree and the NCPDLP bachelor's degree programs are no exception even if it's rating-related; these programs require a longer planning horizon and a lot more patience. If you're pursuing an Associate Degree for advancement or a perk on your resume, it probably isn't worth the additional coursework to earn an out-of-rating degree; under these circumstances NCO recommends sticking with a rating-related Associate Degree to maximize your SMART credits. Services are available to any active-duty servicemember (ADSM) in the U.S., their spouse, and other eligible family members 18 years of age or older. All that is needed is a computer, webcam and the associated software. TRIAP 'visits' are unlimited and include assessments, short-term counseling and, if the TRIAP counselor determines more specialized care is necessary, referral to a more comprehensive level of care. LCC training is designed to meet the continuing process of training and developing enlisted leaders in pay grades E4 through E6. They're designed for delivery upon selection to respective pay grades. In its final delivery, LCC will consist of six modules with a phased roll-out plan. Sailors should expect availability of modules one and two this December. Modules three and four will roll out in early spring 2010, and the final two modules (five and six) are scheduled for release in the summer of 2010. Maxwell The Big Idea Failing forward tells you how to look at life’s setbacks and learn from your mistakes. If you haven’t failed at anything, it means you haven’t really taken a risk at anything. Failures are only as bad as you perceive them to be. Life is much better when you live, and try, and fail. Living requires failing every now and then. The basic steps to moving on and failing forward are: •Realize there is one major difference between average people and achievers. The difference is in how they respond to failure •Learn a new definition of failure. •Remove the “you” from failure. Don’t take it personally. •Take action and reduce your fear. •Change your response to failure by accepting responsibility. •Don’t let failure from outside get inside you. •Say good-bye to yesterday. •Change yourself, and your world changes. •Get over yourself and start giving yourself. •Find the benefit in every bad experience. •If at first you do succeed, try something harder. •Learn from a bad experience and make it a good experience. . . . . .   • 8. Questions & Advice By NPC Detailers Questions / Answers Regarding Permanent Change of Station (PCS) Orders Q: I hear that we are under a Continuing Resolution Authority (CRA). How does that affect my PCS orders? (or question to that effect). A: Until the National Defense Appropriations Bill has been signed by the President, the entire Department of Defense is operating under a CRA. The CRA is scheduled to last through 18 December. For NPC, this means that PCS funding is allocated in small increments, limited to the amount obligated during the same period in FY09. • Funding received during FY09 allowed NPC to write PCS orders for the majority of Sailors detaching in October and many Sailors detaching in November. • The first CRA increment (through 31 October) allowed NPC to write orders for the rest of the Sailors detaching in November and many of those detaching in December. • Cash received under subsequent CRA increments will allow NPC to write orders for Sailors with detachment dates through March 2010. • Most Sailors scheduled to detach prior to 31 March 2010 should receive orders before Thanksgiving. Your Detailer will be the best source of information regarding the timing of when your specific orders will be released. Q: How are PCS moves being prioritized? A: While there is no one-size-fits-all, PCS priorities include: • IAMM/GSA moves. • Accession and separation moves. • Selected JPME/Graduate Education moves. • Organizational moves (homeport changes, BRAC funded moves, or anytime the entire UIC moves). • Selected readiness moves (vary by community). • Personnel undergoing nuclear power training. • Newly winged aviators to Fleet/FRS units. Q: My shipmate and I are both scheduled to detach in March. Why does he have orders and I don’t yet? A: Based on our priority strategy, there will be some variation in rotation timing. While we will work to keep the playing field as level as possible, there is no one-size-fits-all strategy that we can implement. Q: I'm transferring from/to an OCONUS location and it takes 60 days for HHGs to ship. Will I get my orders in hand in time to ship my HHGs 60 days prior to PRD? A: We will focus on making that possible and Detailers will make every effort to identify those personnel in need of orders for special circumstances. Q: Will a delay in PCS orders affect my status on the housing priority list? A: Housing priority is established when you detach from your command, not when you receive orders, so any paperwork (PCS orders or Letter of Intent) received before you detach will not affect your priority status on a housing wait list. Q: Will the Navy continue to encourage no-cost moves? A: Part of the Navy's approach to achieving the most efficient use of PCS funding is to PCS personnel to assignments within the same geographic area. Detailers will continue to maximize no-cost moves where possible and practical to support the needs of the Sailor and Fleet Readiness. Q: If I’m in my detailing window should I apply for a job in CMS/ID? A: Yes. You should still apply for jobs in CMS/ID. Q: Can I DITY Move now and file a claim after I receive PCS orders? A: No. Effective October 1, 2008, no PCS costs (which include travel and transportation of members and dependents, household goods shipments, DITY moves, dislocation allowance, separation travel, etc.) should be incurred by a service member until PCS orders are issued. In short, there is no mechanism to obligate any portion of PCS costs prior to actual orders being issued. You should wait until you have your PCS orders in hand as any expenses incurred prior to receipt of your PCS orders will not be reimbursed.
