ELIGIBILITYPersonnel that meet all of the following criteria as of 1 October 2011 will be reviewed:- Paygrades E4 through E8- At least 7 years of active service computed from their active duty service date (ADSD)- Less than 15 year of active service- SEAOS of 1 October 2012 or later- In one of the following 31 overmanned ratings (next slide)
6. ELIGIBILITY EXCEPTIONS- This board only applies to Active component enlisted; Full-Time Support (FTS) nor Selected Reserve(SELRES) enlisted Sailors will be considered.- Sailors in the 31 overmanned ratings with a SEAOS of 30 Sep 2012 and earlier will not be considered by this board, but will go through PTS.- Personnel with a rate/NEC that is eligible to receive a bonus in zones B and C are exempt

ELIGIBILITY EXCEPTIONS (cont)- Personnel who have orders as of 1 August 2011 to, or are attending a school to receive and SRB eligible NEC but have not yet graduated are also exempt.- Personnel enrolled in the Safe Harbor program are exempt- E6 through E8 personnel selected by the FY-12 MCPO, SCPO or CPO, Command Master Chief-Senior Chief or LDO-CWO in-service board are exempt.
8. ELIGIBILITY EXCEPTIONS (cont)- Personnel selected for CPO through the SOY and EROY program in FY-11 are also exempt.- E4-E6 personnel advanced from the Sep 2010 or March 2011 Navy-Wide Advancement Exam are exempt- Personnel advanced to E4-E6 via the CMAP in FY-11 are also exempt

10. NOT EXEMPT! Personnel advanced through command Advancement Program (CAP), RCAP and Recruit Division Commander Meritorious Advancement Program (RDCMAP) are NOT Exempt from the FY12 Quota Based Enlisted retention Board (ERB).
11. CONVERSION OPPORTUNITY- Sailors affected by the retention board have the opportunity to convert to one of the undermanned ratings listed previously- Sailors must be fully qualified with the following exceptions which will be waived:- Personnel with more than 12 years of service will be considered for conversion- All personnel regardless of paygrade will be considered for conversion- Personnel with more than 12 months to PRD will be considered for conversion- Minimum activity tour requirements will be waived- OBLISERV requirements incurred as a result of reenlistment, training or other programs will be waived
12. For Commanding Officers:- Names of Sailors who have been identified by NPC as eligible for this board will be posted by NETPDTC NLT 16 May 2011 on the NEAS website and will also be posted on BOL for command level access.- It is your responsibility to verify the eligibility list and ensure any Sailor meeting the criteria for exemptions is identified and exempted from the board prior to 1 Aug 2011.
13. BOARD MEMBERSHIPThe board will be conducted in two independent phases- Phase I will review E4-E5 personnel and will convene 22 August 2011- Phase II will review E6-E8 personnel and will convene 26 September 2011.- Board make-up will be a Flag Officer as president and Officers and Master Chiefs as board members. Senior Chiefs/Chiefs will serve as recorders
14. SEPARATION DATES AND AUTHORITYSailors not selected for retention:- Encouraged to affiliate with the Navy Reserve- Must separate from the Naval service by 30 Jun 2012 (NPC may grant operational waivers through 30 Sep 2012)- Will receive and Honorable Discharge- Are eligible for Involuntary Separation Pay
15. TIMELINE OF EVENTS- 2 May 2011: CNPC submits initial FY-12 QUOTA-BASED ENLISTED RETENTION BOARD eligibility list of candidates to NETPDTC-16 May 2011: Initial rating retention quotas will be available for Sailors’ review on NPC.navy.mil- 16 May 2011: NETPDTC will publish the names of candidates on NEAS and BOL. Individual Sailors may also view their ERB profile sheet on NKO.- 15 Jun 2011: Last day conversion request packages will be accepted. Package must be physically accepted not postmarked.

TIMELINE OF EVENTS (cont)- NLT 30 Jun 2011: Commands review for accuracy their eligibility listing and re-verify weekly thereafter until 1 Aug 2011. - NLT 15 Jul 2011: Sailor requesting conversion will be notified of their conversion status.- 1 Aug 2011: Last day for commands to resolve eligibility issues.- 22 Aug 2011: Phase I, E4-E5 board convenes- 26 Sep 2011: Phase II, E6-E8 board convenes- Nov 2011: CO’s will be notified via NAVADMIN once names of personnel not selected for retention have been posted via BOL

TIMELINE OF EVENTS (cont)- 13 Jan 2012: Last day for commands to submit operational waivers requests for Sailors not selected for retention - 30 Jun 2012: Last authorized date to separate unless operationally waived- 30 Sep 2012: Last authorized date to separate for all Sailors not selected for retention
18. COMMUNICATION WITH THE BOARD- Letters to the board via mail or e-mail will provide candidates the opportunity to submit any missing documents from the sections of their Official Military Personnel File (OMPF)- The retention board will review the OMPF of all candidates, as well as items submitted by the candidate- Each candidate is responsible for ensuring their OMPF is up to date with latest Evals, Awards and other appropriate information- Letters to the board must be received no later than 1 Aug 2011 for Phase I (E4-E5) and NLT 6 Sep 2011 for Phase II (E6-E8)
